Proposal must be made in accordance with the instructions contained in this REQUEST. TERMS AND CONDITIONS OF CONTRACT Any Contract resulting from this REQUEST shall contain UNICEF General Terms and Conditions and any other specific Terms and Condition detailed in the REQUEST. INFORMATION Any request for information only regarding the REQUEST must be forwarded by fax or to the attention of any of the following, with specific reference to the Request number. 3 PO Box Amman, Jordan Telephone Facsimile UNICEF STANDARD TERMS AND CONDITIONS 1. LEGAL STATUS The contractor shall be considered as having the legal status of an independent contractor. Agents or employees of the contractor shall not be considered in any respect as being officials or staff members of the United Nations. 2. OBLIGATIONS The contractor shall neither seek nor accept instructions from any authority external to the United Nations in connection with the performance of its services under this contract. The contractor shall refrain from any action which may adversely affect the United Nations and shall fulfil its commitments with fullest regard for the interest of the United Nations. The contractor shall not advertise or otherwise make public the fact that it is a contractor with the United Nations. Also the contractor shall, in no other manner whatsoever use the name, emblem or official seal of the United Nations or any abbreviation of the name of the United Nations in connection with its business or otherwise. Contractors may not communicate at any time to any other person, Government or authority external to the United Nations or any information known to them by reason of their association with the United Nations which has not been made public, except in the course of their duties or by authorization of the Secretary-General or his designate; nor shall contractors at any time use such information to private advantage. These obligations do not lapse upon termination of their agreement with the United Nations. 3. TITLE RIGHTS (a) The United Nations shall be entitled to all property rights including but not limited to patents, copyrights and trademarks, with regard to material which bears a direct relation to or is made in consequence of, the services provided by the Organization in compliance with the requirements of the applicable law. At the request of the United Nations, the contractor shall take all necessary steps, execute all the necessary documents and generally assist in securing such property rights and transferring them to the Organization in compliance with the requirements of the applicable law. (b) Title to any equipment and supplies which may be furnished by the United Nations shall rest with the United Nations and any such equipment shall be returned to the United Nations at the conclusion of the Contract or when no longer needed by the contractor. Such equipment when returned to the United Nations shall be in the same condition as when delivered to the contractor, subject to normal wear and tear. 4. TERMINATION OF CONTRACT This Contract may be terminated by either party before the expiry date of the agreement by giving notice in writing to the other party. The period of notice shall be five days in the case of agreements for a total period of less than two months and fourteen days in the case of contracts for a longer period. In the event of the Contract being terminated prior to its due expiry date in this way, the consultant shall be compensated on a pro rata basis for no more than the actual amount of work performed to the satisfaction of the United Nations. Additional costs incurred by the United Nations resulting from the termination of the Contract by the contractor may be withheld from any amount otherwise due to the contractor from the United Nations. 5. ASSIGNMENT OF PERSONNEL The contractor shall not assign any persons other than those accepted by the United Nations for work performed under this Contract. 6. INDEMNIFICATION AND INSURANCE The contractor shall indemnify, hold and save harmless and defend, as its own expenses, the UN, its officers, agents, servants and employees form and against all suits, claims, demands and liability of any nature or kind, including costs and expenses arising out of acts or omissions of the contractor or his employees or sub-contractors in the performance of this Contract. This clause shall extend to claims and liability in the nature of workmen's compensation claims or liability or those arising out of the use of patented inventories or devices. In compliance with this clause, the contractor shall obtain and maintain adequate liability and property damage insurance in respect of any tort action or tort claim arising out of contractor's acts or omissions related to this Contract. The contractor shall, upon request, provide proof of such insurance. The contractor shall not permit any lien, attachment or other encumbrance by any person to remain on file in any public office or on file with the UN against any monies due or to become due for any work done or materials furnished under this Contract, or by reason of any other claim or demand against the contractor. 7. UNITED NATIONS PRIVILEGES AND IMMUNITIES Nothing in or relating to this Contract shall be deemed a waiver of any of the privileges and immunities of the United Nations. 8. ARBITRATION Any controversy or claim arising out of, or in accordance with this Contract or any breach thereof, shall, unless it is settled by direct negotiation, be settled in accordance with the UNICITRAL Arbitration Rules as at present in force. The parties shall be bound by any arbitration award rendered as a result of such arbitration as the final adjudication of any such controversy or claim. 9. AMENDMENTS AND ASSIGNMENTS No change in or modification of this Contract shall be made except by prior written agreement between the Chief, Commercial, Purchase and Transportation Service, Office of General Services, United Nations, and the contractor. The Contractor shall not assign, transfer, pledge, subcontract or make other disposition of this Contract or any part thereof, or of any of the contractor's rights, claims or obligations under this Contract except with the prior written consent of the United Nations. 10. OFFICIALS NOT TO BENEFIT The contractor represents and warrants that no official of the United Nations has been, or shall be, admitted by the contractor to any direct or indirect benefit arising from this Contract or the award thereof. The contractor agrees that breach of this provision of an essential term of this Contract.

4 PO Box Amman, Jordan Telephone Facsimile Terms of Reference Development of Advocacy Plan for Jordan Country Office Background UNICEF s mandate, as well as guiding documents and policies underline the importance of, and need for, advocacy for children. UNICEF s Medium Term Plan ( ) specifies advocacy plan and partnerships as a priority of the organization s vision and activities. While UNICEF does not have an official definition of advocacy plan, it can be broadly defined as a deliberate process of influencing those who make policy decisions to achieve positive changes for children s lives based on the evidence, experience and knowledge of working directly with children, their families and communities. Evidence-based advocacy plan is not only essential to influencing significant-scale change, but also helps to develop sustainable solutions for children by ensuring that national policies uphold their rights. We are seeking support to transform UNICEF s global commitment to evidence-based advocacy and capacity development to a vision of positive upstream practices that is enhanced through a supporting advocacy strategy. The Jordan Country Office (JCO) intends to develop such an advocacy plan and the appropriate strategies for its implementation. An expert will be commissioned to help the JCO in the development of the plan. Expected Results The expected result is an advocacy plan for the JCO. It should be based on cutting-edge approaches, analysis of current UNICEF and other organizations experiences, and unique nature of advocacy plan initiative for the JCO visa vie other countries. The advocacy plan should conform to UNICEF Global norms and standards. Expected deliverables An advocacy plan for JCO that includes specific strategies to facilitate implementation within the Jordan country context. The plan should include: 1. JCO s programme areas and specific issues that require advocacy interventions. Short-term, midterm and long-term advocacy plan outcomes an interpretative indicator relevant to programme sectors (e.g. child education, young child survival and development, child protection, adolescent development and participation, gender equality and empowerment for women and girls), taking into account UNICEF s mandate and the Jordan country context. 2. Practical recommendations on how to strategically incorporate monitoring, and evaluation to all stages of planning and implementing advocacy plan initiatives to generate credible, useful, and timely evidence for advocacy plan and decision-making affecting children and women. These recommendations should propose strategic links to be based on UNICEF JCO programming cycle. 3. Distinctive features and guiding principles of advocacy plan presented in one page.

List of Tools and Templates relevant to UNICEF s mandate and JCO s advocacy plan efforts indicating how and when they can be used in various steps of JCO s programming cycle. They may include, but should not be limited to: a. the Composite Logic Model (CLM) 1 ; b. recommendations on utilization of child-participation approaches in advocacy plan evaluations; c. various approaches such as real-time evaluation (RTE) 2, intense-period debrief 3, attribution analysis 4, bellwether methodology 5, general elimination method case study methodology, stakeholder mapping 6, media tracking 7 ; d. examples of checklists, interview and observation plans, etc. That can be used to evaluate UNICEF Jordan upstream advocacy plan initiatives. 5. Case studies based on UNICEF s experience and one other institutions focused on evaluating advocacy plan initiatives in child education, young child survival and development, child protection, adolescent development and participation, gender equality and empowerment for women and girls. The case studies should be incorporated within Deliverables 1-4. Detailed content and lengths of the chapter and other contributions will be developed in consultations with the Communication Specialist and the Monitoring and Evaluation Specialist. Work Process In producing deliverables, the Consultant should consult with the Communication Specialist and work closely with UNICEF JCO s programme staff. Through these consultations, the Consultant should identify which tools and approaches will be the most useful at each stage of UNICEF s Programming cycle, and clearly outline a monitoring and evaluation advocacy plan framework that UNICEF JCO staff members can use to plan to influence upstream advocacy plan efforts in favour of children and women and their rights. 1 Composite logic model is a solid basis for strategy development and evaluation planning: it shows how advocacy tactics connect to interim outcomes that set the stage for policy change. The advocacy and policy change Composite Logic Model addresses a common question about advocacy evaluation: what kinds of outcomes can or should be measured, other than achievement of a public policy goal? 2 The key principle underlying RTE is that it can affect programming as it happens. This makes it similar to monitoring, and challenges the conventional categorisation of activities as monitoring or evaluation 3 the intense-period debrief use to engage advocates in evaluative inquiry shortly after a policy window or intense period of action 4 Attribution analysis uncovers the impact of the manager s investment decisions with regard to overall investment policy, asset allocation, security selection and activity 5 By definition, bellwethers are gauges of future trends or predictors of future events. In the bellwether methodology, bellwethers are influential people in the public and private sectors whose positions require that they be politically informed and that they track a broad range of policy issues. 6 PO Box Amman, Jordan Telephone Facsimile - An outline of deliverables 1-4 should be submitted to the Communication Specialist, Monitoring and Evaluation for review by 30 September 2010; - A first draft of the deliverable one should be complete by the middle of October The final draft of all deliverables should be complete by beginning December The consultant will also make presentations at UNICEF JCO to share the conclusions and recommendations with relevant staff. Qualifications and Specialized Knowledge/Experience Required Education Advanced university degree in social sciences or a related technical field. Prior work in the field of advocacy for children is highly desirable. Work experience Minimum of 8 years professional work experience in communication or advocacy; experience in planning and implementing advocacy plan campaigns affecting the rights and well-being of children and women at the national and international level would be an asset; a proven experience in developing guidelines and toolkits. Other Qualifications - Excellent knowledge of advocacy plan affecting the rights and well-being of children and women, - Profound knowledge of the latest developments in the advocacy monitoring, - Proven ability to conceptualize, develop, and plan for advocacy and communication, - Excellent analytical and writing skills in English, - Sectorial knowledge of UNICEF area of intervention (Child Survival and Development; Education; Child Protection; Adolescents) is an asset. Place and Duration of Contract The Consultant will mostly work from home for the period of up to 30 working days within a 3 months period between the middle of August 2010 and the middle of November Internet access is necessary. Up to two meetings per month at UNICEF JCO office is expected.
