2 The Health CO-OPs developed through stimulus loan provisions of the Affordable Care Act, are close to being put to the test as they gear up for 2014 enrollment and interface with Health Insurance Marketplaces. What perspectives, insights and lessons learned can one of these CO-OPs under development provide stakeholders going forward? The Affordable Care Act spurred creation of new health cooperatives, stimulated through the CO-OP loan program, to spur their implementation. The Act (section 1322) requires that a health cooperative, known as a Consumer Operated and Oriented Plan ( Coop ) is formed as a nonprofit, controlled by and operated on behalf of its members. While none of the CO- OPs currently in the Affordable Care pipeline are currently operational, and are in various stages of development, a number are slated to come online for The cooperative healthcare system began in the 1930s, and a number of established plans since that time have proven themselves as a model of quality care and low overhead expenses. A health care CO-OP is governed and run by its members and is subject to state and federal laws governing all insurers. Unlike traditional insurance, however, any profits earned must be used to either lower premiums or to improve benefits. CO-OPs must seek and receive approval from their state insurance departments to operate as a health insurance company and follow all the insurance laws of their home state. The Kentucky Health Cooperative (KYHC), based in Louisville, is one of the CO-OPs on track to offer health plan benefits starting January 1, 2014, utilizing Kentucky's Health Benefit Exchange. KYHC is sponsored by a coalition of providers and business leaders dedicated to improving health outcomes by providing member-focused, accessible, cost-effective and quality-focused health care to individuals and small groups living in the Commonwealth of Kentucky. KYHC was identified by the United States Department of Health and Human Services (HHS) to receive loans to create and operate a Consumer Oriented and Operated Plan, or CO-OP. CO-OPs are non-profit, member-governed health insurance companies. KYHC is on track offer health plan benefits starting January 1, Kentucky Health Cooperative will facilitate patient-centered care coordination and member management throughout the health care continuum. This member/caregiver assistance approach focuses on coordinating services to promote quality, cost-effective services through benefit management, community resources and provider involvement in complex cases. This approach is designed to empower members with chronic conditions by assisting them with the understanding of their disease process or disability. It also allows the member a larger voice in their care and more personalized attention to their particular needs. 4 Janie Miller has served as Chief Executive Officer of the Kentucky Health Cooperative since September, She is a former Kentucky Insurance Commissioner, former secretary for Kentucky s Cabinet for Health and Family Services, budget director for the Kentucky General Assembly and a former director of operations for a regional Health Maintenance Organization. Janie Miller Chief Executive Officer Kentucky Health Cooperative Miller served as the insurance commissioner of Kentucky from and has been very involved in health coverage initiatives. She is a past chair of the Health Insurance and Managed Care Committee of the National Association of Insurance Commissioners. Miller implemented program changes that resulted in thousands of Kentucky children enrolling in the Kentucky Children s Health Insurance Program, and also helped implement Kentucky Access, a high-risk pool designed to provide access to health insurance coverage to uninsurable Kentuckians. Miller co-chaired Governor Beshear s Early Childhood Task Force and served as Secretary of the Cabinet for Health and Family Services. She has served on the United Way of Kentucky Board and now serves on the Board of Regents of Eastern Kentucky University.
5 Corporate Pricing, Terms and Conditions Individual vs. Corporate Site License Pricing Individual registrations cover a single phone line. Multiple persons may listen via speaker phone for the individual registration fee. Each individual receives a unique dial-in ID that is not re-useable. Corporate pricing is available when registrations are desired for more than one phone line. Corporate Site License Attendee Registrations Organizations individually register all participants for web access and delivery unless arranged otherwise with MCOL, but corporate pricing will apply based on the number of employees registered Eligibility Corporate pricing is only available to single organizations, or parent organizations and their affiliates. Professional Associations or other groups of separate organizations may not combine for corporate pricing.
