3 EB Exhibit A Tab Schedule Filed: 00 Aug Page of APPLICATION INTRODUCTION THESL hereby applies to the OEB pursuant to section of the Ontario Energy Board Act,, as amended, for approval of its proposed electricity distribution rates and other charges for three individual and successive rate years, commencing May, 00, May, 00 and May, THESL was one of LDCs selected by the OEB for rebasing in 00 in proceeding EB Because the existing incentive regulation mechanism does not provide for the significant capital spending THESL plans to undertake over the next three years, THESL files this forward test year Application on a cost of service basis for those three years. In preparing this Application, THESL has been guided by the OEB s November, 00 Filing Requirements for Transmission and Distribution Applications and except where specifically identified in the Application, THESL followed the methodology set out in the OEB s 00 Electricity Distribution Rate Handbook ( DRH ), issued on May, PROPOSED DISTRIBUTION RATES AND OTHER CHARGES The Tariffs of Rates and Charges proposed in this Application are identified in Exhibit M, Tab, Schedules, and and the material being filed in support of this Application sets out THESL s approach to its 00, 00 and 00 distribution rates and charges. PROPOSED EFFECTIVE DATE OF RATE ORDER THESL requests that the OEB make its Rate Order or Orders effective for each of forward test years May, 00, May, 00 and May, 00.

4 EB Exhibit A Tab Schedule Filed: 00 Aug Page of 0 PROPOSED DISTRIBUTION RATES AND OTHER CHARGES ARE JUST AND REASONABLE THESL submits the adjustments to its distribution rates contained in this Application are just and reasonable on the following grounds: ) THESL has applied generally accepted ratemaking principles to guide the development of distribution rates; ) THESL has designed rates that collect the annual revenue requirement, begin to incrementally implement the changes suggested by the cost allocation study, and provide for a stable progression of customer rates; ) there are no impacts to any of the customer classes or consumption level subgroups that are so significant as to warrant the deferral of any adjustments being requested by THESL; ) this Application is authorized by Pankaj Sardana, Vice-President, Treasury, Regulatory and Rates of THESL; and ) such further and other grounds as may be set out in Exhibit M, Tab, Schedule and other areas of this Application. 0 RELIEF SOUGHT THESL applies for an Order or Orders approving the proposed distribution rates and charges set out in this Application as just and reasonable rates and charges pursuant to section of the Ontario Energy Board Act,, Schedule B, S.O., c., for each of the three forward test years effective May, 00, May, 00 and May, 00.
