THE NARRATIVE-BASED INTERVIEW: POTENT INFORMATION GATHERING TECHNIQUES FOR SIU Practical Kinesic Interview & Interrogation The success of many SIU cases hinge on effective interviews of victims, witnesses and potential offenders. Incomplete, inacc urate or even contaminated statements can be costly and sabotage a case. Innovative Narrative-Based Interviews have been documented to recover a minimum of 60 percent more critical information during an interview than a ny other method. At the same time it has proven to be the least likely to contaminate or compromise a victim or witness s statement and still dramatically improve the investigator s ability to uncover deception by an offender. In this session you will learn these new innovative techniques: The Narrative-based Interview Structure: The most successful on-scene interview format for first responders - A proven technique for maximizing the amount and quality of information recovered in every interview. The Signs of Deception: Facts & Fiction - This segment will separate the fact from the fiction about what are and what are not the reliable signs of deception in a subject s statements and why the signs are missed during interviews. Gaining Subject Compliance and Cooperation: Recognizing, understanding and handling the interview subject. Losing control of the interview is not an option. This section while focus on the 5 reaction / response behaviors likely to be exhibited by any subject, and how to ethically gain and maint ain control of the interview, obtain subject cooperation and still avoid statement contamination by the interviewer.

Bill King is President and CEO of Impact General, Inc., a forensic engineering and science firm serving the insurance industry and legal profession since He is the director at the National Institute of Forensic Studies and founder of Impact General Appraisers. He is affiliated with various insurance industries associations and has served eight years as the Western Regional Director for the National Association of Subrogation Professionals. He currently serves as chairman of the American National Standards Institute s B101.3 standard that oversees measuring coefficient of friction for walkway surfaces to prevent slip and falls. MICHAEL RICE RECONSTRUCTIONIST IMPACT GENERAL INC. Mike Rice is a collision reconstruction expert with Impact General, Inc. He retired from the traffic division of the Los Angeles Sheriff department and has been in private practice for 17 years and remains a reserve deputy. He is an instructor with the National Institute of Forensic Studies and has lectured on collision reconstruction principles across the nation for industry and law enforcement agencies. FORENSIC INSIGHT TO STAGED COLLISIONS Attendees will learn some basic forensic tools to more readily identify fraud and actually prove it. Physical damage analysis techniques will be discussed both in lecture and our vehicle collision demonstration to determine: Direction of Vehicle Travel Damage Matchup with Insured v. Claimant Vehicles Fixed Object or Vehicle-to-Vehicle Damage Moving or Stopped When Damaged Event Data Recorders (Black Box Technology) Vehicle Evidence Preservation and Photo-Documentation Physical Evidence is a powerful tool, but with today s sophisticated fraud, many times it is the statements that prove it. Armed with some basic forensic skills, your statement taking becomes more precise and critical information is gained that many times is never asked. Strategic statement taking will be discussed and a questionnaire for future efforts will be provided.

BRAND ATTORNEY BRAND & TAPPLY, LLC Adam Brand, founder and manager of Brand & Tapply, LLC, has represented insurance clientele in all phases of first and third-party coverage and litigation for three decades. Brand & Tapply, LLC specializes in combating suspect claims throughout the United States in virtually all lines of insurance. Mr. Brand has extensive trial experience before state and federal courts in complex coverage litigation, automobile, commercial and homeowner fraud and arson cases, as well as medical provider, bad faith and extra-contractual liability matters. Mr. Brand is actively involved in the insurance industry s education efforts. He has served as a panelist and lecturer at seminars and conferences sponsored by international, national and local insurance organizations and has provided numerous in-house training sessions to insurance companies. COMBATING LOW-IMPACT INSURANCE CLAIMS This presentation will involve a detailed discussion of the identification, investigation and mitigation of injury claims res ulting from low-impact motor vehicle accidents. The session will begin with a broad discussion of the increase in questionable claims and landscape of fraud to-date. Ways to define and identify questionable losses in both first and third-party claims will then lead into a discussion of the multitude of claims handling tools available to adjusters to investigate these matters. The investigational tools will also focus on the available first-party duties and the use of outside experts. The methods discussed will be illustrated with case studies of actual claims, including the fruits of their respective investigations and the results of those claims.

David obtained his undergraduate degree from the University of Missouri in 1993 and a Masters in Public Health from the University of Oklahoma Health Sciences Center in He received his J.D. with high honors from Drake University Law School in Mr. May was admitted to the Iowa Bar in 1998 and has been admitted to multiple Federal Courts including; US District Court Northern & Southern District of Iowa; US Court of Appeals, 8 th Circuit; and the US Supreme Court. His law practice focuses on helping insurers deal with complex issues such as arson and insurance fraud. David has served as contract instructor for the ATF National Academy in Glynco Georgia. He is a lecturer at the Iowa State Fire Marshal Annual Two-Week Fire/Arson School. He has also lectured on a variety of topics for Iowa Department of Insurance; Nebraska Department of Insurance; Iowa Chapter of the International Association of Arson Investigators; Iowa- Nebraska Chapter of the International Association of Special Investigation Units. He is the Honorary Counsel Board Member for the Iowa-Nebraska IASIU; a member of the Metro Area Fire Investigators Task Force; and Director of Prosecution for the Iowa Chapter of the International Association of Arson Investigators. These myths include spalling of concrete, crazing of glass, melted aluminum thresholds, myths involving ignitable liquids, and the rate at which wood chars. These myths and more have been disproven by science and testing, and are no longer accepted as evidence in a fire investigation. This course is relevant to fire investigators, special investigative units members, adjustors, and attorneys as it will make them aware of some of the old chief s tales that were passed on in training courses as truths before science intervened. This will help the attendee spot experts using flawed science and methodologies and to converse with experts in the fire investigation field.
