I am pleased to report that another year has passed and we just keep getting better! 2012 was a great year to be a part of NCHARRP. Our goal has always been to deliver the best coverage for the best price. NCHARRP s coverage is based on replacement cost. To make sure that premiums are allocated evenly amongst our membership, we felt the need to make sure that values were correct. During 2012 we took the steps to see that an appraisal was performed of all the property sites that the authorities own. This was a monumental task but the staff worked diligently to make sure that this information was in NCHARRP s system ready to be applied to the 2013 renewals. This was a significant accomplishment which made a huge impact upon the reliability of the Pool s financial figures. To strengthen our Pool we also put a strong emphasis on safety for The objective was to seek out safety issues that, if taken care of, would assist the authority in eliminating accidents that could lead to serious claims. Our safety representatives visited each location and a safety audit was provided to each member. This enabled each authority to have the information needed to be able to improve their safety performance. We understand that each authority is facing significant federal funding shortfalls and having to compete with private sector providers. We want to help the authorities keep their insurance cost down as much as possible and lowering claims cost helps keep your experience rating down. Thank you for your commitment to NCHARRP. 4 assets business auto liability liability boiler and machinery policyholder contract money crime OVERVIEW The Pool has seen a lot of changes over the years, both business wise and personally. Business wise, the recent years of natural and terroristic disasters have hit the insurance market hard causing ups and downs. This has given your Board an extremely difficult task regarding decisions of reinsurance and rates. The Board always seeks to do its due diligence when making these decisions and they, not only being a Board Member but also a Pool Member, have strived to keep the Pool on a steady and level path so that NCHARRP s members do not have to experience those same highs and lows that others may experience in the commercial market place. Personally, the Pool has seen some members that we have worked with for years pass away. We have had several Executive Directors retire who had been long time supporters of the Pool. They understood why the Pool was established and its importance to the membership. SURPLUS The Property/Casualty Section of NCHARRP ends the year of 2012 insuring a total of $2.7 billion in property values and 34,483 conventional units and 26,945 inspection only units. The Property/ Casualty Pool ends the year with a surplus of $44,111,351, which is an increase over last year. The Workers Compensation Section ended with a total payroll of $66 million and over 1,700 employees. The Workers Compensation Section had a surplus of $2,797,928. INVESTMENTS For the fourth straight year, we had a positive return in This is after the very memorable year of Both pools had a return of over 6% after all expenses. Stocks and bonds fared well last year with the overall domestic stock market up 13% while bonds showed little fear of inflation and averaged a 4% return. It is easy to see how our constraint of 20% maximum in stocks hampered performance last year (but it also served us well in 2008!). The year of 2012 was not without its difficulties and worries though and that included the election, federal shutdowns, and the fiscal cliff. 5 loss coverage adjusters claims property insured SAFETY Willis Insurance Services, an authorized representative of NCHARRP, provided site surveys to our entire member Housing Authorities in In addition, they have conducted both group and individual training for members in fire prevention, defensive driving and other risk management topics. Willis also serves as an on-going resource for all members for assistance with their overall risk management programs. REINSURANCE MARKET Many reports showed that the market rates were increasing going into One report stated that for the first time since 2006 the overall market had risen significantly. The reinsurance market was hoping to make it through 2012 without major catastrophe activity until Superstorm Sandy hit the Atlantic coast. It was one of the deadliest and most destructive hurricanes of the 2012 season and the second-costliest hurricane in the United States. Current losses are estimated to stand in the region of $20 to $25 billion and these estimates are likely to be increased. Even taking into consideration Superstorm Sandy, natural catastrophe losses for 2012 are estimated to be about half the $120 billion total of 2011 (2011 had been the second worst year on record for catastrophe and man-made losses). Consequentially, despite Hurricane Sandy, reinsurers were within their annual catastrophe budgets for 2012 and did not face any capital impact. This resulted in a stabilization of rates for property coverage. There are currently predictions of a more active Atlantic hurricane season and reinsurers are taking a cautious approach to Atlantic based risks (however, the tone is even more cautious for Northeast Atlantic) which have a significant presence near the coast. Since NCHARRP insures several locations on the coast and close proximity, we anticipate active dialogue with our current reinsurer over these housing authority locations. Refer to policy for actual coverage. PROPERTY Coverage is on an all risk, blanket, agreed amount, replacement cost basis. This means there is no coinsurance and no depreciation to deal with. Limits of $40,000,000 per occurrence applies. BOILER & MACHINERY This coverage is for loss caused by mechanical or electrical equipment breakdown. Premium is included in the property coverage at no additional cost. Limits are $40,000,000 per accident. INLAND MARINE This coverage is to insure exposures that cannot be conveniently or reasonably confined to a fixed location. It is an actual cash basis and covered where specifically scheduled. LOSS OF RENTS This is time element insurance that reimburses the housing authority for the rent it loses in the event an insured property becomes unusable as a result of damage by an insured peril. This is covered where specifically scheduled. CRIME This coverage protects the housing authority for monies and securities loss inside and outside the premises and provides despositors forgery coverage. COMMERCIAL GENERAL LIABILITY NCHARRP S liability coverage is written on a broad form for limits of $5 million. It covers operations usual and incidental to public housing authorites. DIRECTORS AND OFFICERS A housing authority should not be without this coverage. It covers the housing authority officers and directors when a claim is made against them due to action(s) they have taken in their capacity as a board member. It is on a claims made form. There is no charge for this coverage as it is included in the commercial general liablity premium. BUSINESS AUTO LIABILITY This auto coverage includes liability with a $5 million limit plus collision coverage. PUBLIC EMPLOYEE DISHONESTY BOND Covers money, securities, and property other than money and securities caused by Employee Dishonesty. This coverage is based on one occurrence. The limit is *$300,000 with a $1,000 deductible. *This limit can be increased if needed. Refer to policy for actual coverage. Workers compensation is a form of insurance that provides wage replacement and medical benefits for employees who are injured on the job. NCHARRP s coverage is based on North Carolina no fault statutory benefits. The Workers Compensation Act requires by law that a business obtain insurance or qualify as self-insureds for possible compensation liability to their employees. Based on the Act, all businesses employing three or more employees on a regular basis are covered. Employees are entitled to benefits if, while carrying out activities for the benefit of their employer, they suffer an injury by accident, or an occupational disease.
