6 Definitions» An individual actively engaged in killing or attempting to kill people in a confined and/or populated area» Most incidents are unpredictable and evolve quickly» Guns are often used but assailants regularly use other weapons including vehicles» In most cases, there is no pattern or method to the selection of victims
7 Complex and unpredictable WHO? Although many perpetrators have a history of negative (sometimes violent) behaviour, there is no single, one size fits all profile WHERE? Active shooters & assailants attack crowded places, workplaces, schools, hotels, hospitals, shopping malls.
