3 1. PRESENTATION 1.1. BACKGROUND This document is a continuation to the work being conducted by the Working Group on Prevention of Occupational Risks (hereinafter WGPOR) of the SPANISH WIND ENERGY ASSOCIATION (hereinafter AEE) due to the need to know the rates of accidents at work suffered by the wind energy sector. AEE considers it is important to know the main indicators of accidents in the sector as it contributes to the reduction of incidents. In this second issue we want to thank the participating companies predisposition to the transfer of data and its trust on this working group. Without them this report could not be a reality. In 211 the number of participating companies has increased by 57% up to 33 participants, representing a fairly representative sample of the sector with an average number of 12,529 workers. The data analysed are for the years 27, 28, 29, 21 and 211 provided by the wind energy companies that are members of AEE. This document is for informational purposes only, serving as a reference of the main indicators of accidents: a. Incident rate b. Frequency of accidents with lost time accident rate c. Annual severity rate 1.2. OBJECTIVE The aim of this paper is to provide detailed statistical information on various aspects of accidents which occurred at work within the wind energy sector during the period of The tables and figures included in this document reflect the main indicators of accident on accidents data that have caused the lost time accident of the worker and, most importantly, those that occurred during the working day (excluding accidents in itinire), as they are the most important ones, both in terms of analysis of their causes and consequences and in order to adopt preventive measures. This document should be the benchmark for wind companies to measure their position with regards to accidents at work within the sector, and as a comparison between sectors. 2. METHODOLOGY 2.1. SOURCES OF INFORMATION The data presented in this document has been prepared by analysing information from the 33 participating companies through the form provided by the SPANISH WIND ENERGY ASSOCIATION (AEE) for this purpose. The form consists of two sub forms: "No scale", in which actual working days lost through occupational accidents with lost time accident shall be counted. Página 3 de 2
4 "With scale", in which working days lost through occupational accidents with lost time accident using the scale for permanent disabilities in accordance with the Prevention Technical Note of INSHT, NTP 1, according to the nature of the injury will be counted. In this document only no scale data will be analysed. Three main activities have been analysed when preparing this report: PROMOTION: Operation and maintenance of wind farms. MANUFACTURING: Production of large components (blades, nacelles, gearboxes, etc.). SERVICES: Services of assembly, installation, maintenance and others. Once the information was received by AEE, it was analysed, processed and added obtaining this preliminary report, which will be presented for discussion at the coordination committee of the WGPOR before it is finally published MAIN VARIABLES OF CLASSIFICATION The main classification variables used in the statistic is listed below: Accidents. Event that has caused a body injury and causes the lost time accident of the worker and, mainly, those occurred during the work day in the work centre or outside of it. Actual hours worked: They are the total actual hours worked, less any absence from work due to permits (except for paid leave), holidays, lost time accident or accident, etc. Overtime and hours of workers employed through temporary employment agencies are added up. Only the hours of the production staff of the business lines defined in the following section will be counted. Number of accidents with lost time accident period: Accidents "In Itinire" will not be counted (going from home to work). Accidents on the road will be counted; those that occur travelling to the place of work within the working day not considering to and from home. Work days lost through accidents at work: Calendar days are counted from the day the lost time accident is taken to the day the lost time accident is finished. The calculation is done by the following formula (INSHT reference): - If the lost time accident date matches the date of accident: Working days lost = Date of lost time accident finished Date of lost time accident taken If the date of lost time accident is after the date of accident: Working days lost = Date of lost time accident finished Date of lost time accident taken Annual average of employees on the payroll: The annual average of workers by activity, including workers hired through temporary employment agencies is counted. DATA PRESENTATION The tables and figures presented in this report are the result of the analysis of data provided by participating companies and have been used to calculate several indicators that will be discussed below. The following table shows the annual increase and cumulative installed capacity in MW, the one accumulated in different years, wind generation in GW/h and the evolution of the annual average of existing workers, which are the magnitudes of the Spanish wind industry developments in recent years (one must consider that the data sampling has grown from the participation of 12 companies in 27 to 33 in 211): Figure A. 10 4. OBTAINED RATES The formulation of the rates used in this document is harmonized with the one established by the INSHT and EUROSTAT. The figures of the evolution of the rates are compared with other sectors to understand the situation of wind energy sector compared to other branches of the Spanish industrial activity. Keep in mind that at the end of the preparation of this document, 211 indicators of industrial activities being compared were not published. Analysed rates are: 4.1 INCIDENT RATE According to the recommendation of the XVI International Conference of Labour Statisticians of the ILO, the incident rate relates the number of accidents with lost time accident occurring during the working day to the average number of workers at risk. 11 4.1.2 INCIDENT RATES BY ACTIVITY IN THE WIND ENERGY SECTOR The following figure compares the incident rates of the wind energy sector and the activities that the information supplied is divided into. 12 4.2 INJURY FREQUENCY RATE The injury frequency rate relates the number of accidents at work with lost time accident with the total number of hours worked by the group of workers at risk. 14 4.3 SEVERITY RATES This rate relates the working days lost as a result of accidents at work with lost time accident with the effective time worked by workers exposed to risk. 16 4.4 AVERAGE DURATION OF LOST TIME ACCIDENTS This indicator relates working days lost through occupational accidents during working hours for workers at risk with the number of accidents occurred in the period.
