Do you have any existing one line diagrams which can be used to count the number of panelboards and other equipment that will require arc flash labels? A1. We cannot provide one line diagrams due to the scale and complexity of the facilities involved. A non-mandatory Pre-Proposal meeting followed by several site visits is being offered to provide prospective Q2. If there are no one lines, we will need to look at each location in order to estimate the number of panelboards and other equipment that require labels, can the DRPA set up the surveys? A2. The DRPA is not able to support surveys of all facilities. A non-mandatory Pre- Proposal meeting followed by several site visits is being offered to provide prospective Q3. We are concerned over the omission of essential site information from your proposals. Can we get some additional general information for each structure? A3. Due to security reasons, we cannot provide a complete inventory of all PATCO facilities, electrical apparatus and equipment. In order to provide a proposal, we will need to have electrical single line drawings of the facilities or we will need an opportunity to walk the facilities so that we can gather the information needed to quote the project. A5. DC traction power and AC signal power systems will be excluded.

2 Q6. Scope of Services Section E lists Lindenwold Yard as a location for this project. Does this include the shop, administrative buildings and all storage facilities within the yard/shop area? A6. Yes. Q7. Scope of Services Section E lists all transit stations and substations listed below but does not include Collingswood Station, Center Tower, Birch Substation, Front Substation, etc. Are the omitted locations excluded from the scope of this project? A7. No. See Addendum #1 which has listed additional locations. Q8. Is the analysis to include calculations and stickers for DC gear? A8. DC traction power and AC signal power systems will be excluded. Q9. Please clarify the Safety Services required per Scope of Services Section B.3. Is it the intent of this project for the Contractor to revise DRPA documents? A9. No. Section B.3 is intended to convey the capabilities expected of consultant Q10. Please clarify the Security Services required per Scope of Services Section B.4. Is it the intent of this project for the Contractor to revise DRPA documents? A10. No. Section B.4 is intended to convey the capabilities expected of consultant Q11. Please clarify the Other Work required per Scope of Services Section B.5. How many peer reviews are anticipated? What is the quantity, duration, and expected competencies of the staff augmentation? Please clarify this section. A11. No. Section B.5 is intended to convey the capabilities expected of consultant Q12. Scope of Services Section A states that work will be assigned on a Task Order basis. Please clarify how we should price the project. How will these tasks be released? If this is project is released on a per-location basis, are we to include a separate price sheet for each location? A12. It is our intention to award a single contract for all of the work.

3 Q13. In order to foster pricing consistency between Contractors, can DRPA provide an estimated quantity of devices at each location? A13. Due to security reasons, we cannot provide a complete inventory of all PATCO facilities, electrical apparatus and equipment. A non-mandatory Pre-Proposal meeting followed by several site visits is being offered to provide prospective Q14. Section IV, paragraph D contains information on the submission of the proposals. Does each proposal copy need to be broken down into separate envelopes? There will be a technical proposal, cost proposal, and the political forms. Can these be combined into the five total envelopes so that there is one copy of each in each envelope? A14. No. The DRPA requires 3 separate envelopes: one (1) envelope with the Technical Proposal (original plus 4 copies), one (1) envelope for the Cost Proposal (original only plus an electronic copy of both proposals), and one (1) envelope for the Political Contribution Forms. Q15. Section VI, paragraph A10 (on page 22) states that Railroad Protective Liability Insurance is required. We received information from our insurance carrier that we do not currently have this, but it could be added quickly. Could you confirm that the Railroad insurance is required? If it is required, would we be allowed to obtain this coverage after being awarded the project? We would be able to show proof of coverage before beginning the project. A15. Yes. The DRPA rules state that any contractor that comes within 50-feet of a rail line must have Railroad Liability Insurance. Q16. Is there a more elaboration or specification for the Scope of Work (SOW)? Is Protective Device Coordination to be included? A16. The SOW is included in Section B1. The determination of the Protective Device Coordination will be included in the Arc Flash Hazard Analysis. A non-mandatory Pre-Proposal meeting followed by several site visits is being offered to provide prospective Q17. Is equipment that is less than 240V and served from a source less than 125kVA to be included as part of the base bid or will it need to be included as optional (or omitted)? IEEE 1584 allows this to be optional, although calculations can sometimes show the incident energy for this equipment being greater than 8 cal/cm^2 or greater. A17. The Proposer s overall approach to achieving the project purpose will be assessed for its effectiveness, feasibility, responsiveness to the Scope of Services, and thoroughness. The scheduled a Pre-Proposal meeting can further address this question. Q18. I received clarification from our insurance carrier that we do not have the Data Liability/Cyber Liability coverage as noted in Section VI, paragraph A6 (on page 21 and 22). Is this something that can be omitted? A18. No. As of 2018, the DRPA will require all contractors to have Cyber Liability Insurance Coverage.

4 Q19. When you state provide security review services, what does this mean? A19. Section B.4 is intended to convey the capabilities expected of consultant personnel. The consultant should employ or have available qualified personnel. This Q20. Do we have to have WBE and MBE set aside? A20. No, we do not have set-asides; however the set goal is to solicit/commit to a 7% MBE / 3% WBE goal. This is included in Exhibit C. Q21. Can you please explain how we are supposed to quote on your proposal sheet (Attachment A). Is this lump sum for all the studies? Is there a T&M amount for consulting services outside the required studies? If so, how do we quote these? A21. Section IV.C has been extended for clarification. Q22. Your contract states no more than 10% profit against the hourly rate, burden and overhead. It also states we have to name the key personnel by (name), plus their hourly wage. We take exception to listing specific individuals and their associated pay rates? Can we take exception of the maximum 10% profit stipulation A22. Wage rate information is needed in order to evaluate the proposals and will be needed from the successful proposer for billing purposes. No exceptions to the 10% profit stipulation will be accepted. Exceptions to any portion of the RFP-Rev 1 will be considered in our evaluation. Q23. You specify training requirements but do not list any. Can you be more specific? How many people? How many classes? A23. Training is not in the scope of work. All personnel who will be working on PATCO property are required to attend a 3-hour safety briefing before starting work and annually thereafter. Q24. The first half of the RFP infers this is an advertisement for a multi-year on-call task order contract. The second half infers the price proposal is for a firm-fixed price for the list of scope of services. Is the intent to procure an on-call contract? If so, is the intent of the price proposal to include direct rates, overhead rates, and profit margin? A24. The RFP is for a fixed price. Q26. Can the DRPA provide additional clarity for the requested scope to provide safety services (scope item #3) specifically, is a copy the current SSPP available for review prior to submission of proposal? A26. Section B.3 is intended to convey the capabilities expected of consultant personnel. The consultant should employ or have available qualified personnel. This information should be submitted with the Technical Proposal.

Can the DRPA provide additional clarity for the requested scope to provide security services (scope item #4) specifically, is a copy the current SEPP available for review prior to submission of proposal? A27. Section B.4 is intended to convey the capabilities expected of consultant personnel. The consultant should employ or have available qualified personnel. This Q28. Besides onsite information gathering, what is DRPA's expectation of onsite engineering support? Days per week? Entire three year contract? Section III, A, Page 6 A28. We would gather this information once we determine the selected bidder. Q29. Is there a list of applicable equipment at each location listed in the RFP that will need an arc flash analysis? General Requirements, Page 9 A29. Due to security reasons, we cannot provide a complete inventory of all PATCO facilities, electrical apparatus and equipment. Is there a particular Arc Flash Analysis program DRPA would like to see used for this project? (ex. SKM, ETAP, etc.) A30. No. Q31. Is the supplemental engineering staff listed under Other Work outside of the Arc Flash Analysis effort? Other Work, Page 8 A31. No. Section B.5 is intended to convey the capabilities expected of consultant Q32. Once data collection is complete at a location, will DRPA allow modeling and analysis be performed at the Contractor's Home Office? A32. We would gather this information once we determine the selected bidder. Q33. What is the highest voltage class of the equipment at facilities listed in the RFP? General Requirements, Page 9 A33. This question can be addressed at the scheduled a pre-bid meeting. Q34. Please clarify what the basis is of the fee proposal. Should we submit a cost that is taskbased, for the entire project, or simply rates? A34. Section IV.C has been extended for clarification.

6 Q35. How will tasks be awarded if more than one firm is awarded a contract? A35. Only one (1) firm will be awarded a contract. All wording for Task Orders has been deleted from the RFP - Rev 1 as per Addendum 1. Q37. Does DRPA/PATCO already have an established electrical safety program? If not, will training be required as part of this contract? A37. PATCO does not have an established electrical safety program, and training will not be included until the Arc Flash Hazard Analysis has been completed. Q38. Please identify which locations have substations from the list on Page 9 of the RFP. A38. Additional stations have been identified in the RFP - Rev 1 as per Addendum 1. Q40. Please clarify whether the certificate of insurance should be included as the last section in the Technical Proposal, or if it should be in a separately sealed envelope. A40. As per Section IV.D.5 - Proposers are required to submit a sample Certificate of Insurance evidencing the coverage types and the minimum limits required as described in Section VI.A of this RFP. This document should be included in the Technical Proposal.
