He is currently the audit partner responsible for insurance enterprises including Allianz Insurance, Munich Reinsurance, American Reinsurance, Gore Mutual Insurance, Guaranty Company of North America, Equitable Life, FaithLife Financial, Foresters and the Ontario Workplace Safety and Insurance Board, as well as serving as audit partner or concurring review partner for several other insurers, such as Manitoba Public Insurance Corporation, SGI and the Saskatchewan WCB. Neil is the chair of the Insurance Auditors Advisory Committee to the Canadian federal financial services regulator, the Superintendent of Financial Institutions Canada, and is deeply involved in ongoing changes in Canadian insurance accounting and regulatory matters. He has extensive experience in serving insurers reporting under multiple bases of accounting, including Canadian GAAP, US GAAP and statutory, and IFRS. Other representative projects and involvements: Advised the Office of the Auditor General Alberta on first time implementation of the new actuarial audit standards for their audit of the Alberta Workers Compensation Board (2006). Carried out due diligence work on behalf of purchasers of insurers, including P&C and life insurers or insurance blocks of business such as Liberty Health (2003), Canada Brokerlink (2000), Clarica UL block (1999), Allstate group block (1997), Prudential (1996), and AGF Nafta - Canadian Surety (1998); As part of a KPMG team to advise the Bulgarian government on establishing its Export Credit Agency (BAEZ), Neil was responsible for advice on capitalization, risk management and structural issues on credit insurance, including particularly the use of reinsurance to expand capacity and underwriting technical expertise (2000); Providing a fairness opinion regarding the proposed transfer of a credit insurance portfolio to a new joint venture ( ); Assisting a Canadian life insurance company with the implementation of an internal control self-assessment to
3 respond to the risk-based model in OSFI s Supervisory Framework ( ); Study of internal control and governance processes for a Canadian property and casualty insurer ( ); From August 1994 to 1996 Neil was deeply involved in the liquidation of Confederation Life Insurance Company. During that time he was in charge of the day to day management of Confed's group pension and insurance operations, including establishing revised procedures and controls, approvals of transactions, dealing with employer plan sponsors and employee group representatives, and chaired the Hardship Committee that reviewed interim needs for early release of funds to policyholders based on demonstrated hardship conditions, where supported by CompCorp coverages. He served on the management committee for Confed's liquidation and took a leading role in the divestiture of the annuity business blocks. Member of the Insurance Legislation Review working group for the Institute of Chartered Accountants of Ontario (1993); Strategic planning and recapitalization project for a Canadian life insurance company ( ); Consultant to the Ontario Ministry of Financial Institutions on its Insurance Review Project, which assisted in the development of policy proposals for the modernization of Ontario's insurance legislation and corporate governance for insurers ( ) Professional Qualifications and Education Bachelor of Mathematics, University of Waterloo (1977) Chartered Accountant, Ontario (1978) FCA, Ontario (2009) Publications and Presentations Neil is the author of a number of firm publications on insurance matters, and contributes articles to the firm's and independent insurance industry publications, such as the Insurance Accounting and Systems Association s IASA Interpreter, Canadian Insurance, and Canadian Underwriter. He speaks at insurance industry conferences and has frequently been interviewed on insurance matters in national newspapers, television and radio. Community Involvement Neil has been involved as a volunteer and director of numerous community organizations, including United Way, Big Brothers, Chamber of Commerce, Interfaith Pastoral
4 Counseling Centre, St. Gregory Parish and Kiwanis. Currently he is a director of the Prostate Cancer Research Foundation of Canada.
