The previous equity limit was set at $10,000 for one licensed or unlicensed vehicle owned by the TANF financial group. (supporting materials included in this form): To determine the potential caseload change related to this policy change, a comparison of the Over Resource (OR) closure/denial reason codes from FFY 2007 and FFY 2008 was completed. In FFY07 there were 0 cases closed due to Over Resources and 2 cases denied due to Over Resources. In FFY08 there were 1 cases closed due to Over Resources and 2 cases denied due to Over Resources. The impact due to this policy change is negligible and does not appear to support an increase in caseload. (attach supporting materials to this form): Although the fleeing felon is ineligible to receive TANF, the dependants of the fleeing felon could still be eligible. There is no supporting evidence that the change to the fleeing felon policy caused a reduction in the caseload. 3 Name of eligibility change: Number of disqualification levels reduced Implementation date of eligibility change: October 1, 2007 Description of policy, including the change from prior policy: Prior to 10/1/07 there were 6 levels of disqualification; this was changed to four levels. (attach supporting materials to this form): The number of DJ4/MA4 in August 07 to DJ5/MA5 in September 07 and the number of DQ3/MQ3 in August 08 to DQ4/MQ4 in September 08 were compared. Cases that existed in both of the months (Aug-Sept) for each of the years and the level of disqualification actually incremented one level between the month of August and September were examined. One case in each period was found, indicating there would be no effect from this policy change. The monthly disqualification files were selected off from the data analysts monthly CMS EOM tables, selecting those persons who had any one of the above codes based upon the need resource coding. (supporting materials included in this form): To determine the potential caseload change related to this policy change, a comparison of the No Deprivation (SD) closure/denial reason codes from FFY 2007 and FFY 2008 was completed. In FFY07 there were 9 cases closed due to No Deprivation and 3 cases denied due to No Deprivation. In FFY08 there were 3 cases closed due to No Deprivation and 3 cases denied due to No Deprivation. The impact due to this policy change is negligible and does not appear to support an increase in caseload. (attach supporting materials to this form): See overall report for methodology As the two parent families make up only.8% of all TANF cases the increase has no monthly impact on two parent families. Implementation date of eligibility change: October 1, 2007 Description of policy, including the change from prior policy: Length of time mother exempt from participation changed from 90 days to six months. (attach supporting materials to this form): Read the Client Maintenance System (CM) end-of-month master files for October 2006 thru September Save a record for every case where a child was born in the prior 6 months and the mother was in the home. Match those records with the corresponding Monthly Statistics (MS) TANF "Flash" files. Save a record for every TANF case & flag which ones met the newborn criteria. Concatenate the 24 monthly TANF files into one. Import to MS Access, run crosstab query & export to Excel. In Excel, calculate cases with newborns as a percentage of total TANF cases. The results for 2007, an average percent of 11.58% and, the result for 2008 an average of 11.55% indicate no increase in TANF caseload was caused by this policy change.
