1 ADDENDUM No. 1 ITB TITLE: Provision of Various Wastewater Treatment Chemicals ISSUE DATE: March 21, 2019 To all potential offerors: This Addendum is being issued to amend and or clarify certain information contained in the above named ITB. All information contained herein is binding on all Bidders who respond to this ITB. The following are changes and or modifications: 1. DELETE PARAGRAPH 1, UNDER CLAUSE C (PRODUCT SPECIFICATIONS), IN PART THREE (SCOPE OF WORK/SPECIFICATIONS), PAGE 13 OF THE SOLICITATION. 2. ATTACHED IS THE REVISED ATTACHMENT A PRICING SHEET. 3. REVISE PARAGRAPH 8 (CONTRACT ADJUSTMENT), UNDER PART FIVE (SAMPLE AGREEMENT), PAGES 34 AND 35 OF THE SOLICITATION DOCUMENT TO READ: 8. CONTRACT PRICE ADJUSTMENT The Contract unit price(s), detailed in Exhibit C (Bid of the Contractor), will remain firm until April 30, 2020 ( Price Adjustment Date"). To request a price adjustment, the Contractor must submit a written request to the Purchasing Agent not less than one hundred and twenty (120) days before the Price Adjustment Date. Adjustments to the Contract unit price(s), will not exceed the then current month s percentage of change in the U.S. Department of Labor Producer Price Index, for Chemical Manufacturers ("PPI"). Any Contract unit price(s) adjustments that result from this provision will become effective the day after the Price Adjustment Date and will be binding for the subsequent twelve (12) month period. If the Parties have not agreed to a requested price adjustment at least sixty (60) days prior to the Price Adjustment Date, AlexRenew may terminate the Contract, whether or not AlexRenew previously extended the Contract term. 3 ITB No AlexRenew s Answers to the Questions Received # QUESTION ANSWER 1 Regarding the Dry or Emulsion Polymer for the subject ITB, Alex Renew utilizes polymer in wastewater. Please confirm if the NSF requirement outlined in Part Three - Scope of Work/Specifications, Section C. Product Specifications, is required for the polymer. 2 May I please get clarity on the contract period? One area states up to three years, and in another area it states contract period to September May I get clarity on agreement on extension? Bid states that if parties have not agreed to a price adjustment 30 days prior to price adjustment date, Alexandria Renew may terminate the contract. Should a contractor not be in agreement with the limitation of the CPI adjustment and/or can submit documentation supporting an increase greater than the CPI indicated. Does the statement indicate that a mutual decision to renew or not exists, or is a renewal at the sole decision of Alexandria Renew? 4 Do you have the current supplier and price for ferric chloride? 5 May I please get the most current bid tab/supplier for ferric chloride? Refer to the solicitation document and Item #1 of this Addendum. The Contract(s) awarded as result of this solicitation will be for a three (3) year period. This period begins with the execution of the contract by AlexRenew and will continue for 3 twelve (12) month periods (or 36 months). Please refer to AlexRenew s Answer to the PVS Technologies, the current cost is $550/ dry ton. The current supplier of Ferric Chloride is PVS Technologies and the current cost is $550/ dry ton. We didn t issue a solicitation for the product previously and we do not have a bid tabulations 6 May I please get the most current bid Please refer to AlexRenew s Answer to Question tab/supplier for ferric chloride? #5. 7 We have received your invitation to bid Please refer to AlexRenew s Answer to the ITB N The cover page of the bid indicates the contract period would be up to 3-years. On page 33 in the sample contract section it states the work shall continue through September Could you please confirm the contract period. 8 What is the contract start date? 4 10 Page 13, item C.1. All chemicals shall be in full compliance with NSF Standards 60 and 61. The NSF standards referenced are for chemicals used as drinking water additives. Some products requested cannot be used in drinking water and have no certification for such. Can this clause be removed? 11 Page 14, item 1, Methanol. What size are your methanol storage tank(s) and can you accept an 8,000 gallon delivery? 12 Page 17, item 6, Calcium Nitrate. What are the EVOQUA requirements? Is this product delivered in containers or bulk? How may gallons per delivery? 13 Page 17, item 7, Defoamer. Is this product delivered in drums? How many drums per order? No estimated quantity is listed on this page, the pricing page says 5400 lbs. Is the price page correct? I Page 17, item 8. What size container is desired and what strength? Typical strengths are 75%, 80% and 85%. 15 Page 17, item 9. Product is listed as Sodium Bisulfate 38%. It is not listed on the price page 26. Sodium Bisulfate is not usually sold in liquid form, but is available in dry form. 16 Page 17, item 10, Caustic Soda 50%. What size are your storage tanks and can you accept a 24 ton tank truck delivery? 17 Page 35-35, item 8. The price adjustment clause references a Consumer Price Index. These items are not consumer products and do not follow the CPI. Will you consider PPI index references as appropriate? If price adjustment is not agreed 30 days prior the clause indicates AlexRenew may terminate. Do we read this correctly that contractor would not be obligated to supply beyond the current term if pricing is not agreed? 18 Who is the current supplier for the Liquid Aluminum Sulfate? 19 What price is Liquid Aluminum Sulfate being sold at? 20 Is the volume of 950 tons for the alum in wet or dry tons? Refer to Item #1 of this Addendum. Two (2) tanks with a capacity of 24,500 gallon. 8,000 gallon delivery will be acceptable. It is delivered by tanker truck and is 3,700 gallons on a trailer. It is delivered in drums (2-4) quantity. All quantities are based on estimates and the actual order may defer from the estimates provided in the pricing sheet. The estimated quantities are provided for bid evaluation purposes. The size container is drum 450 lbs. each Please refer Item #3 of this Addendum and the attached Revised Attachment A Pricing Sheet. We have 2 tanks that hold about 12,400 gallons. No we are unable to take a full delivery of a 24 ton tank truck delivery. Refer to Item #3 of the attached Addendum. 5 21 In the contract documents on page 33, Under contract period, the term is ending on Sept. 30, Is this the correct date? The bid documents state that this is to be up to a 3 year bid. 22 On page 19, E. Additional Services - Will these services be required for all products being bid or just the polymers? 23 Is the coop purchasing agreement for MAPT required? If so, can pricing adjustments be made to other entities? Pricing adjustments would be made for freight costs. 24 Is AlexRenew requesting invoicing to be done on a monthly basis? Or can an invoice be sent for each individual delivery? What is the estimated delivery quantity for Aluminum Sulfate? Will you be receiving full truck loads or is there a possibility of less than full truckload quantities? 25 Can we be provided the bidders list for this bid? Who received the bid documents? Please refer to AlexRenew s Answer to the This requirement will be applicable to all products. Product evaluation for polymers will be required to be performed twice annually and all other product will be required to be performed once a year. No, it is not a requirement. Your firm can decide whether or not to extend pricing offered to AlexRenew to other jurisdictions.
