3 Age 60 That as a result of health and safety risks to fire fighters and to the community any employee of the fire service who may be called upon at any time to engage in fire fighter suppression or training activities shall be required to retire at age sixty (60). Amend OMERS Pension to be Based on Best 36 Consecutive Months That OMERS change its retirement entitlement based upon the best consecutive 36 months from the best consecutive 60 months. Automatic Aid That automatic aid should in no way reduce current full-time staffing or projected future full-time staffing within any municipal fire department. That automatic aid agreements should be negotiated with the affected Local's bargaining agents and should include: training, procedure for dispatching, on scene protocol and maintenance of the involved municipality's staffing when required to leave its own jurisdiction. Part II, Sec. 2 (6) and Part I, Sec. 1 (4) Definitions of the Fire Protection and Prevention Act. Avoid the Purchase of Boycotted Items That the OPFFA and its local affiliates will make every effort to avoid the purchase of those items or services that are on the AFL CIO CLC boycott list for the purposes of convention, seminars, Executive Board meetings, district meetings and local association functions. Benefits That all members Locals appoint a Benefit Chairperson. That all members be covered by a comprehensive Extended Health Care, Dental, Disability and Life Insurance Plan. Call-Backs and Overtime Pay in Emergencies That in principle, the O.P.F.F.A. is opposed to any call-backs that aid in reducing the necessary on duty staff except in case of extreme emergency. In these cases, fire fighters should be reimbursed with pay and that a minimum of four (4) hours per call, at premium pay, be made. Sec 43 (7) of the Fire Protection and Prevention Act 1 P a g e
4 Constitutions That all OPFFA member Locals have a constitution. Convention/Business Session and Strategic Bargaining Session That the OPFFA incorporate a permanent Strategic Bargaining Session to be held immediately prior to the biennial Convention/Business Session and That the Executive establish a one day registration for delegates who are attending the Strategic Bargaining Session only. DATABASE COMPARABLES That the OPFFA return to the practice of creating and maintaining a comprehensive chart which summarizes the various bargaining items across all Locals. Emergency Medical Services (EMS) That the OPFFA educate all concerned parties that Fire Fighters should play an intricate role in EMS delivery and investigate ways to enhance that role, and That the OPFFA Locals get involved in EMS and do so through a co-operative effort with the Provincial EMS Committee. It is the position of the O.P.F.F.A. that all affiliated Locals develop, implement and maintain, where possible, the full range of EMS Service delivery, with attention to and recognition of the capabilities of each individual Local. EMS in Salary Data Base That the OPFFA start including EMS Salaries as part of the database, and That all locals endeavour to provide as much of the EMS data from their communities that they can, and That while establishing the data, the OPFFA will try to go as far back as P a g e
5 Exclusions from the Bargaining Unit That no Local agrees to any exclusion from the Bargaining Unit and that all members are encouraged to remain within the confines of their respective Associations. That any Local that has bargained away any positions from their bargaining Unit consider entering into negotiations to have these exclusions returned. Part IX, Sec 54 (1) - (9) of the Fire Protection and Prevention Act Gender Clauses That the Gender Clause be deleted from the constitution and henceforth all references to gender in the said document shall use the word member or applicable position where pertinent. Grandfathering That all member Locals abhor the practice of Grandfathering as it pertains to benefits. Grievance Awards and Legal Opinions It shall be the policy of the OPFFA that all Affiliates within the OPFFA forward all grievance awards to the OPFFA office in a timely manner. The Local in question will have the discretion to forward any or all legal opinion(s) dealing with the subject matter. All submissions shall fall within the protection of any and all privacy Legislation in force at the time of the submission. The submissions shall be placed on the database. (2010) Hours of Work That Locals retain, on average, a maximum forty two (42) hour work week for fire fighters. IAFF Committee Appointments and Provincial Affiliation That the OPFFA formally adopt a position that representation on IAFF committees should be held by members of locals that are affiliated with their provincial organization, and If adopted, the President of the OPFFA write a letter to the 13 th District Vice President and copy the General President, stating the OPFFA position in this regard and urging him that provincial affiliation should be a priority when recommending appointments to IAFF committees. 3 P a g e
6 Individual SCBA Face Pieces That the OPFFA recommend that all firefighters should be provided with individual face pieces and breathing valves, if applicable, by their respective employers, and that the OPFFA Health and Safety Committee meet with the members of the MOL Section 21 Committee, to amend the MOL Section 21 Guidance Note #4-9 Respiratory Protection Program to include wording, noting each firefighter will be provided with an individual face piece and breathing valve, if applicable by their employer. Interest Arbitration Briefs, Awards and Materials It shall be the policy of the OPFFA that all Affiliates within the OPFFA forward all briefs (including the employer s), awards, and supplemental materials to the OPFFA office in a timely manner. The information shall be placed on the database. (2010) Job Descriptions That each Association endeavour to negotiate job descriptions into their collective agreement and review them annually as the need arises. Joint Health and Safety Committees That the OPFFA encourage member locals to negotiate Joint Health and Safety Committees into their respective Collective Agreements. Legislative Conference That all member locals are encouraged to send representative(s) for the purpose of being educated on legislative issues affecting Fire Fighters in the Province of Ontario and that all Local representatives become part of an organized lobby effort directed at the Members of Provincial Parliament regarding those issues. Liability Protection That all OPFFA Locals negotiate liability protection for its members by seeking an indemnification clause for their agreements. Line of Duty Death Benefits That all member Locals endeavour to negotiate into their collective agreements, a 'Line of Duty Death Benefit' of $100,000., over and above any other death benefit, made payable to the beneficiaries of any fallen fire fighter and that the OPFFA lobby the Federal Government to secure such a benefit. Where government or private funds, 4 P a g e
7 from any source, are established for this purpose that every effort be made, by the member's Local, on behalf of the beneficiaries, to secure such payment as may be made available. Mandatory Fire Protection That all member Locals support mandatory fire protection to all citizens in the Province of Ontario. Mini Pumpers That the use of mini pumpers within the fire service be discouraged. Officer Classification That the OPFFA supports the abolishment of the Lieutenant's rank within the fire service. Those currently holding this rank would be elevated to the rank of Captain. OPFFA Endorsement of NFPA 1710 That the OPFFA endorse the staffing initiatives as adopted in the NFPA 1710 standard. Part-Time Fire Fighters That the OPFFA opposes the introduction of part-time fire fighters in the fire service. Police Association Interaction That the OPFFA continue to foster a relationship with the Police Association of Ontario and the Ontario Provincial Police Association. That the OPFFA endeavor to develop this working relationship at the Local level. Police Duties or Assignments That fire fighters should not be required to perform any police duties and that the OPFFA is opposed to the concept of a 'Public Safety Officer' which encompasses one person fulfilling the role of a fire fighter and a police officer at the same time. Police/Fire Fighting Integration That the OPFFA is opposed to the integration of fire fighter services and police services be it administrative or functional. 5 P a g e
8 Pre-Service Fire Fighter Education Program That the OPFFA not endorse the current Pre-Service Fire Fighter Education Program offered at the community colleges that require a requisite ride-on component. Further that locals involved with co-op students do not allow any student to respond to an emergency, or be the responsibility of our members, or perform any duties that are performed by our members. Privatization of Fire Services That the OPFFA is opposed to the concept of privatization of fire services. Promotional Classification - Under First Class That there be four (4) promotional grades: 4th, 3rd, 2nd, and 1st with the first six months of 4th class serving as a probation period. The total promotion time from 4th to 1st class shall be 3 years. Promotional Policy That the nature and complexity of the promotional process lends itself to Locals having the ability to determine the most beneficial promotional policy for their members, agreed to by them and their employers and that seniority plays an integral part of this process. Public Relations That each Local elect or select a Public Relations Committee and maintain active participation with the community at large. Quality of Service That member Locals refrain from entering into any understanding which will reflect an agreement to lower the quality of their service to their communities. Salary Differentials That member Locals attempt to attain the following Salary Differentials for their members: Platoon Chief District Chief Captain Fire Fighter 1st Class 160% of 1st Class 140% of 1st Class 120% of 1st Class 100% of 1st Class 6 P a g e
9 Fire Fighter 2nd Class Fire Fighter 3rd Class Fire Fighter 4th Class 90% of 1st Class 80% of 1st Class 70% of 1st Class Seminars That every member Local send consultant(s) to the Dr. Eric Taylor Educational Seminars provided by the OPFFA as well as educational seminars provided by the IAFF, wherever possible, to study new methods, guidelines and information with respect to Labour Relations, Health and Safety, EMS, Government issues, Unionism, Workplace Safety Insurance and any other subject matter in order to better serve your membership. Sick Leave That sick leave credits accumulate at the rate of not less that one and one-half (1 1/2) days per month with no limit and that the payment for sick leave accumulation not be restricted. Smoke and Carbon Monoxide Detectors That the OPFFA supports, in principle, the proper installation of ULC/CSA approved detectors in all dwellings. Staffing of Apparatus That the OPFFA urges each Local to negotiate a staffing clause into their collective agreement using the following criteria: Pumper Aerial Ladder or Elevating platform Rescue Unit Tanker Five (5) full-time fire fighters including an officer Six (6) full-time fire fighters including an officer Five (5) full-time fire fighters including an officer Two (2) full-time fire fighters including an officer 7 P a g e
10 Statutory Holidays and/or Lieu Days - Proclaimed Holidays That all statutory holidays and/or lieu days or proclaimed holidays should not be paid for. They should be taken or granted in the form of days off or managed through provisions made within the confines of a holiday schedule. System for Exposure Reporting That all OPFFA Locals maintain a file system for exposure reporting for the purpose of maintaining documentation to support future WSIB claims. Vacations with Pay That the OPFFA urges each Local to negotiate a vacation entitlement clause into their collective agreement using the following criteria: Less than one year of service - one (1) day for each completed month 1 or more years of service but less than 3-2 weeks 3 or more years of service but less than 7-3 weeks 7 or more years of service but less than 15-4 weeks 15 or more years of service - 5 weeks One additional week for every 5 years of service after 20. Workers Safety and Insurance Board That each member Local appoint a Workers Safety and Insurance Committee who will keep current with respect to the Workers Safety and Insurance Act and who will keep a complete file of each Board claim made by one of its members. That Locals refrain from negotiating reduced Workers Safety and Insurance Plan benefits for members who are entitled to compensation under the Workers Safety and Insurance Act. 8 P a g e
