Late Executive Committee Recommendation Q Re: Reserve Fund Policy Withdrawn RESOLUTION #1 (2017) SUBMITTED BY: Barrie Professional Fire Fighters Association Local 1753 RE: Legislative Committee (Government Relations) THEREFORE, BE IT RESOLVED: that the Policy: Committees be amended to pay the Chair of the Legislative Committee Chair an annual salary of $3, and to pay Members an annual salary of $ BE IT FURTHER RESOLVED: that the Executive Committee amend the Legislative Committee s Terms of Reference to include responsibility for co-ordinating government relations for the OPFFA. BE IT FURTHER RESOLVED: that the President consider appointing an additional two members to the Committee for the term R e s o l u t i o n s & E x e c u t i v e C o m m i t t e e R e c o m m e n d a t i o n s P a g e 3
4 BE IT FURTHER RESOLVED: that any additional two members be appointed with consideration of the OPFFA s needs in the run-up to the 2018 municipal and provincial elections. COST: 15 cents Rejection Assigned to: No Action Required RESOLUTION #2 (2017) RE: 13 th District Benevolent Fund THEREFORE, BE IT RESOLVED: that the OPFFA make an annual contribution to the 13 th District Benevolent Fund on behalf of all OPFFA members. BE IT FURTHER RESOLVED: that donation be (1) one dollar per member, per annum. COST: 8.5 cents Assigned to: ST Heppell RESOLUTION # 3 (2017) RE: OPFFA Locals Negotiating Contracts THEREFORE, BE IT RESOLVED: that the OPFFA Locals are encouraged to discuss potential settlements with their OPFFA DVP, IAFF Advocate or IAFF advocate coordinator prior to signing a Memorandum of Agreement. RESOLUTION #4 (2017) RE: OPFFA OMERS Contributions THEREFORE, BE IT RESOLVED: that the employer portion of the OPFFA OMERS contribution will be based on the gross salary the membership has approved for each elected position. BE IT FURTHER RESOLVED: that the elected representative would only be responsible to pay their employee share from their gross salary amount. COST: 22 cents Assigned to: ST Heppell RESOLUTION #5 (2017) RE: OPFFA Active-Retiree Status THEREFORE, BE IT RESOLVED: that the OPFFA develop a program with a similar fee structure to the IAFF and bring it forward to the OPFFA membership at the 2018 Spring Educational Seminar, for approval at the 2018 OPFFA Convention. RESOLUTION #7 (2017) RE: Elected Officer Compensation and Day Rates THEREFORE, BE IT RESOLVED: that Day Rate compensation for Executive Committee members will be eliminated R e s o l u t i o n s & E x e c u t i v e C o m m i t t e e R e c o m m e n d a t i o n s P a g e 4
5 BE IT FURTHER RESOLVED: that the Policy Salaries of Elected Officials be amended such that a District Vice President s salary is adjusted to 25% of the average of the first class fire fighter s salary in the three Locals with the highest first class fire fighter s salary which have also settled by April 30 th of that calendar year. BE IT FURTHER RESOLVED: that the Policy Salaries of Elected Officials be amended such that salary of the Executive Vice President is adjusted to 50% of the average of the first class fire fighter s salary in the three Locals with the highest first class fire fighter s salary which have also settled by April 30 th of that calendar year. BE IT FURTHER RESOLVED: that the Policy Salaries of Elected Officials be amended such that salary of the Secretary-Treasurer is adjusted to 50% of the average of the first class fire fighter s salary in the three Locals with the highest first class fire fighter s salary which have also settled by April 30 th of that calendar year. BE IT FURTHER RESOLVED: that the Policy Salaries of Elected Officials be amended such that the President s salary is adjusted to 70% of the average of the first class fire fighter s salary in the three Locals with the highest first class fire fighter s salary which have also settled by April 30 th of that calendar year. BE IT FURTHER RESOLVED: the current method of determining the 1 st class salary continues. BE IT FURTHER RESOLVED: that a comprehensive organizational review on compensation be completed if recommendations by the Organizational Review committee on Committee structure and Strategic Workplace are adopted by the membership. COST: 5 cents Late RESOLUTION #8 (2017) SUBMITTED BY: Toronto Professional Fire Fighters Association Local 3888 RE: WSIB Legislative Priority THEREFORE, BE IT RESOLVED: that the Executive Committee amend the Legislative Priority Book to include appropriate changes that would waive the requirement for Form 7 when fire fighters submit an occupational disease claim. EXECUTIVE BOARD RECOMMENDATION A (2017) RE: PROPOSED BUDGET COST: Starting Per Capita to Assigned to: ST Heppell Completed EXECUTIVE COMMITTEE RECOMMENDATION C (2017) RE: Organizational Review Committee Recommendations THEREFORE, BE IT RESOLVED: That the Executive Committee be authorized to: Sell the OPFFA office at 292 Plains Road East in Burlington; Enter into appropriate arrangements for OPFFA operations in Toronto, which may include office space for Executive Committee operations, accommodation for Principal Officers, print operations for Advocates, and meeting space; Negotiate new working conditions for staff based on the requirements of the new OPFFA operations and the job functions of each staff member; Make any other determinations required to set up OPFFA operations. BE IT FURTHER RESOLVED: that the Executive Committee report, through the President, to delegates on its 2017 R e s o l u t i o n s & E x e c u t i v e C o m m i t t e e R e c o m m e n d a t i o n s P a g e 5
6 progress at the 2017 Fall Dr. Eric G. Taylor Labour Education Seminar and the 2018 Spring Dr. Eric G. Taylor Labour Education Seminar. BE IT FURTHER RESOLVED: that the Executive Committee be authorized to use the proceeds of the sale of the OPFFA office to offset the costs of this move until the 2018 Convention. BE IT FURTHER RESOLVED: that the budget line item Capital Building Improvement be removed. COST: -5 cents EXECUTIVE COMMITTEE RECOMMENDATION D 2017 RE: Recognition of OPFFA PROPAC THEREFORE, BE IT RESOLVED: That the OPFFA Executive Committee be directed to re-establish the PROPAC donation program by promotion of participation and recognition of the support individual OPFFA members make to this important initiative. BE IT FURTHER RESOLVED: That funding of OPFFA PROPAC be increased by 50 cents for the budget year 2017/2018 COST: 50 cents Assigned to: ST Heppell EXECUTIVE COMMITTEE RECOMMENDATION E 2017 RE: OPFFA Affiliation and re-affiliation THEREFORE, BE IT RESOLVED: that Article 10, Section 2 of the OPFFA Constitution be amended by deleting the second paragraph and replacing it with A new IAFF Local applying to affiliate with the Ontario Professional Fire Fighters Association shall be required to pay any past or future assessments which have been determined by Convention action or on the authority of the Executive Committee. Past assessments shall include all those passed since the Local affiliated with the IAFF. Further, any IAFF Local applying to re-affiliate with the Ontario Professional Fire Fighters Association shall be required to pay any past or future assessments which have been determined by Convention action or on the authority of the Executive Committee during the period of disaffiliation. EXECUTIVE COMMITTEE RECOMMENDATION F 2017 RE: OPFFA Amalgamation of Pension and Benefits Committees THEREFORE BE IT RESOLVED: That Article 8, Section 5 of the OPFFA Constitution be amended to remove the Pension Committee and the Benefits Committee, replacing them with Pension and Benefits Committee ; BE IT FURTHER RESOLVED: That Committees policy 6. (h) be changed from Pension: $ to Pension and Benefits: $ and 7. (h) be changed from Pension: $ to Pension and Benefits: $ ; BE IT FURTHER RESOLVED: That the salary for the Chair of the Pension and Benefits Committee shall be set at $3554; BE IT FURTHER RESOLVED: That each Member of the Pension and Benefits Committee shall receive an annual salary of $532; BE IT FURTHER RESOLVED: That the OPFFA OMERS SC or AC representative shall be a member of the Pension and Benefits Committee as part of their duties; and BE IT FURTHER RESOLVED: That the OPFFA OMERS SC or AC representative shall receive no salary for their work on the Pension and Benefits Committee. COST: 8 cent reduction in per capita R e s o l u t i o n s & E x e c u t i v e C o m m i t t e e R e c o m m e n d a t i o n s P a g e 6
7 EXECUTIVE COMMITTEE RECOMMENDATION H 2017 RE: Attendance at IAFF ALTS Conference THEREFORE, BE IT RESOLVED: That the OPFFA Constitution be amended by adding to Article 9, Section 9: "IAFF Affiliate Leadership Training Summit (ALTS) Delegates to the IAFF ALTS conference shall be: i. President If the President is unable to attend, the First (1st) alternate shall be the Executive Vice-President." BE IT FURTHER RESOLVED: That the current Article 9 Section 9 be renumbered to Article 9 Section 10. COST: 2 cents EXECUTIVE COMMITTEE RECOMMENDATION I 2017 RE: OPFFA Database Access THEREFORE, BE IT RESOLVED: That Policy Database Access be deleted. BE IT FURTHER RESOLVED: That the Executive Committee develop a new policy regarding database access using the principles of the Database Access policy to inform the new policy. EXECUTIVE COMMITTEE RECOMMENDATION J 2017 RE: Electronic Payment to vendors etc. THEREFORE, BE IT RESOLVED: That Article 10, Section 3 of the OPFFA Constitution be amended by deleting the second paragraph and replacing it with: All cheques or approval for electronic or other payment transmissions disbursing funds under the control of the Association shall be authorized by any Two (2) out of the Three (3) persons authorized to sign cheques on behalf of the Association. BE IT FURTHER RESOLVED: That Article 10, Section 1 of the OPFFA Constitution be amended by deleting the third paragraph and replacing it with: Per Capita tax is due on the First (1 st ) day of each month and shall be submitted to the Secretary/Treasurer by cheque or money order made payable to the Ontario Professional Fire Fighters Association or by other electronic means as the Executive Committee may approve. BE IT FURTHER RESOLVED: That Article 8, Section 3 of the OPFFA Constitution be amended by deleting, The Secretary/Treasurer shall disburse monies by the voucher cheque system signed by any Two (2) of the Three (3) persons authorized to sign cheques on behalf of the Association and replacing it with, The Secretary/Treasurer shall disburse monies using any means authorized by the Executive Committee. Assigned to: ST Heppell EXECUTIVE COMMITTEE RECOMMENDATION K 2017 RE: Improvements to OPFFA Financial Review THEREFORE, BE IT RESOLVED: That Article 12 Section 2 of the OPFFA Constitution be amended to add: At each Annual Convention, the Ways and Means Committee shall review the financial records of the OPFFA as led by the Secretary Treasurer. Members of this group may make written recommendations to the President and Secretary-Treasurer on matters arising from this review. BE IT FURTHER RESOLVED: That, as a result of the expanded duties of the Ways and Means Committee and oversight of the Auditor, Article 8 Section 5 of the OPFFA Constitution be amended by deleting Finance Committee from the list of Standing Committees. BE IT FURTHER RESOLVED: That the Policy Committees be amended to remove all references to the Finance Committee R e s o l u t i o n s & E x e c u t i v e C o m m i t t e e R e c o m m e n d a t i o n s P a g e 7
8 COST: 8 cents reduction in per capita EXECUTIVE COMMITTEE RECOMMENDATION L 2017 RE: 2019 Health and Safety and Labour Education Seminars THEREFORE, BE IT RESOLVED: That the Executive Committee be directed to investigate costing and logistics with a goal to make the 2019 Spring Labour Education Seminar and the 2019 Health and Safety Seminar a joined event. COST: 00 cents EXECUTIVE COMMITTEE RECOMMENDATION M 2017 RE: Provincial Fire Reporting and CAD Standardization THEREFORE, BE IT RESOLVED: that the Executive Committee consider prioritizing our legislative agenda to include provincial wide standardized fire incident data collection (ex. NFIRS) and provincial wide common CAD systems or system requirements to support advanced Simultaneous Notification interface. BE IT FURTHER RESOLVED: that the Executive Committee be directed to craft a similar resolution to be forwarded to the IAFF Canadian Policy Conference, August 2017 in Kingston, Ontario, that will expand the scope of this lobby to the federal level. EXECUTIVE COMMITTEE RECOMMENDATION N 2017 RE: Governance Documents THEREFORE, BE IT RESOLVED: that Article 18, Section 1 of the OPFFA Constitution be amended to delete word fraternal. BE IT FURTHER RESOLVED: that Article 8, Section 5 of the OPFFA Constitution be amended by adding Human Relations Committee as item iv and the rest of the section be renumbered. LATE EXECUTIVE BOARD RECOMMENDATION O (2017) RE: OPFFA INDEMNIFICATION FUND THEREFORE BE IT RESOLVED: that the attached Indemnification Policy be adopted and included in the OPFFA Governance Document. BE IT FURTHER RESOLVED: that the OPFFA Executive Committee explore and obtain if feasible, IAFF Directors Liability Insurance COST: 0 LATE EXECUTIVE BOARD RECOMMENDATION P (2017) RE: OCCUPATIONAL DISEASE ACTION PLAN THEREFORE BE IT RESOLVED: That the Executive Committee be directed to make changes to the operation of the OD committee to improve efficiencies; and BE IT FURTHER RESOLVED: The Occupational Disease Action Plan per capita be reduced from $1.00 to $0.70. COST: Net reduction of 30 cents 2017 R e s o l u t i o n s & E x e c u t i v e C o m m i t t e e R e c o m m e n d a t i o n s P a g e 8
9 LATE EXECUTIVE COMMITTEE RECOMMENDATION Q (2017) RE: RESERVE FUND POLICY THEREFORE BE IT RESOLVED: That the Executive Committee be directed to create a Reserve Fund Policy that will provide for controlled use of the funds as directed by Executive Committee action. BE IT FURTHER RESOLVED; That the Executive Committee consider funding options that may be brought to convention for further action.
