Prohibits a dealer or rental car company with a fleet of a specified number of rentals from loaning or renting a vehicle subject to a manufacturer's recall after receiving a tice of the recall until the vehicle has been repaired. CA AB 907 Burke [D] Career Training: Adult Students 02/26/ /30/2015 Senate Education Committee Authorizes the Superintendent Public Instruction to certify any regional occupational center or program, county office of education, or adult education program, that provides a program of training to prepare adult students for gainful employment in a recognized occupation, to legally authorize the center, program, or office to provide an education program beyond secondary education.

CA AB 1108 Burke [D] Zero-Emission Vehicles 02/27/ /16/2016 Senate Rules Committee Amends the existing law that requires the State Air Resources Board to adopt regulations that achieve the maximum feasible reduction of greenhouse gases emitted by passenger vehicles and light-duty trucks and any other vehicles determined by the state board to be vehicles whose primary use is ncommercial personal transportation. Imposes various limitations on emissions of air contaminants for the control of air pollution from vehicular and nvehicular sources. 08/17/2016 In SENATE. Read second time. CA AB 1174 Bonilla [D] Automotive Repair Act: Violations: Regulations: Reports 02/27/2015 VETOED: 09/22/2016 Vetoed Vetoed Clarifies the specified law under which the Director of Consumer Affairs may adopt and enforce rules and regulations under the Automotive Repair Act. Provides exceptions. Authorizes the Department of Consumer Affairs to establish a system for the issuance to a licensee of a citation when the licensee is in violation. Requires related regulations. Requires posting such regulations on the Internet Web site of the Bureau of Automotive Repair. Requires retention of complaint resolutions. 09/22/2016 Vetoed by GOVERNOR. 5 02/27/ /16/2016 ASSEMBLY Relates to the Tire Recycling Management Fund. Requires a waste tire generator to pay a state regulatory tire fee for deposit into the Fund. Authorizes such fee in an amount sufficient to cover costs incurred with regulating retail sellers. Enacts the Tire Recycling Incentive Program Act that would provide incentive payments for entities using California-generated waste tire material. Requires a public hearing regarding fees and fee adjustments. Prohibits fees on wheelchairs. 08/31/2016 In ASSEMBLY. ASSEMBLY refused to concur in SENATE amendments. (34-34) Position: Concerns CA AB 1508 Mullin [D] Workforce Investment Boards: Funding 03/04/ /18/2016 Senate Rules Committee Amends an existing law which requires local workforce investment boards to spend a minimum percentage of specified funds for adults and dislocated workers on federally identified workforce training programs, which allows the boards to leverage specified funds, and which authorizes a credit of that funding minimum for leveraged funds, which include Pell Grants and employment training panel grants. 6 Increases the civil penalties for motor vehicle related air pollution violations. Requires the maximum penalties to be adjusted for inflation. Requires the payment of a penalty for the violation of specified air pollution statutes or specified orders, rules, or regulations be a condition for the continued sale by of those products. CA AB 1691 Gipson [D] Vehicular Air Pollution: Vehicle Retirement 01/21/ /03/2016 Senate Appropriations Committee Requires the State Air Resources Board to updates its guidelines that ensures a vehicle replacement under an enhanced fleet modernization program that provides for the retirement of high polluting vehicles by a specified date, and to adopt guidelines for the Plus-Up Project that provides financial assistance to low-income individuals to replace older polluting vehicles with cleaner more fuel efficient vehicles by a specified date. CA AB 1710 Calderon I [D] Vehicular Air Pollution: Low Emission Vehicles 01/26/ /05/2016 Assembly Appropriations Committee Requires the State Air Resources Board to develop and implement a comprehensive program comprised of a portfolio of incentives to promote zero-emission and near-zero-emission vehicle deployment in the State to drastically increase the use of those vehicles and to meet specified goals established by the Goverr and the Legislature. Excludes from gross receipts and sale price that portion of a the cost of new or used such vehicles, purchased by a low-income purchaser that does t exceed a specified amount.

CA AB 2145 Linder [R] Vehicle Replacement: Rebates 02/17/2016 Assembly Transportation Committee Authorizes for the purpose of calculating the vehicle license the amount of compensation provided to a low-income motor vehicle owner under the enhanced fleet modernization program to be deducted from the motor vehicle's price.

Lists the criteria to be prioritized in the selection of industry-recognized credentials that would be eligible for program funding. CA AB 2526 Achadjian [R] Goods: Warranties: Vehicle Replacement 03/17/2016 Assembly Privacy and Consumer Protection Committee Amends existing law that requires a manufacturer that is unable to service or repair a new motor vehicle to conform to the express warranties after a reasonable number of attempts to replace the vehicle or promptly make restitution, and to pay other specified costs, including reasonable repair, towing, and rental car costs.
