2 1. REQUEST FOR QUALIFICATIONS 1.1. Purpose By way of this Request for Qualifications ( RFQ ), the Rancho Santiago Community College District ( District ) intends to pre-qualify a limited number of Architecture Firms and/or full-service Engineering Firms (each, a Consultant ) to provide architectural and/or engineering services to, and on behalf of, the District for various facilities improvement projects. It is the District s intent that the RFQ process will enable the District to streamline the process by which Consultants are selected to perform work for the District and comply with regulatory and legislative requirements. The purpose of this RFQ is to obtain information that will enable the District to select a limited number of pre-qualified Consultants (each, a Pre-Qualified Consultant ) that can assist the District in connection with design and related work associated with various District projects such as reconstruction, modernization, alterations, new construction projects and/or the development of district-wide standards for design, equipment and maintenance specifications. The total value of work for a project may range from thousands to millions of dollars. Each Consultant responding to this RFQ should be prepared and equipped to provide full service to the District in an expeditious and timely manner and on relatively short notice so as to enable the District to meet critical time deadlines and schedules Submission If your firm is interested in performing architectural and/or engineering services for various facilities improvement projects, on behalf of the District, please submit to the District a Statement of Qualifications ( SOQ ) in accordance with this RFQ. SOQs must be received prior to 11:00 a.m. August 30, SOQs will be date stamped to record receipt thereof. The SOQs may be mailed or delivered in person during normal business hours, which are 8:00 a.m. to 4:00 p.m., Monday through Friday. Delivery of SOQs is the sole responsibility of the Consultant. All SOQs must be signed and become the property of the District. Submittals should be brief and concise, but provide sufficient clarity to meet the criteria to be used in the evaluation process. Each Consultant shall submit seven (6) copies of SOQ (one unbound marked Master and five format) and two (2) CDs with a PDF version of the SOQ. The District will evaluate the SOQs based on the responsiveness to District requirements listed. The Consultant(s) being sought through this RFQ will need to meet the District s minimum criteria as listed herein. RSCCD RFQ Architectural & Engineering Services Page 2 of 27

3 1.3. Questions Respondents must read the entire RFQ prior to submitting questions, as most questions will be answered in this RFQ. Please refrain from asking questions regarding the formatting of this RFQ. DO NOT contact the Purchasing or Facility Planning & District Construction and Support Services Departments. Should there be a need for clarification, submit your request for clarification in writing via to Ava Hill (FPPS) fpps1@rsccd.edu by 4:00 pm of August 23, After the deadline, the District will not answer, address, and/or review any questions firms may submit. Responses to all questions received prior to the deadline will be provided to all respondents Pre-Qualified Consultants The District generally utilizes the services of outside consultants to help ensure the District that its activities, especially as they apply to various facilities improvement projects of new and existing school sites throughout the District, are in compliance with all applicable regulations and industry guidelines. As stated above, the purpose of this RFQ is to obtain information that will enable the District to pre-qualify a limited number of Consultants that can assist the District in connection with architectural and/or engineering services as the District may, from time to time, require in connection with various facilities improvement projects on an on-going basis without the need to pre-qualify Consultants for each project. All Consultants submitting an SOQ to this RFQ and seeking to become a Pre- Qualified Consultant with respect to such architectural and/or engineering services should be extremely familiar with all applicable Code requirements and be capable of providing work product that will enable the District to strictly comply with said requirements Request for Proposals Pre-Qualified Consultants are in no way guaranteed to receive any work from the District. However, it is the District s intent to look to the pool of Pre-Qualified Consultants when choosing a Consultant to perform architectural and/or engineering services for various facilities improvement projects. The District, on an as-needed basis, will issue Request for Proposals ( RFP ) to one or more Pre-Qualified Consultants to provide architectural and/or engineering services on behalf of the District for a particular site. Each Proposal shall describe the Consultant s experience and expertise with respect to the services, if any, which are unique to the property or project that is the subject of the Proposal. In addition, the Proposal shall set forth a detailed scope of services, a completion schedule, a schedule of professionals that will be used to supervise and staff the project, and a not-to-exceed dollar amount for the services to be performed. The District will allocate work to said Pre-Qualified Consultants. 2. SCOPE OF SERVICES 2.1. Scope of Services The District is seeking the services of a Consultant to provide architectural and/or engineering services for various facilities improvement projects across the District, including Santa Ana and Santiago Canyon campuses. The scope of such services could include, but are not limited to: RSCCD RFQ Architectural & Engineering Services Page 3 of 27

4 A. DESIGN AND RELATED SCOPE OF WORK FOR RECONSTRUCTION, MODERNIZATION, RETROFIT, INFRASTRUCTURE DESIGN, NEW CONSTRUCTION AND/OR OTHER FACILITIES AND MAINTENANCE PROJECTS: Assist District in identifying reconstruction/modernization needs by conducting site investigations, evaluating and documenting existing conditions. Conduct a field inspection of all college campuses and other District facilities to report all deficiencies, including, but not limited to the following conditions: California Title 5 requirements, building code deficiencies, ADA compliance, fire & life safety, building integrity (roofs, windows, exterior finishes, etc.), site utilities, and all mechanical, electrical, plumbing and structural systems. Review and evaluate sites for conformance to District education program goals including Master Plan and environmental clearance reports (CEQA). Publish a detailed needs analysis for each site. Conduct and facilitate various site meetings, committee meetings, public meetings, and presentations to staff, regarding the scope of work relative to the project. Evaluate existing building use, condition and requirements for upgrades and repairs. Prepare Schematic/Design and Construction Documents for small maintenance projects such as room renovations. Describe conditions of all systems at all facilities. Include, in field inspection of all District sites, a thorough assessment of energy conservation opportunities. Identify energy savings opportunities through design that can assist the District in evaluating long term savings on maintenance or operation costs. Develop and consider cost efficient design proposals, evaluate cost estimates, provide savings and economic analyses, and/or explore other funding options. Conduct additional site surveys throughout the course of the project, to confirm scope of work corresponds with existing conditions. This includes, requiring all engineers and consultants working on the project to investigate and document existing conditions so that there is appropriate coordination of design between disciplines. Incorporate deferred and/or scheduled maintenance needs at each campus in accordance with State s Scheduled Maintenance 5 Year Plan. Develop and prepare an ADA Transition Plan for the District incorporating ADA compliance requirements. Prepare preliminary cost estimates and final cost estimates during the construction document development stage. Evaluate costs throughout the project to align with established budgets for the project. Present any changes to costs which may affect established budgets, to the District in a timely fashion. Prepare Schematic/Design Development and Construction Document plans and specifications for submittal to the District and other agencies requiring submittal for project approval. Prepare all necessary Schematic/Design and Construction Documents, including, an Estimated Project Cost Summary for submittal to the District RSCCD RFQ Architectural & Engineering Services Page 4 of 27

5 and other agencies requiring submittal for project approval, such as the State Department of Education Plan Approval Application. Serve as Project Manager during project construction, which includes preparation, review, recommendation and submittal to District of any change orders. Provide leadership in coordinating the design process and managing sub-consultants. Ensure effective communication between the District, design team and sub-consultants. Conduct appropriate in-house quality control reviews prior to submitting design documents to the District for approval. Assist District in identifying, completing and submitting Initial Project Proposals (IPP) and/or Final Project Proposals (FPP). Complete and retain all closeout/project certification documentation for the Division of the State Architect (DSA) and for meeting the requirements of the Capital Outlay Projects. Prepare as-builts of completed project. Provide electronic copies of as-built drawings as determined by the District. Work with other District consultants, such as program manager(s), construction manager(s), surveyor(s), geotechnical and environmental consultants, as directed by the District. Provide examples of the Collaborative for High Performance Schools (CHPS) projects your firms has worked on, if any. Provide and illustrate the Firm s architectural CAD standards. Please note if your firm has adopted AIA standards, and how the AIA standards parallel or differ from your firm s CAD standards. Architects/engineers will be required to produce drawings utilizing the District s CAD standards. Please note the difficulties and challenges of using the District s CAD standards. Architects/engineers will be required to submit electronic copies of all work at each stage of work and/or at District s request. Provide a list of the software your firm utilizes and the capabilities of using said software. B. ADDITIONAL SCOPE UPON REQUEST Have the capability of using both Building Information Modeling (BIM) and AutoCAD Computer-Aided Design software to develop record drawings for each District facility, if needed and upon the request of the District. The details and attributes must include but not be limited to existing utilities, relocatable classrooms, voice, data cable and connections, DSA number and approval date, completion date, building area by space, occupancy type or function by space, capacity of each space, building and site. Incorporate existing facility information into a commercially available Computer Aided Facility Management (CAFM) software application. If deemed appropriate by the District. Format all appropriate construction documents using the Construction Specifications Institute (CSI) 2004 MasterFormat specifications. Generate 8-1/2 x 11 copies of site plans and generate detailed floor plans and attribute information. Development of written District and/or Design Standards and Specifications. Assist in compiling information, facilitating discussions, providing advisement and direction on appropriate District Standards for equipment, materials, RSCCD RFQ Architectural & Engineering Services Page 5 of 27

6 design and other for various staff and users such as: Maintenance, Facilities and Technology. Review of current District standards information and research on design standards may be required. DSA Approved record drawings and specifications along with an electronic file in AutoCAD and/or Revit in the District s specified version. C. DISTRICT S FORM OF AGREEMENT/CONTRACT The Consultant, upon selection, will be required to enter into a standard Architectural Services Agreement prepared by the District which contains the following indemnity clause: INDEMNITY BY ARCHITECT. To the fullest extent permitted by law, ARCHITECT agrees to indemnify, defend and hold DISTRICT entirely harmless from all liability arising out of: a. Workers Compensation. Any and all claims under Workers Compensation acts and other employee benefit acts with respect to ARCHITECT s employees or ARCHITECT s subcontractor s employees arising out of ARCHITECT s work under this AGREEMENT; and b. General Liability. If arising out of, pertaining to, or relating to the negligence, recklessness, or willful misconduct of the ARCHITECT, the ARCHITECT shall indemnify and hold the DISTRICT harmless from any liability for damages for (1) death or bodily injury to person; (2) injury to, loss or theft of property; (3) any failure or alleged failure to comply with any provision of law or (4) any other loss, damage or expense arising under either (1), (2), or (3) above, sustained by the ARCHITECT or the DISTRICT, or any person, firm or corporation employed by the ARCHITECT or the DISTRICT upon or in connection with the PROJECT, except for liability resulting from the sole or active negligence, or willful misconduct of the DISTRICT, its officers, employees, agents or independent Architects who are directly employed by the DISTRICT. The ARCHITECT, at its own expense, cost, and risk, shall defend any and all claims, actions, suits, or other proceedings that may be brought or instituted against the DISTRICT (other than professional negligence covered by section c below), its officers, agents or employees that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the ARCHITECT, and shall pay or satisfy any judgment that may be rendered against the DISTRICT, its officers, agents or employees in any action, suit or other proceedings as a result thereof; and c. Professional Liability. If arising out of, pertaining to, or relating to the negligence, recklessness, or willful misconduct of the ARCHITECT, the ARCHITECT shall indemnify and hold the DISTRICT harmless from any loss, injury to, death of persons or damage to property caused by any act, neglect, default or omission of the ARCHITECT, or any person, firm or corporation employed by the ARCHITECT, either directly or by independent contract, including all RSCCD RFQ Architectural & Engineering Services Page 6 of 27

7 damages due to loss or theft, sustained by any person, firm or corporation including the DISTRICT, arising out of, or in any way connected with the PROJECT, including injury or damage either on or off DISTRICT property; but not for any loss, injury, death or damages caused by sole or active negligence, or willful misconduct of the DISTRICT. With regard to the ARCHITECT s obligation to indemnify for acts of professional negligence, such obligation does not include the obligation to provide defense counsel or to pay for the defense of actions or proceedings brought against the DISTRICT, but rather to reimburse the DISTRICT for attorney s fees and costs incurred by the DISTRICT in defending such actions or proceedings brought against the DISTRICT that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the ARCHITECT Deadlines Each Consultant must be prepared to provide as needed services for such architectural and/or engineering services as the District may hereafter require. Each Consultant must be prepared and equipped to provide such services in a timely manner and on relatively short notice so as to enable the District to meet critical, and at times unpredictable, time deadlines and schedules Compliance with all Applicable Laws This response must set forth Consultant s understanding of all applicable Health and Safety laws, guidelines, and requirements including Cal/OSHA Title 8, the EPA (Environmental Protection Agency), the Education Code, the CDE (California Department of Education), the Chancellor s Office, the DTSC (Department of Toxic Substances Control), and DSA regulations including the new Inspection Card requirements and PR 13-01, and local ordinances and/or other applicable zoning or planning ordinances/regulations, relative to the work to be undertaken as well as Consultant s ability to comply with the same and the methodology by which Consultants will do so. The District recommends that the Consultant attend DSA Academy training courses to assure that the architectural and/or engineering services Consultant submits complete and code compliant plan sets to the DSA and assure that projects will be closed with certification. The SOQ must confirm that the nature of the Work to be completed will meet all the aforementioned requirements for said Work as set by the applicable codes and regulations and all other applicable ordinances and guidelines Working Conditions Each Consultant shall be capable of working indoors and outdoors, in all weather and site conditions including, but not limited to, rain, dirt, mud, and ice. The Consultant s activities may require kneeling, bending, climbing ladders, etc. 3. STATEMENT OF QUALIFICATIONS 3.1. Response Format A Consultant s response shall not exceed thirty (30) pages, excluding a one-page cover letter, exhibits, and brochures in the appendix. Each copy of the SOQ must be placed in its own respective white 3 ring D binder, be single-sided, tabbed and organized in the following order and shall include all of the following sections and information as stated in this document. 8 must submit six (6) copies of the SOQ and two (2) CDs with a PDF version of the SOQ. NOTE for PDF Version of the SOQ: The filename of the PDF version of the SOQ must be named in the following manner substituting the Firm s name in the appropriate location: [INSERT FIRM NAME] ARCHITECTURAL ENGINEERING SERVICES_SOQ.PDF, for example: ACME International_ ARCHITECTURAL ENGINEERING SERVICES _SOQ.PDF The PDF version of the SOQ must be comprised of one single document, NOT MULTIPLE DOCUMENTS where the Firm introduction letter, Exhibits, etc. are saved as separate PDF documents. Only one complete copy of the PDF version will be accepted per CD. NOTE for Exhibits: All Exhibits should be tabbed, labeled and included as part of the appendix. It is at the Firm s discretion to determine how to reference, in the body of the SOQ, the location of the Exhibits in the appendix. All Exhibits may be recreated in another program as long as the formatting and information requested mirrors the PDF forms attached to this RFQ. The intent of the PDF forms is to keep all the requested information in a uniform format Firm Information Provide a cover Letter and introduction, including the company name, address, telephone number, fax number and address of the person or` persons authorized to represent the institution regarding all matters related to the proposal. As part of the narrative, provide a brief synopsis of the firm s corporate structure and history. In a narrative discussion, describe any litigation or threatened litigation against your firm or its owners that may affect your performance or completion of this proposed program. Also, please include your firm s philosophy with regards to a description of Consultant s approach, and experience as it relates to basic services as outlined in the RFQ, architectural and/or engineering consulting experience, developing recommendations, providing reports and assessments, working with multiple agencies, and/or team members, etc. A person authorized to bind the firm to all commitments made in the proposal shall sign this letter. In addition, complete Exhibit A Firm Information, and Exhibit B - Firm Information Questionnaire Firm Headquarters Provide information as to the location of Consultant s headquarters and the address and contact information for the local contact office and the primary contact person for the Consultant Firm Experience Include a summary of Consultant s relevant expertise and experience in architectural and/or engineering services, especially as it relates to school sites and facilities. A Consultant must demonstrate a minimum of three (3) years of relevant experience and success with architectural and/or engineering projects. What differentiates your services from other providers? Provide a proposed work plan for assisting the District. This may include providing a proposal based upon the scope of services outlined within this RFQ and any alternative scope of work RSCCD RFQ Architectural & Engineering Services Page 8 of 27

9 that the Consultant may recommend as appropriate based upon its experience and expertise. Consultant shall provide a narrative description of their dispute resolution process and the nature of any anticipated disagreements that might occur during the course of the work with the District, Architect/Engineers, consultants, contractors and subcontractors, and a discussion of how such disagreements might be resolved by the Consultant Firm Approach and Methodology Please describe your firm s approach and methodology to various projects from scheduled maintenance to renovation and new construction and when faced with a variety of challenges and how your firm addresses the scope of addressing the scope of services as described in section List of Projects For all projects that the Consultant has worked on within the last five (5) years demonstrate Consultant s relevant architectural and/or engineering services, experience and successes. Provide a list of projects that appropriately describes each with the date(s) that the relevant architectural and/or engineering consulting work was performed, the name, title, address, and telephone number of a contact person who can be contacted for verification of information provided by the Consultant. Using Exhibit C Firm Experience Form for each project, provide a minimum of five (5) completed architectural and/or engineering projects that demonstrate similar work listed in the Scope of Services. Projects listed must have been completed in the last seven (7) years. Prime consideration will be given to projects, which include similar size, type, difficulty, DSA process, community college projects, etc. Include DSA certifications where applicable for qualifying referenced projects. Note: At least three (3) of the projects must be demonstrated to show Certification of Completion by DSA. Include the DSA application number and verification that this is shown on DSA website or provide written documentation. Should your firm have completed but uncertified DSA projects with any RSCCD facilities, the District may find your firm disqualified from the RFQ and/or RFP selection process, and may be removed from any established pre-qualified list, as well as the removal from the interested vendors list. In the narrative section of Exhibit C form, provide project-specific information relating to architectural and/or engineering services: Describe project and responsibilities in detail. Indicate proposing firm s prior experience working for District and for other educational entities. Demonstrate how the firm has a thorough knowledge of code requirements for community college buildings in California. In addition, the Consultant must also demonstrate familiarity with Code requirements relating to school site development activities. 10 limited to understanding of applicable Health and Safety laws, guidelines, and requirements including Cal/OSHA Title 8, Environmental Protection Agency (EPA), the Education Code, the Department of Toxic Substances Control (DTSC), Americans with Disabilities Act (ADA) and the Division of State Architect (DSA). Using Exhibit C2 Firm Experience Form, please list all the projects the Firm has completed. Please use as many sheets as necessary to list all complete projects. Past Performance of Responder will be evaluated. Clients listed in Exhibit C and C2 may be contacted for a reference Current Workload and Availability State the consultant s ability to provide the Services in a timely matter. State if the Consultant s provide those types of services exclusively. Provide a list of current and anticipated commitments involving personnel that Consultant will assign to those District s projects. Also provide the Consultant s anticipated start date and completion date for each of the commitments referred to in the item next above Project Team Provide identification of Consultant s project team, key personnel and staff members and their specific expertise and experience in architectural and/or engineering services, especially as it relates to school sites and facilities. Provide the name of a primary point of contact. Provide the names and detailed resumes of key personnel who will be the designated team available, knowledgeable, regularly attentive and working directly with the District. The members of this designated team shall be changed unless agreed upon by the District. In addition, list all professional registration certification and/or license designations and numbers that are currently active in the State of California. Do not list any inactive registration and/or license designations. Please use Exhibit D Resume Form Sub-Consultants Provide a schedule of sub-consultant, or sub-consultant categories, if any, which are likely to be used by the Consultant in carrying out any work that may hereafter be awarded to the Consultant by the District. Identify, any outside architectural and/or engineering disciplines that the firm may use in the course of performing services to the District associated with the firm. List names, California License or Registration Numbers, business addresses, phone numbers, fax numbers, s, date established, and time associated with firm. For sub-consultants provide the names and detailed resumes (using Exhibit D - Team Member Resume Form) of key personnel who will be available, knowledgeable, and regularly involved working with the District. Identify DSA Certified Access Specialists (CASp) who will be involved in this effort and their specific roles. In addition, list all applicable professional registration, certification, and/or license designations and numbers for all professional team members that are currently active in the State of California. Do not list any inactive registration and/or license designations. Please use Exhibit D Team Member Resume RSCCD RFQ Architectural & Engineering Services Page 10 of 27

11 Form to provide resumes for the proposed staff members of sub-consultants. The District at its sole discretion has the right to approve and remove any and all team members proposed by the Consultant. Using Exhibit E Team Member Experience Form, provide a minimum of five (5) relevant projects completed within in the last five (5) years for EACH proposed staff member. ONLY provide this form for the lead consultant(s) and all other team members who will be working directly with the District. Prime consideration will be given to Consultants who propose staff members with experience in community college projects of similar size, type, and difficulty. Provide this form for both the prime Consultant and any Sub-consultants. Any sub-consultants designated by the Consultant shall be subject to approval by the District in writing prior to performing any work on behalf of the Consultant. The District has the sole discretion to reject any sub-consultants proposed by the Consultant whether designated by Consultant in its RFQ or not. Any replacement sub-consultants shall be subject to the District s prior written approval. The District has the right to request additional sub consultants in the future if those listed on this RFQ may change Should the need arise and if desired by the District, the District s reserves the right to negotiate and enter into a direct contract with any sub-consultants for specific projects, and by submitting a response to this RFQ, the Architect acknowledges it has no objections. In addition to the Consultant, all subconsultants shall complete and submit Exhibits B, C, D, E and F with the Consultant s submission of documents in response to this RFQ. Based on the qualifications of the sub-consultants, the District may choose certain subconsultants to provide services for specific projects through a direct contract with the District. Any sub-consultants that do not submit all required documents will not be automatically pre-qualified to provide services via a direct contract with the District on future projects Contracts For community college projects, provide a schedule of all District contracts held within the last five (5) years including, with respect to each project, the project name and the property address, the contract amount, services offered and the Consultant s contact person at the District on said project Licenses For all of the firm s Consultants, the firm shall include the required licenses for a Certified Architectural and/or engineering Consultant and any other license/certifications relating to this RFQ Billing Rates Provide billing rates for all personnel and/or categories of employees as well as any overhead or other special charges. If applicable, Consultant s SOQ should include estimates for certain standardized components of the architectural and/or engineering services process. Provide consultant s typical fee schedule as applicable as well as any sub-consultant fees or services that may be needed. RSCCD RFQ Architectural & Engineering Services Page 11 of 27

12 Provide the proposed billing rate for each proposed discipline and employee. Please use Exhibit F Billing Rate Breakdown Sheet. Provide any planned escalation rate for future years if already determined. All other services not included herein shall be negotiable as required. Consultant will propose an all-inclusive hourly fee for all of the services described in Section 2 above. Consultants proposed fee should include and account for all direct labor costs, fringe benefits, insurance, overhead, profit, and all other expenses the consultant will incur in providing the services of architectural and/or engineering consultant. All proposed reimbursable expenses shall be directly related to the services required for the Project and must be supported by proper documentation and prior District authorization. Reimbursement shall not exceed cost plus 5% Certification Consultant shall certify by completing Exhibit G Certification that Consultant has read and received all RFQ documents for submitting an SOQ. The person signing this Exhibit shall have authority to bind the Consultant to any requirements set forth in this RFQ Non Conflict of Interest Consultants shall certify by signing Exhibit H Statement of Non-Conflict of Interest, that if selected to provide architectural and/or engineering services required by this RFQ, the Consultant shall do so as an independent contractor and not as an officer, agent or employee of the District. Note: During the qualification and selection process (i.e. from the date this RFQ and/or future RFPs are released to the conclusion of the selection process), if it is determined that any individual(s) who works for or represents any interested firm communicates with, contacts and/or solicits Board Members of the District in any fashion, said firm shall be disqualified from the RFQ and/or RFP selection process, and may be removed from any established pre-qualified list, as well as the removal from the interested vendors list. 4. CONTRACT REQUIREMENTS 4.1. 13 Professional liability insurance, including contractual liability, with limits of $2,000,000 per claim; Workers Compensation Insurance shall be maintained, in accordance with provisions of the California Labor Code, adequate to protect any person, firm, or corporation employed directly or indirectly in connection with the work of the Consultant from claims under Workers Compensation Acts which may arise for operations, whether such operations be by any person, firm, or corporation, employed directly or indirectly by the Consultant upon or in connection with the work Disabled Veteran Business Enterprise Participation Goals The Rancho Santiago Community College District supports a participation goal of at least 3 percent (3%) of the overall dollar amount expended each year to Disabled Veterans Business Enterprises (DVBE). If Consultant is selected to provide services to the District, Consultant will be required to sign and return a Certification form (copy included with these RFQ documents) certifying that they will provide the District with information regarding the use of any DVBE contractors or consultants on the project. Information about DVBE resources can be found on the Executive Branch s website at or by calling the Office of Small Business and DVBE Certification at Please note that DVBE documentation is included in this RFQ but is not required to be submitted in the SOQ. SELECTION CRITERIA/EVALUATON PROCESS 5.1. Selection Criteria Although not necessarily exhaustive of the criteria to be utilized by the District, the District intends to use the following evaluation criteria in selecting Pre- Qualified Consultants. The Evaluation criteria are as follows: Timeliness and Completeness: To receive consideration, Consultant s SOQ must be received by the Response Deadline. In addition, Consultant s SOQ will be evaluated with respect to organization, clarity, completeness, and responsiveness to this RFQ. Such as providing the minimum qualifications, firm information, firm headquarters, and other information referenced in all sections of this RFQ. Technical Qualification and Competence: This includes the firms experience, expertise, and familiarity with the architectural and/or engineering services and applicable laws and requirements for public works projects in general and school projects in particular. The Consultants ability to provide proof of any required licenses and/or certifications for completion of the scope of work, if applicable. Record of Past Performance: This includes work quality, completion of work on schedule, cost controls, completed projects as well as the response of references provided by the Consultant. 14 Approach to Work: This includes the identification of the project team and sub-consultants, project management coordination methodologies, analysis and study approaches, ability to respond to emergencies, delays and consultant s ability to communicate effectively with District personnel, and offer advice in the best interest of the District. Contract Requirements and Cost Control: This include compliance with contract requirements described in this RFQ and cost control procedures, preliminary cost estimates, personnel utilization, billing rates for personnel and Consultant s policies respecting the pass-through to the District of overhead costs Evaluation The SOQs will be evaluated by an evaluation panel consisting of individuals selected by the District. Selection for this qualified list will not guarantee the selected firm consideration for future District projects. At the District s discretion, to further assist in evaluation, some, one, or all of the responding firms may be requested to participate in an oral interview. The interview will be used as another opportunity to clarify any issues within a given proposal and explore the approaches that may be used to satisfy all District requirements. The District reserves the right to request that some or all of the responding firms consent to being interviewed by selected District personnel and/or representatives and/or submit additional written information. Based on its evaluation of the SOQ s that it receives, the District may select one or more Pre-Qualified Consultants. The District also reserves the right to: (i) extend the Response Deadline, (ii) send out additional RFQs, and/or (iii) provide for other mechanisms for Consultants to become Pre-Qualified to provide constructability review services to the District. This RFQ and any potential future RFQs or RFPs associated with this solicitation, do not commit the District to award a contractual agreement with any vendor or to pay any costs incurred in the preparation of SOQs. The District reserves the right at its sole discretion to: (i) waive or correct any defect or informality in any response, (ii) withdraw this RFQ, (iii) reissue this RFQ, (iv) reject any and/or all SOQs, (v) prior to submission deadline for SOQs, modify all or any portion of the selection procedures including deadlines for accepting responses, services to be provided under the RFQ, or the requirements for contents or format of the SOQs, (vi) waive irregularities, (vii) procure any services specified in this RFQ by any other means, (viii) determine that no projects will be pursued and/or (ix) terminate or change the contracting process articulated in this RFQ because of unforeseen circumstances. Acceptance by the District of any SOQ s submitted pursuant to this RFQ shall not constitute any implied intent to enter into an agreement for services. The District shall not be responsible in any manner for the cost associated with preparing a response/proposal and/or participating in an interview. The SOQ s, including all drawings, plans, photos, and narrative materials, shall become the property of the District upon the District s receipt of same. The District shall have the right to copy, reproduce, publicize and/or dispose of each SOQ in any way that the District may choose. The District reserves the right to negotiate the terms and conditions of any agreement for services that may hereafter be let by the District.
