FGGO/HSR intends to sell the aforementioned vehicle and invites bidders to submit their bid price in a sealed envelope to the address specified below. Submissions: 1. Submission of Bid: All responses must be in English. All documents needing signature/stamp should be scanned and submitted to the FGGO/HSR Operations Department in a sealed envelope no later than 26/09/2017 (03:00 PM Kabul, Local Time). 2 SECTION A ITB INSTRUCTIONS & CONDITIONS 1. All bids received after the bid closing date and time specified above will be returned to the applicable bidder unopened. 2. Bidders are welcome to inspect the vehicle prior to submitting bids. 3. The vehicle is stored at the FGGO/HSR Kabul office located at House 315, 3rd Ansari Watt, Shahre Naw, District 04, Kabul, and maybe inspected on 24 and 27 Aug, 2017 between 08:00 AM to 04:00 PM. For appointment purposes, please contact Jan Mohammad Azad at +93 (0) FGGO/HSR reserves the right to reject any and all bids and to waive any informality in bids received whenever such rejection is in the interest of the FGGO/HSR. This invitation to bid does not commit FGGO/HSR to award a contractual instrument or to pay any costs incurred in, or in connection with, the preparation or submission of bids. 5. FGGO/HSR also reserves the right to withdraw the invitation to bid prior to award in its sole discretion or when it may deem appropriate. 6. Payment in full shall be made prior to removal of the vehicle from FGGO/HSR property, and in any case within five (5) business days of the signature of the contract for sale between the successful bidder and FGGO/HSR. Successful bidder shall transport the vehicle within five (5) business days of the full payment. And after processing of the required paperwork to transfer the vehicle to the new owner. Failure to do so may result in cancellation of the anticipated contract for sale. 7. The vehicle described is offered AS IS, WHERE IS and without recourse or warranties of any kind. 8. Upon payment of the purchase price in full, by certified Cash or Wire Transfer to the FGGO/HSR, title to the vehicle passes to the successful bidder, and all handling thereafter shall be at the expense and risk of the successful bidder. 9. The successful bidder agrees to transport the vehicle at his/her expense and FGGO/HSR will not provide any assistance either mechanical or manpower during the transport of the vehicle. 10. This invitation to bid contains no contractual offer of any kind. 11. Your bid shall remain valid and open for acceptance for a period of at least thirty (30) days from the closing date for submission of bids. 12. Evaluation of bids shall take place based on the total price for the vehicle. A bid shall be deemed successful if it was submitted in compliance with the terms and conditions of this ITB and contained highest price for the given vehicle. Bidders are required to examine all instructions and conditions contained in this ITB. FAILURE TO DO SO WILL BE AT THE BIDDERS' RISK.
