1 Local District Northwest Operations FIELD TRIPS AUGUST 9, 2017
2 Overview Since 1977, LAUSD has been self-insured for its liability exposure. The District is exposed to various risks of loss ranging from destruction of property to accidental death and dismemberment. Most District assets are covered through the Self-Insurance Program. The majority of District losses including legal settlements are covered by the District s Self-insurance Program. District sponsored Field Trips & Special Events are covered under the Self-insurance Program and must be thoroughly reviewed to ensure compliance with District policies and procedures. Any agreement with third parties require a review of the insurance and indemnification language by Risk Management prior to execution by a school.
3 Board Rule 2379 To be approved, a field trip must: Have a connection with course of instruction or with school related social, educational, cultural, athletic, or school band activities Be for students enrolled in early education centers or in elementary, secondary or adult schools of the District Be paid for out of currently budgeted, appropriate funds Not deny participation of any students because of race, color, national origin, sex or handicap Be free of cost to students if ADA credit is to be granted, except for trips conducted by the Youth Service Section and some conducted under policies governing student body activities Be educationally worthwhile and MUST lead directly to the educational growth of students Have adequate supervision provided by certificated personnel

7 Field Trips: Non-Sponsored/Unauthorized NOT APPROVED BY THE DISTRICT The District assumes no responsibility or liability. All liability and responsibility are shared by the outside organization and the parent who allowed the child to attend. Parents should receive written a disclaimer that the District assumes no liability in connection with the trip. Any teacher participating in an unauthorized field trip must be informed in writing that he/she participates in his/her personal capacity and not as a District employee. 8 Guidelines on Use of Privately Owned Vehicles for Authorized School District Business BUL The preferred manner to transport students is through the use of school buses arranged through the Transportation Branch In LDNW no elementary schools will use personal vehicles for field trip purposes. Secondary schools MUST consult with their Operations Coordinator.
9 Employee Responsibility For Use of Private Vehicle District employees may not use private vehicles to conduct employment duties and activities unless specifically authorized to do so in advance by the site administrator, division or branch head and in compliance with their job classification and responsibilities. MUST show proof and possession of a valid California drivers license and Automobile Liability insurance No collision or comprehensive coverage is provided by the District for an employee s private vehicle. Automobile liability insurance carried on the employee vehicle shall always be primary in the event of an accident.
10 Parent/Student Drivers LAUSD does NOT authorize the use of student drivers to transport another student. The district does NOT assume liability for the operation of vehicles driven by parents or students.

13 Things to Remember Review the Field Trip Handbook (REF ) Submit all requests days in advance When in doubt, call LDNW Operations Utilize the District s Field Trip Activity Check List Utilize the Pre-Approved Lists Pre-Approved Field Trip Site List: Principal Approval/all paperwork kept at school site Approved Charter Bus List
14 Things to Remember School Site Responsibilities Number of Adults: (10 to 1 Ratio, 1 Adult Certificated Employee for every 10 students); Check Megan s Law List online for all volunteers List the names and employee numbers of all employees attending and contact information Method of Transportation: School Bus, including appropriate transportation for Special Needs students. Charter/Private Bus (approved bus companies only) Airplane (include airline flight information) Include Itinerary: (Specify hotel accommodations/name and contact number of hotel) Have students return a completed Parent s or Guardian s Permission for a Field Trip and Authorization for Medical Care-Trip Slip. Complete a Request for Approval of School Organized Trip for Students. Make sure the request is signed by the Principal
15 Things to Remember Neither students nor their parents may be charged a fee or other charge for a field trip. No child shall be excluded from a field trip because of a lack of sufficient funds or special needs. Schools cannot require parents/guardians to accompany their disabled child on a field trip when a similar obligation is not imposed upon parents/guardians of nondisabled students. Schools may not require a mandatory donation as a condition to participate in a District sponsored field trip.

17 Operations Updates: Child Abuse Awareness Training (MEM ): All LAUSD employees are auto-enrolled in the Learning Zone Class and are required to complete the Fall CAAT and assessment annually between July 1 and no later than September 30. Substitutes who have completed the hiring process are also auto-enrolled in the Learning Zone class. New employees hired after September 30 are required to complete the Fall CAAT by the end of the month following the month of their hire and annually thereafter. Safe School Plans/Due October 1, 2017 (Reference Guide Available Soon): The new, Integrated Safe School Plan incorporates the latest federal guidance and will autopopulate key information, eliminate redundant inputs, and have a shorter printout. All staff members at a school will be able to view the emergency plan online.
18 Operations Updates Drinking Water Log Certification (Ref. Guide ); Random Metal Detector and Locker Search (BUL ): Both Certifications are due by the 15 th of each month. Remember certification is for previous month. IStars: IStars: Issue Type- Inappropriate Conduct (Employee): Please contact assigned Operations Coordinator; In general: complete Istar with all required information, including Admin. contact info. and correct time of incident; RARD if issue type is Suicidal Ideation. Unnecessary IStars should be voided. Issue Type- Bullying (BUL ) Before selecting Bullying as Issue Type, please refer to Bullying definition on p. 2 of bulletin. All Istars identifying Bullying as Issue type require the allegation to be investigated within 30 calendar days and resolved within 60 calendar days. The Istar needs to include details of the investigation and resolution (including interventions and monitoring) under Updated Information on the Incident Description Tab/Page. IStars: Issue Type-Illness/Accident; Please complete the Injury/Illness Report, date, and certify before submitting. Some school personnel (nurses, SAA s, Counselors, etc.) do not have full IStar privilege and administration must submit for them. Check with Principal on users and monitor those IStars.
