1 WELCOME Nevada s ReSEA Initiative September 4, 2015

2 What is ReSEA? ReSEA stands for Reemployment Services and Eligibility Assessment. Replaces both REA and WPRS. See UIPL dated March 27, 2015.

3 ReSEA versus REA The difference is more than the name ReSEA REA Funds cover both the reemployment services and UI portions of the interviews. Select WPRS eligible claimants. Select claimants with less than five benefit checks. Funds cover the UI portion of the interviews. Avoid selecting previously selected WPRS claimants. Selects claimants with less than two benefit checks.

4 ReSEA Fiscal Year (FY) 2015 FY 2015 will be nine months from April 1, 2015 and end December 31, Fiscal Year (FY) 2015 is a transition year to convert from REA/WPRS to RESEA.

5 Who is Eligible for ReSEA? UI claimants identified as more likely to exhaust benefits (using the WPRS statistical model), and; Transitioning veterans receiving UI for Ex-Servicemembers (UCX claimants).

6 ReSEA - What Services To Provide? States are encouraged to focus on providing more intensive services to these individuals as these populations may have more barriers to reemployment. Requires the development of a more focused individual reemployment plan to serve the needs of the claimant.

7 Nevada: ReSEA Selection Process Excludes Hiring Hall Union Members/ Temporarily Laid Off workers. Claimants ranked using the statistical model are selected after first payment; before fifth payment. Initial Interviews One-on-one, in person interview, Includes developing an Individual Reemployment Plan, conduct eligibility and work search reviews. Follow-up Interviews One-on-one, in person interviews, Up to two follow-up interviews, Update Reemployment Plan and review eligibility and work search.

8 ReSEA Interview Reemployment Services include: Update Employment Service online registration: work history, experience, skills, education, etc. Career Services: job club, job search workshops, assessment and/or testing, resume preparation assistance, counseling labor market information, job match and referral to job openings. Orientation to AJC Services Develop or revise an Individual Reemployment Plan: list all scheduled reemployment activities.

9 ReSEA Interview UI Services include: Eligibility Review Is the claimant able/available to seek and accept full-time or part-time work? Ongoing review of UI eligibility, able/available, unreported earnings, etc. Work Search Plan Is the claimant actively seeking work for which they are suited by experience and/or training? Are they applying for work in a method that is most likely to result in employment? Verify ID Required to produce proper ID for all scheduled appointments. (unexpired government issued photo ID)

14 Nevada RES/REA History Benefits-$2,789 (18%) increase in earnings per claimant over 18 months after random assignment A 4% increase in employment rate 18 months after random assignment Increased tax revenue due to increased earnings Net Cost Program costs $218 per claimant UI payments were reduced by $933 per claimant (20-26 months after random assignments) Savings of $715 per claimant
