22 Policies as RM Tools Any policy developed by a municipality must be reasonable The policy must appropriately balance cost and risk The policy and procedures must be consistently enforced Need to document any operations decisions that significantly depart from standard practice Policy should be preserved indefinitely for defense purposes Adequate records must be maintained to provide proper defense

23 Facility Inspections Inspection of facilities must be accompanied by appropriate and immediate repair of any defects Previous incidents may serve as a warning of potential future liability if the condition is not remedied The lack of previous incidents may only be due to chance There is a duty on the part of the facility owner to warn users of foreseeable harm The condition of the premises must be suitable for their intended use.
