1 Early 2014 NAESB-WEQ Standards for Section 4.2 RM The Notice of Proposed Rulemaking in this docket was issued on July 18, Approximate Business Practices and Communication Comments have been filed. The NOPR proposes to incorporate by reference portions of the most recent version of the due date of Communication Protocols for Public standards (Version 003) adopted by the Wholesale Electric Quadrant ("WEQ") of the North American Energy Standards Board ("NAESB"). required Utilities Order No. xxx-xxxx (RM ). In addition, the Version 003 package also contains modifications to standards related to the Open Access Same-Time Information System compliance filing once this rulemaking is complete. Attachment K none ER /31/9998 pending This compliance filing was submitted early (the FERC-adjusted due date was July 10, 2013). etariff Revised Attachment K for interregional transmission coordination procedure. The filing is designed to address all the requirements of Order No for interregional filing transmission planning and cost allocation. 12/31/2012 Revisions to Schedule 4 - Schedule 4 ER /22/2013 pending The NV Energy Operating Companies are proposing two minor changes to Schedule 4 - the etariff Energy Imbalance Service ER13-44 Energy Imbalance Schedule. Both changes deal with the calculation of the Market Price Proxy that sometimes serves as the Schedule 4 basis for Incremental and Decremental Energy Cost. Schedule 9 - Generation Imbalance will also be impacted, as it Revisions incorporates by reference the Schedule 4 definitions of Transmission Provider s Incremental Energy Cost and pending Transmission Provider s Decremental Energy Cost. However, no changes to the text of Schedule 9 are proposed. Order Issued: 3/1/2013 On March 1, 2013 the Commission issued an Order Rejecting in Part, Accepting in Part and Suspending Proposed Rates, Granting Complaint in Part, Establishing Hearing and Settlement Judge Procedures and Consolidating Proceedings. This filing will enter hearing and settlement proceedings before resolution. Compliance Filing: 4/1/2013 On April 1, 2013 as directed in the March 1 Order, the NV Energy Operating Companies revised Schedule 4 to remove the ER transmission basis in its Schedule 4 provisions with respect to the calculation of the Market Price Proxy ( MPP ). The NV Energy Operating Companies request that the Commission accept the revised Schedule 4 for filing as compliant with the March 1 Order, and effective March 1, 2013, subject to the outcome of the proceeding set forth in Docket No. ER Note that a new Docket Number was assigned for this particular compliance filing. 3 Compliance Filing Accepted: 7/10/2013 On July 10, 2013, FERC issued a Letter Order accepting our April 1st filing compliance with the March 1 Order of removing ER the transmission cost basis from the Energy Imbalance Provisions in Schedule 4 of the NV Energy OATT. Note that while this closes this particular compliance issue, the larger Docket No. ER remains outstanding. However, we did post an updated OATT to reflect the acceptance of this limited compliance filing, effective March 1, Offer of Settlement Filed: 7/10/2013 Offer of Settlement filed to resolve all remaining issues in this filing. This settlement is unopposed. Among other things, the ER settlement changes the proposed effective date to January 22, 2013 (from the originally requested March 1, 2013). ER13-44 This settlement addresses the originally filed issues to: (1) adjust one component ofthe calculation of the Market Price Proxy ( MPP ); and (2) update the transmission cost basis included in the calculation of Schedule 4 imbalance charges/payments. 12/31/2012 Revisions to Attachment N Attachment N ER /1/2013 7/10/2013 The purpose of this filing is to reform the OATT generation interconnection procedures to etariff (Large Generator Interconnection Attachment O address unique siting issues in the state of Nevada, improve the efficiency of the interconnection process, and decrease future LGIA-SGIA Procedures) and Attachment O queue backlogs. The modifications to NV Energy s interconnection process will be implemented by: (1) creating a Revisions (Small Generator Interconnection Pre-Application Process; (2) eliminating current Feasibility Study process; & (3) creating a biannual queue cluster window for Procedures) large generator interconnection requests based on geographic location & completion of the Pre-Application Process. Order Issued: 3/1/2013 On March 1, 2013 the Commission issued an Order Conditionally Accepting in Part and Rejecting in Part Tariff Revisions. A compliance filing is due within 30 days to address this order. Compliance Filing: 4/2/2013 On April 2, 2013 as directed in the March 1 Order, the NV Energy Operating Companies have filed revisions to the Large ER Generator Interconnection Procedures ( LGIP ) and Small Generator Interconnection Procedures ( SGIP ) in accordance with the Commission s direction in the March 1 Order. There were several changed to be made to each of the Attachments. We requested that these changes be accepted and made effective on March 1, Note that a new Docket Number was assigned for this particular compliance filing. Updated Compliance Filing: 5/3/2013 On May 3, 2013, the Company filed several updates and corrections to its earlier compliance filing, made on April 2, ER This correction filing was made under the new Docket Number issued for just this compliance filing. Updated Compliance Filing Accepted: 7/10/2013 On July 10, 2013, FERC issued a Letter Order accepting our April 2nd filing (as corrected on May 3rd) of our compliance with ER the March 1 Order. This Letter Order not only closes Docket No. ER but also concludes the original Docket No. ER ER as well. This filing is, thus, complete, and an updated OATT was posted on OASIS to reflect these changes. 10/30/2012 FERC Rate Case for Sierra Pacific Schedule 1 - Scheduling ER /1/2013 8/29/2013 On October 30, 2012, the Sierra Pacific Power Company filed at FERC to amend its Zone A etariff Power Company (OATT Zone A) Schedule 2 - Reactive ER13-29 rates for the schedules listed to the left. The original proposed effective date for these changes was January 1, On rate case Schedule 3 - Regulation & Frequency Response December 31, 2012, the Commission issued an Order which accepted the rate for Schedules 1 and 10 effective January 1, Schedule 5 - Spinning Reserve 2013 (subject to refund), and postponed the effective dates for the remaining schedules until June 1, 2013 (which will also be Schedule 6 - Supplemental Reserve subject to refund) pending a settlement and/or hearing. In addition to the settlement, a request for expedited treatment to allow us to put the settlement rates into effect beginning June 1st, 2013 was filed. The settlement rates are shown in the table above. 7/2/2013 An order was issued in Dockets ER & ER granting the request to put the settlement rates into effect beginning June 1st, /29/2013 Order issued approving the settlement and ordering refunds. This concludes this filing. 10/1/2013 Refund report filed in connection with the settlement approval. This REALLY concludes this filing. 10/30/2012 FERC Rate Case for Nevada Schedule 1 - Scheduling ER /1/2013 pending On October 30, 2012, the Nevada Power Company filed at FERC to amend its Zone B etariff Power Company (OATT Zone B) Schedule 2 - Reactive ER13-28 rates for the schedules listed to the left. This revision filed to address changes mandated by FERC Order Nos. Filing FERC Order No. 729, November 24, conditions 729, 729-A, and 729-B. FERC Order No. 729-A, May 5, pending) On 6/17/2011 we received a Notice of Deficiency from the FERC outlining several FERC Order No. 729-B, July 15, items that were missing from our original filing. We have 30 days to respond, so a Revised OATT Attachment C - Methodology To Assess Available Transfer Capability (ATC) response will be due no later than 7/17/2011 (or 7/18/2011, since the 17th is on a Sunday). We made that filing via etariff on 7/18/ /21/2010 FERC Order No. 676-E (RM ) Section 4.2 none ER /21/ /22/2010 Compliance filing to incorporate by reference the latest edition of the NAESB-WEQ business etariff NAESB-WEQ Standards for practice rules. This modified Section 4.2 of the OATT. Gone are the old sheet-based artificial page breaks to preserve sheet position. Gone are the old "This Page Held for Future Use" placeholder pages. Gone is the old, unified, front-to-back sheet (or page) numbering. Now we are supposed to work with the OATT using sections only, not page or sheet numbers. 4/15/2010 FERC Order No. 676-F (RM05-5) none none RM N/A N/A This is noted here because most of these types of orders required an OATT compliance filing.
