3 Inform / Plan HSE Corporate Plan Guided by our Mission, Vision and Values the HSE s Corporate Plan sets the strategic direction for our organisation for the three year period. It is the overarching framework within which the organisation outlines its key objectives, priority areas for improvement and how it will measure its achievements. The first HSE Corporate Plan was produced within six months of the establishment of the HSE in June 2005 The second plan covers the period , and The third plan is being developed which will commence implementation in
4 Inform / Plan (contd ) Capital Plan Based on Governments National Development Plan National Recovery Plan Government s 4 year plan for a return to sustainable growth in the Irish economy National strategic and policy documents e.g. A Vision for Change Report of the Expert Group on Mental Health, Ryan Report re Children, National Cancer Strategy etc. Programme for Government and Government priorities outlined in their Statements of Strategy Public Service Agreement (Croke Park) Government Estimates for Receipts and Expenditure details the budget allocation for each Government Department for the year in question To influence this process annually, the HSE undertakes a review of its resources and communicates its requirements to the DoHC. 4
5 Do National Service Plan (NSP) National Service Plan (NSP) is the Action Plan for the year. It translates the strategic priorities of the Corporate Plan into action year on year deliverables. The NSP o outlines how we will deliver Ireland s health and personal social services for the year, within the resources allocated by Government (Vote) o is the annual legislative contract between the Minister for Health and Children and the HSE o is the benchmark against which performance is measured throughout the year, supported by: Regional Service Plans (x4) - Localised Business Plans. 5
6 Review Performance Measurement Corporate Plan report: Annual report against the Corporate Plan Annual Report: (legal requirement) for preceding year against NSP, Corporate Plan and Capital Plan Performance Reports (National and Regional): Monthly reports against the NSP including Balanced Score Card HealthStat: National focussed review of operational metrics which are used to measure and drive performance at hospital and Integrates Services Area (ISA) level. 6
7 Evaluate / Revise Quarterly meetings with DoHC Quarterly meetings between the Secretary General, DoHC and the Chief Executive Officer of the HSE, and their respective management teams, to discuss issues arising in relation to implementation and progression of the annual service plan Management Team (PMCC) Performance Monitoring Control Committee (PMCC) as a subgroup of HSE Management Team meet regularly to review performance against plan and is responsible for approving the monthly Performance Report (PR) against NSP that is submitted to the Board and DoHC (Chair National Director of Finance) Performance Management Review Process held at Regional level between the National Director and Regional Director of Operations via the Regional Performance Management Report Board Monthly review of Performance Reports 7

These are agreed, implemented and reviewed as part of the normal management cycle.
