Reference to our letter of even number dated 21 Apr It is intimated that some of the KVs and Regions forward the Adventure programmes to this HQ for approval with following observations which are to be rectified:- a) Some of the organizing institutions of the Adventure programmes in KVs are not Govt. agencies or out of the list of the agencies forwarded by this HQ (list forwarded in referred letter). b) After conducting the programme some KVs forward letters to this HQ for approval instead of taking approval well in advance. c) Some KVs are not forwarding proposals through Regional HQs. d) The consolidated expenditure list of KVs of the Region is to be forwarded to this HQ (instead of one or two KVs expenditure list) by 31 Dec for budgeting at KVS (HQ) vide our letter of even reference dated 18 Sep 09. e) The information of Adventure programme are not intimated to this HQ well in advance. 3. The consolidated list of Adventure programmes of the KVs of the Region is to reach to this HQ latest by 20 Mar & 20 Oct for the activities of May-Jun & Dec respectively, (Refer letter of even reference dated 10 Sep 09). 4. The Adventure programmes of KVs are to be forwarded as per enclosed format for approval from this HQ. 5. Subject : EXPENDITURE POLICY PERTAINING TO ADVENTURE ACTIVITIES Sir/Madam, 1. I am to state that a policy to incur expenditure in connection with expenditure on adventure activities was formulated by this HQ and the same has been disseminated vide letter No.F.242/OSD (Def)/KVS/08/Adventure dated 08/ The expenditure incurred will be re-imbursed as followed from VVN fund of KVs, Regional HQ and KVS (HQ) (Sports Fund):- i) 20% of expenditure incurred to be borne by school out of school VVN Fund. ii) 40% of expenditure incurred to be borne by respective region out of Sports Control Board Fund. iii) 40% of expenditure incurred to be borne by HQ Kendriya Vidyalaya Sangathan out of Sports Control Board Fund provided such programmes once approved by the 3. The consolidated expenditure of all the KVs on Adventure activities are to be sent to this HQ of the year is to be sent to this HQ latest by 31st Dec through respective Regions. 4. Subject: Sir/Madam, Amendment in article 202 of Accounts Code regarding incur expenditure in connection with the maintenance of NCC troops out of VVN Fund I am to state that a proposal to incur expenditure in connection with the maintenance of NCC troops out of VVN Fund was received for consideration of Finance committee. The Finance committee in its meeting held on considered and recommended the proposal to incur an expenditure of Rs.1.9 crore in connection with the maintenance of NCC troops out of VVN fund during and , until such time the funds are made available specifically under the Non-Plan grant by the MHRD. The committee also recommended to amend Article 202 of Accounts Code to include the expenditure to be incurred in connection with the maintenance of NCC troops in the Vidyalaya at Rs. 2.2 lakh for every troop (100 Cadets) in the Kendriya Vidyalaya where NCC troops are sanctioned by the NCC Directorate. The Board of Governor in its 8151 meeting held on has approved the recommendation of the Finance Committee and accordingly Article 202 of Accounts Code stand amended. Therefore it is requested that the amendment to article 202 of Accounts Code may be circulated among all the Vidyalayas of tne region. Reference to our letter of even number dated Sep 09 on the expenditure on training of ANOs (Enci.I). 2. The said letter on funding NCC is revised and the expenditure on funding NCC training In KVs will be as per following:- a) Expenditure)n NCC in KV will be met out of VVN Fund of KV. b) If the WN is not sufficient to meet out the expenditure on NCC, then VVN of Regional Office will meet the same. 3.
