5 OVERVIEW This study presents information about the government budget aimed at combating many sicknesses, including Dengue, in order to obtain information about how much is being spent in Brazil and on what. We analyze both the transfer of resources from the Federal Government to the other federated units and the direct applications under a specific budgetary plan. MAIN RESULTS Falling budget execution since 2014 The budget execution rate, meaning the relation between the payed values (including payed carry-over) and the approved values (including subscripted carry-over), in the budget for the transfers to states, municipalities and the Federal District concerning health surveillance was 98% in 2013 and it fell to 77% in For the budgetary plan of the National Coordination on Surveillance, Prevention and Control of Dengue, this value fell from 66% in 2013 to 27% in Distribution of transfers In absolute numbers, the transfers of federal resources to the state governments concerning health surveillance are mainly concentrated in the states of São Paulo, Minas Gerais and Bahia. In per capita terms, there s a concentration on the Federal District and northern states such as Amazonas and Tocantins. Transfers x Incidence: outlier identification Comparing the incidence rate of dengue in the states and the transfers they perceived from the federal government may help to identify outliers. For example, the state of Goiás had the highest incidence in 2015 (24.7 cases per inhabitants), while it was one of the states that received less transfers per capita (R$ 1.27 per inhabitant) 5 DEPARTMENT OF PUBLIC POLICY ANALYSIS

16 METHODOLOGICAL NOTES The federal budget data was obtained from the consultation made on 19th February 2016 in the SIGA Brasil System of the Federal Senate. The values of government transfers to states to combat dengue refer to the total values paid and the carry-over (amounts earmarked in the previous year and paid in the current one) under the 20AL action (financial incentives to states, the federal district, and municipalities for health control), filtered by the 30 (transfers to states and the DF) and 31 (transfers to states and the DF fund by fund) application modes. The calculation of the incidence rate per thousand inhabitants for the states and the DF was based on the IBGE projected population data for 2012, 2013, 2014, and It is important to highlight that the 20AL action contain resources used to combat various diseases, including dengue. In other words, transfers to combat dengue can be found within this value, but the total value cannot be attributed to the specific combat of dengue. Besides the 20AL action, we present data on the 20YJ action referring specifically to the budgetary plan National Coordination on Surveillance, Prevention and Control of Dengue Fever. According to the Ministry of Health, these resources (available in the budget laws since 2013), shall also be accounted as direct Federal Government expenses for combating Dengue.
