1 Department of Public Relations, Chandigarh Administration Press Release Chandigarh, March 1: Chandigarh s annual and Five Year proposals have been designed keeping in view the Government of India s policies and the local requirements. This brief note on the highlights of the plan proposals for 17 is to give an insight into a stronger contribution being planned for economic, social, civic and environmental regeneration of the city. The priorities of action have been identified for an integrated development of Chandigarh. The strategy has the following elements: Presenting a shared vision. Profiling city s identity. Mapping regeneration programmes. Identifying key themes & Setting priorities of action. The aim is also to make the city a source of civic pride involving all sections of society and to enhance the city s sense of distinctive identity, and not merely an adaptation of policies applied elsewhere. Being a non-legislature Union Territory, Chandigarh does not have any fund of its own. Its entire expenditure is made directly from the budget approved by the Govt. of India under different head of accounts for different objects while all its income also directly goes to the Consolidated Fund of India. The Budget has two parts i.e. and Non-. In the normal course the expenditure is the one which is incurred by the Govt. on the programmes/projects which are recommended by the ning Commission. These are work of development nature which has long terms impact on social & economic life of community at large. The Non- Expenditure is used to cover all expenses of Govt. not included in the plan or is of the recurring and routine nature i.e. Salaries, Wages, Offices Expenses, POL, Material, Minor Works, Professional Services, Grant-in-Aid, Scholarships/Stipends, Other Charges and Machinery & Equipments etc. Budget of U.T., Chandigarh is as under:- Items Final Approved Budget by GOI Projections (Tentative) Non- Gross Major Expending Departments under Non head are as under:- Departments NON PLAN Approved Budget by NON PLAN Projections

Education Health GMCH Police High Court Electricity- Power Engineering Transport - CTU Others Grand Total TH FIVE YEAR PLAN AND ANNUAL PLAN :- The 11 th Five Year for had been approved for Rs crores and after revised increase in the outlays, the plan size had touched Rs crores, which shall be expended till March, 2012 on various projects. The Five Year for 17 has been proposed at crores and for at crores. Various meetings had been held with all Departments to make a comprehensive and all inclusive developmental plan proposal for Chandigarh. The proposed projection aims at education, health, social security, urban development, civic amenities and other infrastructural facilities. All existing / ongoing schemes are being augmented further. The important highlights are:- A) EDUCATION- for a learning and skilful city Chandigarh has 86.4% literate population and is ranked 5 th at All India level. To raise the aspiration and change the attitude towards Education and Learning, improved quality and well linked learning skill and create a good reserve of human resources a special focus has been provided for women education and several relevent projects has been proposed in the plan by including : Projection for Additional Women Hostels in GCG-11 for 411 students Additional Girls Hostel in GCG-42 for 650 students. Girls Hostel for approximately 200 students in GC- 11 Construction of 18 New School Buildings in Southern Sectors & Periphery area of UT and upgradation of 7 Schools to Senior Secondary Level/Upgradation of existing infrastructural
3 facilities of various school buildings including sports facilities. Implementation of ICT Scheme for providing 160 computers for class 9th to Construction of new NCC Building Implementing Rastrya Madyamik Shikshya Abhiyan. Construction of Vidya Sadan Construction of Women Hostel having 54 Rooms at CCET (matching share of centrally sponsored programme of MHRD). Upgradation of Kalpna Chawla & Vindya Girls Hostel at PEC Deemed University. Technical Education Quality Improvement Project Phase-II (TEQIP II) and Improvement in PEC & UIET Besides the above, the ongoing schemes like:- Providing free uniforms, text books etc upto Elementary level. Pre-School Education under RTE Act. Reimbursement of expenditure private recognized schools under RTE Act. Constitution of the Right to Education Protection Authority (REPA) under RTE Act. Introduction of e-governance system in all Govt. Schools. Introduction of 14 new vocational sections to cover 25% student population under vocational education. Construction of Govt. College of Commerce & Business Administration in Sector 50. Mid Day Meal Scheme. Strengthening of Central State Library Sector 17 and State Library. Providing Infrastructural Facilities in Art & Science Colleges i.e. GC-11, GCG-11, College of Commerce & Business Admn., GC-42 and GC-46. Implementation of National Literacy Mission & Other Literacy Programmes under Adult Education. CCET degree wing s construction /completion. Modernization of Lab & Development of Govt. Polytechnic for Women. Grant-in-Aid to PEC Deemed University for Infrastructure, R&D and Innovation. Providing Infrastructural Facilities in Chandigarh College of Architecture. Infrastructural Development of Govt. College of Art. B) HEALTH- Chandigarh- a healthy city Chandigarh being the important centre of medical services in northern region, Health Infrastructure is being upgraded further for improved services. The following are being proposed: Up-gradation of CMC M.Majra to 100 bedded hospital. Up-gradation of CHC Sector-22 to 100 bedded
4 hospital for MCH services. Up-gradation of Polyclinic Burail to 50 Bedded Hospital Besides the above, the ongoing schemes like:- Strengthening of Govt. Multi Speciality Hospital Sector 16. Providing infrastructural facility to Rural Health Centres. Strengthening of Subsidiary Urban Health Centre. Matching share under NRHM Schemes to ensure rural Health Care needs. C) TRANSPORT- to make Chandigarh an enterprising and innovative city To facilitate and to maintain an efficient, safe and environmentally sustainable transport system where International Good Practices are adopted and to further strengthen the existing infrastructure, the following have been proposed; Introduction of MRTS/BRTS/LIGHT RAIL TRANSIT. Multilevel parking at ISBT Sector Expansion of Idle Bus Parking at ISBT Creation of 4 New Bus Stands/City Hubs near PGI, Manimajra, Dadumajra and Sector Replacement of 208 buses against condemned buses of CTU. Besides the above, the ongoing schemes like:- Strengthening & Widening of Link Roads Upgradation & Development of ISBT 43 Upgradation of Workshops & Admn. Block IT Infrastructure/GPS System and Computerisation of CTU Additional operational staff Other Programmes like state highways/flyovers Road Safety Programmes Enforcement of MV Act D) HERITAGE CONSERVATION- Chandigarh a cultured city We value the heritage of the city and to lead the regeneration of the city and to raise its profile even further, the following have been proposed at the cost of Rs. 20 crores. Constitution of Chandigarh Heritage
5 Conservation Committee. Completion of unfinished Projects in Original of Chandigarh. Upgradation of Architectural & Approval Services. Implementation of new concept of Green Code in Chandigarh to achieve sustainable development in the city and to ensure compliance with Government of India s guidelines enunciated in the Mission for climate change. E) SOCIAL SECURITY AND SOCIAL WELFARE, Chandigarh- a caring and humane City To provide a better and secure atmosphere in the social security sector, the following new schemes have been proposed besides the existing schemes: Launching a new scheme for Cash Award to the children of Safai Karamcharies. Introduction of Indira Gandhi National Pension Scheme under National Social Assistance Programme (NSAP). Setting up of another Sr. Citizen Home, Sector Implementation of New Pension System (NPS) SWAVLAMBAN for un-organized sector workers including Rickshaw pullers & Rehariwalas, fariwalas etc. Opening of more Creches Construction of Anganwari Centres at village Dhanas, Palsora, Khuda Alisher etc. Implementation of Integrated Child Protection Scheme (ICPS) Besides the above, the ongoing schemes are under process:- Post Delivery financial assistance for women for nutrition. Vocation Training Cum-Production in Sector 46 and Maloya. Implementation of training project under SWAVLAMBAN scheme. Apni Beti Apna Dhan Scheme. Financial Assistance to Dependent Children of Widows and Destitute Women. Distribution of Summer & Winter Uniform to Anganwari Children. Supplementary Nutrition Programme in Anganwari Centres. Welfare of Handicapped.
6 F) ENERGY, Chandigarh a prosperous city An energy plan has been worked out to give uninterrupted power and also to give impetus to thrust to the alternative power services, the following have been proposed: Strengthening/Up-gradation and restructuring of power distribution network by providing Power transformers at sub-stations M. Majra, Sector- 1,2,52,34,34,17, Sarangpur and Raipur Kalan (Indl. Ph-III). Implementation of Model Solar City Programme and making Solar Energy of Solar Water Heating System more popular. Projection for Annua l G) THE MUNICIPAL CORPORATION, Chandigarh for vibrant Local Government The Administration has been providing budgetary support to the Municipal Corporation, Chandigarh to carryout the various developmental projects/schemes. So, in the plan, MCC would be a priority area of the Administration in view of the deserved emphasis on Urban Development. The aim is to enhance the city s quality through proper management and targeted initiatives of strategic importance. So, the proposal is to give funds to the tune of Rs Cr. during Five Year and Rs Cr. during to carry out various developmental works under different services as under:- For Augmentation of city water supply system including Phase V&VI, VII&VIII. For the development of city roads under jurisdiction of MCC. For Solid waste management & Allied Activities. For various Civic works such as multilevel parking, upgradation of Bus Queue Shelter, Community Centres and Sports Complex in Daddu Majra etc. For replacement and augmentation of trunk brick sewers by RCC, NP3 pipes. For recently transferred functions of Primary Health Care. For Primary Education for better infrastructural facilities. For Horticulture for improvement of all Green Belts/Gardens and other works on V-3 roads. For the strengthening city s sewerage system. For Storm Water Drainage. Providing basic amenities/services to economic weaker section in the rehabilitation colonies. Improvement and Aug. of infrastructural facilities in villages under the jurisdiction of MCC.
7 For the improvement of street lights on various V-3,V-4 and V-5 roads. For Fire Protection and Control. For Swarn Jyanti Shahari Rozgar Yojana (SJSRY) ; and For construction of Sahaj Safai Kendras. The MCC had got only Rs Cr. during the 11 th and Rs Cr. for H) NEW PROJECTS UNDER URBAN DEV.: Chandigarh- a new wave of development New Secretariat building Construction of Auditorium of Beant Singh Memorial Trust. Setting up of a Kala Bhawan for various cultural activities and strengthening of infrastructure in Museum and Art Gallery. Construction of Nehru Centre of performing Arts Construction of Eight Underpasses near Press Chowk, Transport Chowk, Piccadlly Chowk, ISBT- 17, Kisan Bhawan, Cricket Stadium and Matka Chowk etc. Completion of Project of Slum Rehabilitation under JNNURM. I) OTHER NEW SCHEMES Construction and improvement of various stadia in the city. Creation of New ITIs Thrust on Forestry & Wild Life Better Public Distribution System Computerisation of Treasury and other offices for effective management of resources and expenditure.
