1 State/Federal Funding of Planned Parenthood in Connecticut Fiscal Year This report provides information on the amount of taxpayer funding, from state and federal sources, that Planned Parenthood of Southern New England (PPSNE) received in Connecticut for the fiscal year PPSNE covers the states of Connecticut and Rhode Island. Several factors provided the impetus for this report: (1) the current national debate over whether taxpayer funds should be used to fund Planned Parenthood operations, (2) the commitment of Governor Malloy to use state taxpayer funds to cover possible future reductions in federal funding to PPSNE despite the ongoing state budget crisis, and (3) the proposed reduction in state funding to other nonprofit organization in the state that service the elderly, children and disabled. This report does not include Medicaid reimbursement amounts to PPSNE, which may also be cut on the federal level and would be covered by state taxpayers based on Governor Malloy s proposal. The Conference is presenting this information to more fully inform the public and our state elected officials on this issue. The information in this report raises several questions: 1. Based on the sound financial resources of PPSNE, should it receive extra funding from the State while other services for the poor and disabled are being cut? Many of the limited number of services PPSNE offers are available through other community medical centers, including services funded by Medicaid. 2. Should the State provide millions of dollars in funding to PPSNE through a noncompetitive bid process? Federal and state law does not specify that these funds are for the exclusive use of Planned Parenthood. 3. Should the State be bonding money for PPSNE building renovations, when PPSNE has security investments valued at over $9 million? These investments could easily be liquidated or borrowed against to fund building renovations. Many of the nonprofits that the State assists do not have the same level of financial resources. PPSNE s operating budget for their fiscal year (April 2015 March 2016) totaled $31,164,428. Revenues received totaled $34,421,567, leaving PPSNE a budget surplus of $3,257,139. 2 PPSNE expended $272,968 in grassroots organizing and lobbying, including its loan of $174,709 to the Connecticut and Rhode Island Planned Parenthood Votes organizations. PPSNE also incurred direct lobbying expenses of $98,259. PPSNE received a total of approximately $5 million in state and federal funding for the fiscal year This comprised 14.8% of its annual operating budget. Funding through the state budget, excluding the state share of Medicaid reimbursements, totaled $2,671,427. Direct federal funding totaled $2,424,000. PPSNE s sources of state and federal funding for : - State Budget: o State taxpayer funding - $1,138,275 o Federal funds received by the state and then passed through to PPSNE primarily through a noncompetitive bid process $1,128,388. This funding is comprised primarily of Title V and Title XX funds. - State Bonding: PPSNE received $404,763 for building renovations - Direct Federal Funds: PPSNE also received an additional $2,424,000 in direct federal Title X funds. Title X exists specifically to support family planning and reproductive health care programs. The federal funds in the state budget are pass-through monies primarily from the Title V and Title XX programs. Funds from these grants are provided to Planned Parenthood for family planning services at the sole discretion of the General Assembly and the Governor. However, Title V and Title XX funds can be used for a vast array of social services, in addition to family planning services, such as: (1) increasing the availability of child care, (2) child abuse prevention programs, (3) community-based care for the elderly and disabled, and (4) programs to meet the nutritional and developmental needs of mothers, children and families. Although the state contracts list specific family planning services that the funding is intended to support, in reality the funds are used to support the general operations of the PPSNE clinics. As an example, the funding helps cover the salary of the clinic director and clinicians, office supplies, telephone expenses and other general overhead expenditures. Therefore, these funds do assist in covering the operations of abortion clinics within our state. Medicaid reimbursements from the State of Connecticut and federal government for qualifying services are not reflected in this report. The inclusion of these dollars could significantly increase the total amount of federal and state funds received by Planned Parenthood. 2 P a g e
