3 I. Preparation of the Policy hub stakeholder workshops Documents related to the preparation of the workshops have been sent to the Regional Coordinator of the VET GOV for ECCAS who immediately transferred them to the National Livestock Policy Focal Points at Countries levels. E mail exchanges and phone calls have been made with the National Livestock Policy Focal Points to iron out issues such as the one related to the budgets of the workshops. Letters have been drafted and signed by the Secretary General of ECCAS to announce the workshops. A request has been sent to FAO Nairobi in order to ask all FAO Representatives in different ECCAS countries to facilitate the organization of the workshops.
4 Necessary actions have been taken to organize workshops in all ECCAS countries before the Abidjan meeting but we didn t unfortunately make it due to reasons which are beyond our control. Finally the workshops have only been organized in two out of seven ECCAS countries (Equatorial Guinea and Congo Brazzaville). The workshop held in Equatorial Guinea has been catered directly from Nairobi, The workshop held in Congo Brazzaville has been organized after a funds transfer from Nairobi to the VET GOV account for ECCAS opened in Libreville, Gabon at the end of February 2013.
5 In Equatorial Guinea, the workshop has been organized from 26 th to 28 th of February 2013 to facilitate the establishment of a Policy Hub Group Photo with the Minister Delegate in Charge of Livestock
6 Officials of the Ministry of Agriculture fully were fully involved in the preparation of the workshop but the turnover was not at the level that was expected due to the absence of representatives of certain key Ministries (finance, planning). FAO Representative was present at the opening ceremony and sent a participant to attend the three days meeting. The workshop was very well conducted but language barrier hampered the dialogue between VET GOV Regional Coordinator and the participants of the workshop who were Spanish speaking. A translator was hired to facilitate the dialogue. The VET GOV Regional Coordinator was the sole facilitator of the workshop to come from the IBAR side. The budget allocated to the workshop was small compare to the objectives assigned to the mission.
7 In Congo Brazzaville, the workshop has been organized from 5 th to 7 th March 2013 to facilitate the establishment of a Policy Hub Group Photo with the Minister of Agriculture, FAO Representative and other Officials

9 These workshops must continue to be held in the rest of ECCAS countries but some issues must be raised and require immediate support or attention

11 CAMEROON The Workshop to facilitate the establishment of policy hub was underway when a decision to postpone has been taken. Some expenditures have been made and need refunds C A M E R O O N
12 CENTRAL AFRICAN REPUBLIC The workshop to be organized but due to the political turmoil in the country, CAR is banned from the African Union. So, can the VET GOV Program continue to be implemented in this country regardless of this sanction? C A R
13 CHAD There is a need to follow up the request sent to OIE for the PVS GAP Analysis mission C H A D
14 CONGO BRAZZAVILLE First and foremost, the Country has to send a request to OIE for a PVS evaluation, GAP analysis and legislation missions as soon as possible The implementation of the CAADP process needs to be backstopped and livestock to be given more attention C O N G O

18 IN ALL COUNTRIES All National Livestock Policy Focal Points are complaining because they are not motivated and therefore have no incentives to perform their duties The issue of staff turnover to be addressed
19 IV. Prevailing situation at the Regional level: Short SWOT ANALYSIS of ECCAS
20 Short SWOT Analysis of ECCAS Strengths The huge potentials of the region in terms of agricultural development and livestock in particular Weaknesses Weak capacity of ECCAS in terms of human resources to implement sound agricultural development policies and their related projects and programs
21 Opportunities - The existence of CEBEVIRHA/CEMAC - The support of financial institutions such as the World Bank, the European Union and the African Development Bank - The support of technical institutions such as FAO, OIE, AU IBAR and many NGO such as Hub Rural, Threats - Risk related to security in the Golf of Guinea, - Political turmoil such as the one going on in CAR - Risks related to Exogenous Shocks such as the financial crisis and climate change that could affect the economic prospects of the region.
22 V. VET GOV entry Points at Regional level ECCAS CAADP Compact, ECCAS Regional Program for Food security (PRSA/AC), ECCAS Common Agricultural Policy (PAC-CEEAC), Regional Economic Program of CEMAC Countries (PER)
23 VI. Functional linkages with CAADP - The VET GOV Regional Coordinator for ECCAS is in the Regional CAADP team. He is invited to attend all the meetings organized by the CAADP team at the regional level - The CAADP companion document and the CAADP and the Livestock CAADP analysis tool have been introduced handed over or transferred to all the members of the CAADP team of ECCAS - All the organizations which signed the partnership agreement with ECCAS to facilitate the implementation of the CAADP Process (FAO, IFPRI, CEBEVIRHA, Hub Rural, ECDPM) are aware of the document
24 VII. Partnership with institutions and organizations Partnerships to implement the CAADP Process in the ECCAS Region are made with the following institutions and organizations: - FAO, - IFPRI, - CEBEVIRHA/CEMAC, - Hub Rural, - APESS - ECDPM The VET GOV P has to take advantage of these partnerships A letter to be drafted and sent to ECCAS Secretariat to encourage these organizations to take into account the VET GOV Program during the implementation of the CAADP in the ECCAS Region.
25 VIII. Issues requiring immediate support/attention ECCAS CEEAC
26 As a reminder (Recall): Past, ongoing and upcoming events VET GOV Program has been launched (3 5 July 2012) Regional Coordinator of the Program and the Accountant are at their duty station in Libreville, Gabon VET GOV bank account has been opened and received a first fund transfer worth of $ US15,000 ECCAS CEEAC
27 Past, ongoing and upcoming events. Country visits have been conducted successfully Workshops to facilitate the establishment of Policy hubs have been organized in two out of seven ECCAS countries (Congo Brazzaville and Equatorial Guinea) ECCAS CEEAC
28 Issues requiring immediate support/attention Lack of funds to continue the implementation of activities, Problems related to matching the coordination mechanism of the program at continental and regional level, Lack of clear understanding of the agenda of OIE and FAO as far as the implementation of their activities is concerned. ECCAS CEEAC
29 Issues requiring immediate support/attention continued FAO has launched on February 7 th 2013 in N Djamena, Chad, a project named TCP/SFC/3401 for the benefit of CEMAC countries to enhance animal health legislation. The objectives of this project are the same as the one of the VET GOV Program as far as legislation is concerned. So there is a need to merge, harmonize, and consolidate some activities of these two project and program to avoid duplication. ECCAS CEEAC
30 IX. Recommendations Transfer of funds allocated to VET GOV activities in ECCAS must be made as soon as possible in order to continue the implementation of the Program Countries are urged to start or to continue the PVS process to comply with international normative institutions such as OIE and FAO A solution has to be found in relation with the frequent staff turnover in the various ministries in charge of livestock National Livestock Policy Focal Points to be motivated to continue to implement VET GOV activities at countries levels
31 OIE and FAO to clarify their agenda as far as the implementation of VET GOV activities at the regional and countries levels are concerned A meeting should be organized between OIE, FAO, AU-IBAR and the officials of CEBEVIRHA to find out how to take advantage of VET GOV and the FAO Project for the CEMAC countries and implement their activities in an efficient manner Workshops to facilitate the establishment of Policy Hubs to be continued with the participation of at least two or three facilitators from the IBAR side.
