3 POLICY CONTEXT: COUNCIL CONCLUSIONS 3 EUROPEAN COUNCIL October 2014: "[A] reliable and transparent governance system without any unnecessary administrative burden will be developed to help ensure that the EU meets its energy policy goals, with the necessary flexibility for Member States and fully respecting their freedom to determine their energy mix. The governance system will build on the existing building blocks, such as national climate programmes, national plans for renewable energy and energy efficiency ENERGY COUNCIL November 2015: "Separate planning and reporting strands will be streamlined and brought together." "[ ] systematic monitoring of key indicators for an affordable, safe, competitive, secure and sustainable energy system" "[ ] facilitate coordination of national energy policies and foster regional cooperation between Member States"

14 GENERAL APPROACH (agreed by the Council on 18 December 2017) Key elements of the agreement (mostly related to renewable energy target achievement): 3 milestones to the indicative renewables trajectory: 24% in 2023, 40% in 2025 and 60% in 2027 Ambition gap: list of objective criteria to assess the initial level of ambition; the Commission can issue non-binding recommendations Delivery gap: if MSs miss a reference point, they must ensure that the gap is filled the year after the reporting of this gap MSs must continue to meet and maintain their binding 2020 renewable energy target by and beyond 2020 (additional measures within one year in case of underachievement) Inter-connections: MS must establish roadmaps for the development of interconnections (+ reporting and follow-up by the Commission) + flexibilities on regional cooperation, financing platform 14
15 EUROPEAN PARLIAMENT 15 ITRE (Industry, Research and Energy) and ENVI committees adopted a joint report on the proposal on governance of the Energy Union (7 December 2017) European Parliament vote (17 January 2018, plenary session): 2030: 35% renewable energy target (12% in tansport) and 35% energy efficiency target Endorsement of committee proposals (=MEPs mandate to start negotiations with EU governments) on RED, EED and Governance
16 KEY AMENDMENTS BY THE EUROPEAN PARLIAMENT 16 Consistency with commitments of the Paris Agreement: establish a EU fair share of the global carbon budget consistent with 1,5 C; Long-term strategies should be consistent with that carbon budget Timing: NECPs: draft 1 June 2018, final version 6 months after entry into force of the regulation (1/1/2019 at the latest), then every 5 years LT LES: 1/1/2019 Long-term (2050) planning to achieve Paris agreement objectives (incl. public participation); assessment and recommendations by the Commission Strong cooperation among member states (notably on RES infrastructure) RES: Progressive (non-linear) trajectories with milestones in 2022, 2025 et 2027 Ambition gap: obligation for the Commission to analyse national trajectories (according to a methodology established under the RED), and to issue recommendations Delivery gap (RE & EE): assessment for each milestone; obligation for MSs to implement additional actions within one year Social justice: specific provisions on energy poverty and just transition
