7 Army PPBES Process Army PPBE s main objective is to establish, justify, and acquire the fiscal and manpower resources needed to accomplish the Army s assigned missions in executing the Defense Strategy Size, structure, man equip, train and sustain the Army force Distribute projected manpower, dollars, and materiel among competing requirements Planning Programming and Budgeting Convert resource allocation decisions into congressional requests Apply resources to achieve approved program objectives Program Execution Budget Execution Manage and account for funds in approved programs 6 of 15

12 PPBES Process Changes 9 APR 2010 OSD Memorandum, Subject: Procedures and Schedule for FY Integrated Program/Budget Review Guidance for the Development of the Force and the Joint Planning Guidance will be combined into the Defense Planning and Programming Guidance (DPPG) Department will submit single year budgets each year Annual program/budget reviews will be 5 years (POM12-16, POM13-17, POM14-18, etc.) Department will conduct Front End Assessments to address major issues which focus on strategic issues that will impact resource allocations (summer/early fall) 11 of 15
