2 Creation The Spanish environmental authorities network was established on 4 December 1997, during the Monitoring Committee meeting of the Community supporting community , by proposal from the European Commission, The environmental authorities network is a forum for cooperation and coordination between the authorities responsible for the environment and the authorities responsible for programming and management of the Structural funds.

3 Why? Cohesion Fund. Transport infrastructures Environmental operations Spain receives a huge amount of resources from structural funds. Transposition of environmental legislation. Creation of a specific sectorial Environment Ministry and the regional environment ministries. A way to now the EC environmental conditions.

6 Activity and Competences Cooperate in the implementation of Community legislation concerning the environment policy. Cooperate in order to establish criteria for integration of environmental considerations into economic sectors co-financed with funds community

7 Activities I Exchange of experiences and dissemination of good environmental practices. Presentation and analysis of developments in the environmental community and national policies with impact on the management of financed actions. Technical problems arising from the implementation of community and national legislation in the field of the environment, in actions co- financed by Community funds, including the management, control and audit systems.

8 Activities II Contribution of EU funds to the development of environmental policies and their coordination with other community or national policies. Coordination of actions related to the management of the funds of cohesion policy in environmental matters. Study of possible additional environmental actions financed with Community funds. Anticipation of possible systemic risks that may affect the development of environmental policies. Due to them, a reprogramming of the use of the funds may be required.

9 Successful stories Selection criteria of operations to be financed. Programmes and Framework environmental evaluation. Environmental indicators. Coordinating methods between various administrations. Environmental diagnosis. Strategic environmental assessment.

10 Strategic environmental assessment The network has developed two methodological guides concerning the strategic environmental assessment of the programming of the EAFRD and the ERDF. The strategic environmental assessment Act establishes the obligation to carry out an environmental assessment of plans and programmes of public administrations. (Directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment). The report of environmental sustainability of the project says what are the impacts on the environment, how can problems detected be solved and what alternatives are environmentally the best. The report of environmental sustainability (ISA) and the initial Plan go through a public consultation process.

11 Regional incentives Regional incentives are financial aid which grants that works to encourage entrepreneurial activity and orient your location to predetermined areas, in order to reduce differences and distribute more evenly the economic activities. The environmental authorities network has developed a questionnaire with the environmental criteria for the selection and incentive of projects presented to regional incentives. Guide guidance for completing the environmental questionnaire (short Version), Madrid, April 2005 This guide aims to give some brief indications to complete the environmental questionnaire, by the companies that presented projects with environmental implications to regional economic incentives program.
