4 Minutes of the Regular Joint Meeting Of the Boards of Commissioners of the HOUSING AUTHORITIES OF THE CITY AND COUNTY OF FRESNO April 25, :00 P.M. The Commissioners of the Housing Authorities of the City and County of Fresno (HACCF) met in a regular joint session on Wednesday, April 25, 2012, at the offices of HACCF, located at 1331 Fulton Mall, Fresno, California. 1. The meeting was called to order by Commissioner Kallsen, Chair of the Board of Commissioners of the Housing Authority of the City of Fresno at 5:06 P.M. Commissioners present and absent were as follows: COMMISSIONERS PRESENT: COMMISSIONERS ABSENT: PAM KALLSEN, Chair CRAIG SCHARTON, Vice Chair RUEBEN SCOTT ADRIAN JONES CARY CATALANO STEVEN BEDROSIAN TIM LOWE None. The meeting was called to order by Commissioner Petty, Chair of the Board of Commissioners of the Housing Authority of the County of Fresno at 5:06 P.M. APPROVAL OF AGENDA AS POSTED (OR AMENDED) Preston Prince requested that the agenda be amended to remove item 7b, to be presented upon at a later date. Commissioner Sablan motioned for the County Board s approval of the agenda as amended. This was seconded by Commissioner Anthony, and with unanimous vote of the Board of Commissioners for the County, the agenda was approved as amended. Commissioner Catalano motioned for the City Board s approval of the agenda as amended. This action was seconded by Commissioner Jones, and with unanimous vote of the Board of Commissioners for the City, the agenda was approved as amended. 3. UNSCHEDULED ORAL COMMUNICATIONS Preston Prince acknowledged the recent appointment of Mr. Tim Lowe to the City s Board of Commissioners and welcomed him to the meeting. 4. CONSENT AGENDA a. Approval of Minutes of the Regular Joint Meeting of March 21, 2012 b. Approval of the Conflict of Interest Code c. Out-of-State Travel CEO/Executive Director Commissioner Petty requested the minutes be amended to reflect that Commissioner Kallsen s absence was due to bereavement and thus, an excused absence. A motion to approve the consent calendar with the minutes amended as mentioned, was made by Commissioner Rogers, seconded by Commissioner Zuloaga, and with unanimous vote of the Board of Commissioners of the Housing Authority of the County of Fresno, the consent agenda was approved. 6 Page 3 5. PRESENTATION FRESNO UNIFIED SCHOOL DISTRICT STUDENTS NIYOKEE JONES AND ABIGAIL GONZALES This item was tabled until the students were able to arrive. 6. HANDS ON VOLUNTEER AWARDS RECOGNITION Preston Prince congratulated Laurie Doyle (Schmidt) for being recognized by HandsOn Central California as the recipient of this year s Leadership Award. Laurie currently works with the FSS Corp., serving on the Board, and works on the annual fundraiser for residents of the FSS program. Mr. Prince was very proud of Laurie s accomplishments with the Housing Authority and within this community. 7. INFORMATIONAL a. Presentation Program Integrity & Agency Write Offs Fabiola De Luna, Program Integrity & Inquiry Analyst, and Carol Bowman, Senior Manager for Housing Management, presented to the Boards. The presentation gave information on criminal backgrounds of applicants, the various issues with fraud within programs, the repayment of monies owed for various reasons, the write off of uncollectible debts owed the agency, and some items that are currently in the works that will allow us to continue to improve our operations and services. b. Budget Update Year-End 2011 This item was tabled for a later time. Item 5A: FUSD PRESENTATION ABIGAIL GONZALES Abigail Gonzales, one of our 17-year old residents, is also a student who attended the recent HBCU (Historically Black College and Universities) tour sponsored by Fresno Unified. During the presentation, Ms. Gonzales highlighted her visits to Georgetown University, Howard University, the Lincoln, Washington, and Martin Luther King Memorials, and other various monuments and universities in Maryland, Virginia, New York, and D.C. areas. The Housing Authority was a sponsor for two of our residents who attended this trip. Gloria Ponce-Rodriguez, District Coordinator for Secondary Education, 5

7 Page 4 and Coordinator for this tour, spoke and expressed appreciation to the Boards and Preston Prince for their support of the students and this tour. 8. ACTION a. Disposition & Development Agreement City of Firebaugh Michael Duarte, Development Manager, presented on this item. February 2011 an ENA (Exclusive Negotiation Agreement) was entered in to and approved by the Boards, in order to discuss the terms and agreement for disposition and development. The City of Firebaugh is still committed to the project. Staff recommends approval of the resolution allow the Executive Director to execute all documents and agreements, subject to the approval of the General Counsel. A motion to approve this action was made by Commissioner Koelsch, seconded by Commissioner Zuloaga, and with unanimous vote of the Board of Commissioners of the Housing Authority of the County of Fresno, the agreement with the City of Firebaugh was approved. A motion to approve this action was made by Commissioner Jones, seconded by Commissioner Catalano, and with unanimous vote of the Board of Commissioners of the Housing Authority of the City of Fresno, the agreement with the City of Firebaugh was approved. b. Adoption of Procurement Policy Melissa Schulz, Administrative Services Manager, presented on this item. Ms. Schulz s presentation included an overview of our procurement background, notable changes within state and local requirements, and a review of the next steps with regards to Agency procurement practices. Commissioner Catalano requested that language be included to encourage nonlocal contractors to sub-contract using local vendors. Additionally, he would like us to continue with the training plans for local vendors to improve upon skills and services, allowing them to be more competitive when bidding for agency contracts. Ms. Schulz indicated that language has been included to encourage contractors to solicit local participants/vendors for contracts with the agency. Richard Atilano is actively providing educational seminars/workshops that give broad information on such. A motion to adopt the Agency Procurement Policy was made by Commissioner Rogers, seconded by Commissioner Anthony, and with unanimous vote of the 6

8 Page 5 Board of Commissioners of the Housing Authority of the County of Fresno, the Agency Procurement Policy was adopted. A motion to adopt the Agency Procurement Policy was made by Commissioner Catalano, seconded by Commissioner Scott, and with unanimous vote of the Board of Commissioners of the Housing Authority of the City of Fresno, the Agency Procurement Policy was adopted. c. Authorization of Right of First Refusal Preston Prince gave the background on the transactions and agreements made on this item. In addition, he recommended to the Boards that we not exercise the right of first refusal. Upon motion to decline the right of first refusal, contingent upon the transaction closing within the title instructions, by Commissioner Scharton, seconded by Commissioner Jones, and with unanimous vote of the Board of Commissioners of the Housing Authority of the City of Fresno, the motion carried. DIRECTOR S REPORT Mr. Prince made the following announcements: Commissioner Vera was featured in an article in the Sanger Herald, which will be distributed at a later time. The Annual Spring Wine Festival will be on Saturday, June 2, with invitations pending. Board Update is a new document and staff are excited about this new informational to Board members, and hope it proves helpful. The Board Retreat will be Friday, June 29, 9 a.m. 4 p.m., at the Smittcamp Alumni House. State of the City Breakfast for the City of Clovis will be May 10, Please confirm you ll be able to join us by contacting Tiffany. Ethics Training will be held on May 24, 2012 and is required for several Board members as notified by Tiffany. 7

9 Page EXECUTIVE SESSION The Boards of Commissioners went into Executive Session at 6:15 p.m. The Boards then came out of Executive Session at approximately 7:00 p.m. The following was then announced by the Chairs as having occurred:.. During the Executive Session the Boards were updated about the Fresno Historical Preservation Commission having recommended to the City Council that the Droge building be forcibly (over the Housing Authorities objections) placed on the Historical Registry, which would in the future prevent any modification/repair permit, and/or bar any demolition permit from issuing without a prior Environmental Impact Report (EIR) or negative declaration given to the preservation committee in an attempt to obtain the permit from the Preservation Committee. The Boards of Commissioners then discussed that the Preservation Committee s recommendation will go to the City Council on May 17 for a Council vote on whether or not to force the Housing Authorities onto the Preservation Registry for the Droge building. For the County Board, Commissioner Rodgers moved and Commissioner Zuolaga seconded a motion, and it was unanimously passed, that the Executive Director advise the City Council that the HA objects to having Droge placed on the Historical Registry prior to May 17 th. Then for the City Board, Commissioner Scott moved and Commissioner Catalano seconded a motion and it was unanimously passed by all Commissioners (absent Mr. Scharton who had recused himself) to likewise instruct the Executive Director to so advise the City Council of said objections. General Counsel stated for the record that Mr. Scharton had recused himself from the executive session due to his possible conflict or the possible appearance of his having a conflict because of his employment with the City of Fresno. Mr. Prince stated that there would be a financial workshop on Monday night with various developers and city employees and the involved architects to further detail the extraordinary costs involved in the Droge building being placed on the Historical Registry. 11. 11 BOARD MEMO O (559) F (559) Fulton Mall Fresno, California TTY (800) TO: Boards of Commissioners Fresno Housing Authority FROM: Preston Prince CEO/Executive Director DATE: May 16, 2012 BOARD MEETING: May 23, 2012 AGENDA ITEM: 4b AUTHOR: Tracewell Hanrahan SUBJECT: Approval of Supplemental Agreement for Audit Services Executive Summary At the Board meeting on November 16, 2011 the Board of Commissioners approved the award of a one year contract extension with the audit firm of Mayer Hoffman McCann to perform the agency s 2011 audit. At that time the audit was estimated to run approximately 816 hours and the Board approved an engagement fee not to exceed $96, The audit firm based their fee on HUD REAC accepting a single audit and one combined set of financial statements. Staff notified the Board they were in discussions with HUD as to the possibility that separate audits may be necessary. Based on subsequent discussions with HUD REAC, the Housing Authorities are required to report the City and County activities in separate reports. This change will require Mayer Hoffman McCann to modify their original planned audit scope to properly address these additional audit requirements. As a result, their engagement letter dated December 6, 2011 will be supplemented by the attached letter. Fiscal Impact Based on Mayer Hoffman McCann s summary of estimated hours and fees, it will take approximately 200 additional hours to perform single audit testing for separate entities, additional sampling and audit procedures for lower planning materiality, and preparation of two separate financial statements. The cost estimate for this additional work is $21, The 2012 budget includes sufficient funds for this additional expense. Recommendation It is recommended that the Boards of Commissioners of the Housing Authority of the City and County of Fresno approve the additional scope of work by Mayer Hoffman McCann and the expenditure of the additional fees associated with the revised audit in an amount not to exceed $21, and authorize the Executive Director or his designee to sign the engagement letter dated March 28, 2012 detailing these changes. 10

Box Fulton Mall Fresno, CA Dear Members of the Boards: We have previously agreed to provide audit services to the Housing Authorities of the City and County of Fresno in our letter date December 6, In that letter, our maximum fee (including out-of-pocket expenses) of $85,680, was based upon HUD REAC accepting one A-133 Single Audit and one combined set of financial statements for the Housing Authorities of the City and County of Fresno. Based on the Housing Authorities subsequent discussions with HUD REAC, the Housing Authorities are required to report the City and County activities in separate reports. This change will require the City and County to have stand alone financial statements and A-133 Single Audit reports; it will also require Mayer Hoffman McCann P.C. to modify our original planed audit scope to properly respond and address these additional audit requirements. As a result, our engagement letter date December 6, 2011 will be supplemented by this letter and the changes noted as follows. ENGAGEMENT OBJECTIVES We will audit the statement of Net Assets, the Statement of Revenues, Expenses and Changes in Net Assets and the Statement of Cash Flows of the Housing Authority of the City of Fresno s (the City ) basic financial statements, as of December 31, 2011 and for the year then ended. We will also audit the statement of Net Assets, the Statement of Revenues, Expenses and Changes in Net Assets and the Statement of Cash Flows of the Housing Authority of the County of Fresno s (the County ) basic financial statements, as of December 31, 2011 and for the year then ended. We have also been engaged to report on supplementary information other than RSI that accompanies the City and County s financial statements. We will subject the following supplementary information to the auditing procedures applied in our audit of the financial statements and certain additional procedures, including comparing and reconciling such information directly to the underlying accounting and other records used to prepare the financial statements or to the financial statements themselves, and other additional procedures in accordance with U. This review resulted in a recommendation to revise the language in the policy concerning situations where state law conflicts with Federal PIH Notices. The revised language was noted in their letter to the Board of Commissioners dated September 29, 2011 as recommendation #13. The current policy states This policy is intended to comply with the California Government Code Sections and as currently written. It recognizes that Federal grant and loan programs may have specific requirements that are different from those set forth here. In such cases the Federal requirements will be followed. The recommendation of Mayer Hoffman McCann is that the wording In such cases the Federal requirements will be followed be replaced with For situations where the California Government Code investment requirements differ from those of the Federal Government, the requirements that are more restrictive will be followed. Fiscal Impact There is no fiscal impact. Recommendation It is recommended that the Board of Commissioners of the Housing Authorities of the City and County of Fresno adopt the revised Investment Policy containing the changed sentence For situations where the California Government Code investment requirements differ from those of the Federal Government, the requirements that are more restrictive will be followed. 17 FRESNO HOUSING AUTHORITY INVESTMENT POLICY AND GUIDELINES Revised: May 23, 2012 It is the purpose of this policy to establish procedures and guidelines for the investment of funds not needed for immediate day-to-day operations. This policy is intended to comply with the California Government Code Sections and as currently written. It recognizes that Federal grant and loan programs may have specific requirements that are different from those set forth here. For situations where the California Government Code investment requirements differ from those of the Federal Government, the requirements that are more restrictive will be followed. I. Investment Objectives are ranked in decreasing order of importance. A. Safety of principal. B. Meet the liquidity needs of the Agency. C. Generate a return on the investment. II. Investment Securities and Diversification A. Maximum Term of Investments No investment shall be made in any security that at the time of the investment has a term remaining to maturity in excess of five years. B. Permitted Securities and Maturity 1. United States Treasury Securities (Bills, Notes and Bonds). 2. Obligations of United States government agencies (such as Federal Home Loan Bank, Federal Farm Credit Banks and Federal National Mortgage Association). 3. Certificates of Deposit and Negotiable Certificates of Deposit of any federally insured financial institution. Collateralization required if balance exceeds $250,000 and the account is not fully insured. No more than 30 percent of Fresno Housing Authority s funds may be invested in the Certificates of Deposit of any one commercial bank. 4. Passbook savings demand accounts or other interest bearing bank accounts with a federally insured financial institution. 16

18 Collateralization is required if the balance exceeds $250,000 and the account is not fully insured. 5. Bankers Acceptances of the 100 largest U.S. banks. No more than 30 percent of Fresno Housing Authority s funds may be invested in the bankers acceptances of any one commercial bank. 6. Notes issued by corporations organized and operating within the United States or by depository institutions licensed by the United States or any state and operating within the United States (corporate notes). Corporate notes eligible for investment shall be rated A or better by a nationally recognized rating service. Purchases of corporate notes shall not exceed 30 percent of the Fresno Housing Authority s funds. 7. Repurchase Agreements executed against qualifying securities having a value in excess of 102% of principal invested. The value of the underlying securities shall be evaluated and adjusted no less than quarterly. The term of the repurchase agreement may not exceed one year. 8. State of California Local Agency Investment Fund (LAIF). C. Portfolio Diversification To support the stated investment objectives the portfolio must be constructed so as to minimize risk and maintain marketability. However, a portfolio consisting exclusively of LAIF and/or U.S. Treasury securities is acceptable. III. Investment and Reporting Practices A. The anticipated cash flow needs of the Authority should be considered when selecting investments. B. Investment Authority the investment authority will be vested in the Secretary/Treasurer who may delegate that authority. C. Safekeeping The Authorities must take physical, book entry or electronic delivery of investment securities purchased. A timely and complete confirmation and/or safekeeping receipt is required for each securities transaction. When a confirmation is accepted for book entry securities, such confirmation must indicate the location if different from the bank or dealer issuing the confirmation. Book entry securities must be held in insured accounts. 17

19 D. Acceptable Dealers of Securities Negotiable securities should be purchased or sold through a national bank, a California State chartered bank, or a brokerage firm having a national presence. E. In accordance with state law, within 30 days from the end of each accounting quarter an investment report will be furnished to the Boards of Commissioners. This report will certify compliance with this policy. F. The Investment Policy shall be reviewed and adopted by the Boards of Commissioners annually. 18

Officers were especially effective in dealing with difficult situations that are encountered every day in public housing, such as: Remove parolees from our properties Collaborate with detectives and gang suppression units to prevent gang and drug activity With Property Managers, conference with tenants who are causing disturbances Investigate complaints regarding excessive traffic or suspected criminal activity Intervene with tenants for domestic violence incidents Interact with youth to deter gang activity Fiscal Impact Funds to cover the cost of these services will be provided through the Management Improvement category under the 2010/2011 HUD Capital Fund Program. The Capital Fund plan was approved by the Boards of Commissioners on January 25,

The current shortfall in unrestricted funds is $112,967. Income variances are primarily attributable to the timing of revenues and reimbursements in certain programs. Staff is actively monitoring expenses to ensure they are not diverging from the approved budget. 31

Background Information The 2012 budget development process began on September 28, 2011 with a presentation to the Boards on the Federal budget and its implications for the Housing Authority. Staff reported on the general budget context within which HUD operates and the estimated funding levels for programs specific to the agency. An overview of 2011 revenue sources and usage of funds was provided as a general backdrop for the 2012 budget discussions. On November 15, 2011, Commissioners attended the annual Budget Workshop. Discussion focused on budgeting strategies and their relationship to the strategic plan. Taking into consideration the estimated 9% cut in federal funding for 2012, staff and commissioners agreed that the most responsible course of action was to make measured budget adjustments while utilizing a portion of the Agency s operating reserves. This approach would allow the Agency to maintain quality services to its residents and focus on key goals stated in the strategic plan. Commissioners then reviewed sources of income and planned expenditures for each division, as well as all budgeted new employees and contracts for The 2012 operating budget was approved by the Boards of Commissioners on December 21, Please see below for a table showing the approved budget amounts by division. The BNCP is a new federal initiative designed to demonstrate how selected neighborhoods can create successful revitalization plans and develop the capacity to sustain revitalization activities. A cross sector partnership of stakeholders from across the community organized to submit a Letter of Interest (LOI) on May 8, These stakeholders include: City of Fresno, City of Fresno Police Department, Fresno Unified School District, Fresno State, Fresno County Department of Public Health, Fresno Economic Opportunities Commission (EOC), United Way of Fresno County, First Five of Fresno, California Endowment, Reading and Beyond (Fresno Promise Neighborhoods), the Fresno Regional Foundation, and the Fresno Housing Authority. The LOI describes a partnership and plan that will strategically align multiple investments in targeted neighborhoods to tackle long-standing inequalities in housing, crime, educational attainment, economic environments and health for residents of some of Fresno s oldest neighborhoods. The target neighborhoods described in the LOI include Lowell, Jefferson-Yokomi, Webster, Southwest Fresno, and El Dorado Park. If awarded, the grants will include significant technical assistance from the BNCP, as well as $75K for each neighborhood selected and an additional $75K to support the partnership. Article 16 of the policy, Delegation of Contracting Authority, states that the Executive Director may delegate all purchasing authority as is necessary and appropriate to conduct the business of the Agency. Pursuant to this Article, staff has designated purchasing levels that reflect employee s ongoing operational activities but that also ensure the appropriate level of internal review. The table below outlines staff s recommended Purchasing Authority levels. These limits apply to all operating, capital, and non-routine expenditures. Staff responsibilities as they pertain to these authorizations include the following: Staff must have an identified funding source prior to creating any Agency obligation. Agency obligations include, but are not limited to the following: approval of a purchase order, verbal or written instructions to a vendor or contractor to proceed with work, approval of an invoice, and any other action or combination of actions that create an obligation for the Agency. Procedures followed must comply with the Agency s Procurement Policy. Employees shall not break purchases down into multiple small purchases in order to circumvent the limits imposed by the Delegation levels. Lastly, no portion of an employee s Purchasing Authority may be delegated to any other staff member, including direct reports. All payments, invoices, or other obligations entered into by staff are subject to review. Two site walks were held with FH staff, and City of Fresno Historic Preservation staff, to inform bidders of the historical nature of the project. Rehabililitation bids for the Helm home are scheduled to be returned May 18th. The rehab work includes: new roofing system, stucco repair, window preservation and landscaping work. Construction is expected to take 3-4 months, and is anticipated to begin in June Droge The proposed development will encompass two adjacent parcels, 802 Van Ness Avenue (APN ) and 814 Van Ness Avenue (APN ). The building at 802 Van Ness was purchased in July 2010, and the building at 814 Van Ness is currently in escrow. The Fresno Housing Authority and the seller have extended the escrow closing date to June 30, The Fresno Housing Authority has moved forward in selecting Turner Construction for the Construction Management At-Risk Services on this project, as approved by the Board on December 21, 2011, and Mogavero Notestine and Associates was approved as the project Architect on September 28, The Fresno Housing Authority conducted a Mini-Design Charrette for the Droge Development on April 30, 2012 at the Brick location, at 820 Van Ness Ave, Fresno, CA The purpose of this meeting was to seek input and ideas on the current design of the Droge Development, and assess other possible design options. The Architect, Mogavero Notestine and Associates facilitated the meeting, and several organizations and developers with an interest and focus in Downtown were invited. We had a very good turnout and great ideas. At its meeting on March 26, 2012, the Historic Preservation Commission (HPC) made a recommendation to the City Council that the Droge Building be added to Fresno s Local Register of Historic Resources. The City Council is currently scheduled to meet on May 17, 2012, and make a decision on the Local Register of Historic Resources designation for the Droge building. 49

51 Alta Monte Renaissance at Alta Monte, 30 units of permanent supportive housing located at 205 N. Blackstone, is approximately 48% complete. Staff has met with the housing management division to begin discussing the eligibility screening timeline and processes. A collaboration meeting was held in early May, and screening events for potential tenants are tentatively scheduled for the 1st week in June and July Staff also met with the Lowell Neighborhood Association to provide construction updates and discuss any grand opening event ideas the group had. Construction is on schedule and is anticipated to be complete in November Pacific Gardens Pacific Gardens Apartments is a 56 unit rehab project located at 5161 E. Kings Canyon Road. The Construction Phase is 100% complete and 100% occupancy was achieved in the last quarter of The project is currently in the stabilization phase and tenant files continue to be submitted to the project s investor, PNC Bank for review. All 56 units have been completed for the project. Eighteen out of 56 units are compliant with Uniform Federal Accessibility Standards (UFAS). Staff continues to work on the Second Equity Installment items and continues submitting all documentation to the investor (PNC) for review and approval. Staff continues to work on the Cost Certification and Placed in Service Application as we expect to submit a completed package to the California Tax Credit Allocation Committee (CTCAC) by June Firebaugh Gateway The proposed development of the The Gateway Project will help redevelop blighted parcels within the local neighborhood and provide much needed affordable senior rental housing in the City of Firebaugh. The vision for the project consists of twenty (20) to thirty-four (34) affordable, very-low to moderate income apartment rental homes and a community building on the subject parcels. The community building will feature a laundry facility and a community multipurpose room. The project design will also include open space for the residents. The project architect will be selected in the near future. The architect will be selected based upon designing quality, and innovative and attractive senior residential architecture. The project is currently in its Conceptual Phase. The Board approved the recommendation for FH staff to negotiate and enter into a Disposition and Development Agreement ( DDA") on April 25, Staff continues to work with the City of Firebaugh s City Manager and Staff Attorney to execute the DDA. The negotiated DDA was prepared with the legal assistance of Justin Campagne of Campagne, Campagne and Lerner, and is currently under review with the City of Firebaugh. The execution of the DDA will allow the Housing Authority to proceed with the pre-development phase of the project and begin the due diligence process. Parc Grove Commons Northwest Parc Grove Commons Northwest will be a 148-unit multifamily project consisting of 1- to 4-bedroom units to be located on the Southeast corner of 50

52 Fresno Street and Clinton Avenue in Fresno, California. Architectural plans for Parc Grove Commons Northwest (the Project ) were submitted to the City for plan check on March 12, Comments were received from the City on April 18, 2012; and finalized plans are anticipated to be submitted for back check no later than May 17, An Invitation for Bids for the construction of the Project was posted on May 7, Staff submitted three funding applications in March, which included the California Tax Credit Allocation Committee ( CTCAC ), City HOME, and the Affordable Housing Program (AHP). If CTCAC funding is awarded in this first round, the Project is anticipated to break ground by December, Renaissance at Santa Clara Renaissance at Santa Clara is a 70-unit permanent supportive housing development located at the corner of Santa Clara and G Street in the City of Fresno. The development is approximately 53 percent complete and on schedule as of 4/30/12. The framing is almost complete on all buildings, plumbing and electrical rough-in is complete on the east building, and exterior windows are set for installation. The estimated timetable for completion is December Staff is working toward closing on $2.2 Million dollars in Multifamily Housing Program Supportive Housing (MHP-SH) and also $690,000 from the Federal Home Loan Bank through the Affordable Housing Program (AHP). These funds will come in during the conversion phase of the development, which is currently scheduled for early These awards will greatly reduce the amount of capital investment by the Housing Authority. Staff has resumed meetings with the County Dept. of Behavioral Health as well as the Housing Management Department to begin discussing processes and time lines for lease up and eligibility requirements for an anticipated November construction completion. Staff from multiple departments are meeting with Spacio Design to begin discussion on interior design of the social services and community areas of the development. Renaissance at Trinity Renaissance at Trinity is a 21-unit permanent supportive housing development, located at 532 S. Trinity Street in the City of Fresno. The construction of Renaissance at Trinity was completed on August 8, 2011, and 100% occupancy was achieved on September 26, This project is currently in the stabilization stage and remains 100% leased up. Staff has met all requirements for the Second Equity Installment and has sent all documentation to the investor (PNC) for approval and review, we anticipate the Second Equity Installment to come in around May The 2011 Tax Return has been completed, and the Audit has been reviewed and approved by the investor, and is currently being finalized by Reznick Group. Staff is continuing to work on the Placed in Service Application, and expects to submit completed package to CTCAC by the end of May Bridges at Florence Bridges at Florence is currently proposed as a 34-unit senior housing development located at 649.E Florence Ave, Fresno, CA In partnership with King of Kings, we have submitted applications for 9% Low Income Housing Tax Credits (LIHTC) and for the Affordable Housing Program (AHP) 51

53 funding. Official awards should be announced for the above funding applications in June (LIHTC) and July (AHP). Staff, along with the architect, has submitted a Conditional Use Permit (CUP) application to the City of Fresno. Staff is moving forward with the development plans and plan to submit a full set of plans to the City of Fresno in late June/early July. Staff also is planning another community meeting in the coming months. Sierra Pointe Staff has sent the first reimbursement package for the Joe Serna 2nd Mortgages.There are 7 families who qualify which will total about $375,000. Once the first package is approved, staff will immediately send the remaining six packages for reimbursement. Staff has been working on the Affordable Housing Program (AHP) reimbursements. Reimbursement Groups 1 through 4 were previously reimbursed. Group 5 was recently submitted and we received a reimbursement of $40,000. Group 6 for $50,000 reimbursement, was submitted on April 27, 2012 for review and approval. Bank of the West requested to submit for Group 7 in the amount of $50,000, which we are currently processing. The final Group 8 for $60,000 will be submitted during the month of June. Once all groups are completed, we will have processed a total amount of $430,000. Neighborhood Stabilization Program Twenty-one homes have sold, five are listed, eight are currently in escrow, and two homes are under renovation. We are currently preparing a bid packet for 1422 E. Cortland. In addition, 844 E. Chance will undergo demo and be rebuilt. The plans for the Chance property are under City of Fresno review. The home on Calaveras was just completed and will be listed. The homes are listed on the website and feature descriptions, photos, maps and property information for each of the properties currently listed. HOME Properties The work on 375 & 380 N. Park is 75% complete. The project is moving forward and on schedule. We will coordinate with Fresno City College (FCC) to set a date for the grand opening of 375 Park. FCC students are currently renovating the property located at 375 Park. The complete interior of each home has been renovated with extensive changes to the kitchens, and bathrooms. In speaking with the students, they are proud of the work they are accomplishing. This year s event was sponsored by Anthem Blue Cross. Vendors from 41 different agencies participated in this event. Vendors 54

56 varied from health screenings, dental screenings, glucose testing, gospel singing, martial arts and yoga demonstrations. This year s event drew over 800 members from the community. Twelve members participated in Global Youth Service Day at Sycamore Island Park coordinated by the San Joaquin River Parkway. Members helped with conservation activities, by restoring the picnic areas. Sixteen members participated in the Game of Life Event. Members learned Financial Literacy by making choices that would fit their lifestyle and how to plan for their future. Over one hundred youth signed up for the PG&E Summer Job Program, fifty were members currently enrolled in the Career Launch program. Members will have the opportunity to learn proper interview techniques, resume making, career planning and goal setting. Meetings are held twice a week for 6 weeks. Graduates will have the opportunity to interview for 50 summer positions funded by a grant from Pacific Gas and Electric. APRIL COUNTY ACTIVITIES PARLIER MIGRANT CENTER Opening Days at the Migrant Center were April 4 and 5. It was a successful opening and has resulted in 100% occupancy of all 130 units in Parlier. County Boys & Girls Club DEL REY The Club held its annual Easter Egg Hunt in collaboration with the Del Rey Community Service District, the Fresno County Sheriff s Department and Shining Light Ministries. To celebrate Earth Day on April 22nd, we planted 2 trees in front of our city community building. We partnered with the City, the Sheriff s Department and Shinning Light Ministries. FIREBAUGH The Boys & Girls Club held an open house this month to unveil the upgrades and improvements completed with the assistance of the West Side Community. ORANGE COVE Members used their time during Spring break to help with the city s Annual Easter Egg Hunt. Club members were busy filling plastic eggs with candy and filled about 5,000 eggs for the event. REEDLEY Sanger HA, Del Rey, Orange Cove, Parlier, and Reedley Clubs participated in a mini-conference. A Community Service Officer from the Fresno Sheriff s Department spoke to members about her job and the daily calls received. A Health Educator from Planned Parenthood also held a presentation on abstinence and safe sex. Game of Life - This event was geared towards our high-school age members.
