Growing up as a young boy I would travel alone walking home late at night. Leaving from my grandma s home she would tell me, if I am ever alone traveling and scared, to look up to the moon and say a prayer to the creator. For the creator will look over your well being and take care of you on your journey. Before my grandma passed she told me that her spiritual guardian was the wolf. Wolves represent the unity of family and work together to hunt, survive and continue to teach us the strength of being family. Artist Bio Born November 16, 1977 in North Vancouver, British Columbia, Canada, Kee Toy Joseph s roots extend from the Squamish Nation and Chinese bloodlines. This young and emerging new artist has been influenced through his two cultural backgrounds, searching for original ways of expression fusing the Northwest Coast Salish and Chinese art forms. Studying business, art and graphic design since high school, Kee now specializes in developing concepts and graphic designs for his clientele through any types of multimedia from designing art, clothing, branding an entity, or simply laying out business cards. Kee loves his profession. He approaches his artwork by creatively fusing the Chinese and Native art forms to express and share his traditions and cultures with the world. Kee has had the privilege to study the Coast Salish art form with his uncle Aaron Joseph and life long friend Jody Broomfield. You can view additional artwork by Kee at his website:

9 1 / General Information / Introduction Indian and Northern Affairs Canada (INAC) British Columbia Region 2011/2012 Program Guide Introduction Welcome to the 15th annual BC Region Program Guide. The Guide contains essential program and budget information intended for First Nations administrators, program managers, and Indian and Northern Affairs Canada (INAC) staff. All information in this Guide is up to date upon publication any changes made throughout the year will be communicated directly to Chief and Council and to First Nations Organizations, by INAC Program Managers. In the event of a variance, your INAC Funding Agreement, the Recipient Reporting Guide, and INAC Policy and Program Manuals will take precedence over this Guide. What information will I find in the Program Guide? The Guide is intended as a user friendly, quick reference tool. It provides: A brief definition of each program; Application and reporting information; Each program s funding methodology (current funding formula), and; Each program s Funding Type (SET, FIXED, FLEXIBLE, BLOCK, or GRANT), Authority (# and title), and Activity Codes The section Funding Agreement Information contains useful information on: The new Treasury Board Policy and Directive on Transfer Payments (PTP); First Nations and Inuit Transfer Payment System (FNITP); Submitting reports; The new Aboriginal Recipient Funding Agreement (ARFA); The BC Region internal payment cycle for 2011/2012; and Other information for staff and recipients relating to the funding process and agreement. At the back of the Guide you will also find a List of Acronyms and their meanings. You will also find the Chart of Accounts which lists Grants and Contributions funding codes used by INAC. 10 1 / General Information / Introduction What s new in INAC programming for this year? New Policy on Transfer Payments As of April 1, 2011, INAC will have implemented the new Treasury Board Policy and Directive on Transfer Payments, and will administer all funding agreements in accordance with this new policy. The following section contains information and tools related to the new Policy on Transfer Payments (PTP) and we encourage you to read this material and contact your Funding Services Officer if you have any questions. Realignment of BC Region Operational Directorates On April 1, 2010, BC Region underwent a restructuring of its operational directorates. BC Region is now organized according to the following directorate structure: Office of the Regional Director General (RDG) Corporate Services (CS) Directorate Human Resources (HR) Directorate Community Infrastructure (CI) Directorate Community Development (CD) Directorate Funding Services, Programs and Partnerships (FSP&P) Directorate Lands and Economic Development (LED) Directorate Strategic Direction and Communications (SD&C) Directorate Who Contributes to this Guide, and what s new this year? The Program Guide is reviewed and updated each year by INAC BC Region staff, with valuable input from the Funding Agreement Management Committee (FAMC). The FAMC suggests that First Nations communities share this guide with staff members who implement these programs. In 2009, the Program Planning & Implementation (PP&I) unit sent out a client service survey, including a request for suggestions to improve this Guide to all BC First Nations. Working with the FAMC, we have been able to incorporate the following improvements into this year s edition: Each section is colour coded to make it easier to find programs you re looking for. It contains information on the new Policy on Transfer Payments. Whenever possible, web links are included for listed reference manuals and documents. Reporting requirement information includes Data Collection Instrument (DCI) numbers which identify specific template forms to be used for each reporting submission. This is intended to provide clear links between the Program Guide and the Recipient Reporting Guide (RRG). Also new this year, INAC BC Region is publishing a companion document to the Program Guide the Proposal and Application Driven Programs (PADP) Handbook. In 2009, the Program Planning and Implementation (PPI) Unit sent a survey to BC First Nations to determine if services provided met community needs and how they could be improved. Feedback from First Nations suggested that INAC BC Region compile all proposals and applications into one package. By working with the BC Funding Agreement Management Committee (FAMC) to develop this Handbook, we are able to provide this information together in one document for the first time this year. 13 1 / General Information / Reporting Options Report and Application Submission Options Reporting requirements are listed in the recipient s Funding Agreement (including any Amendments.) Your Funding Services Officer (FSO) can answer specific questions about reporting requirements and funding applications. 1. FNITP: Recipients with FNITP access can upload their completed Data Collection Instrument (DCI) document (as provided in the Recipient Reporting Guide) directly to the reporting requirement entry in FNITP for instant receipt by INAC. Please note: maximum file size limit that FNITP will accept is 100 MB. FNITP (First Nations and Inuit Transfer Payment system) is INAC s web based transfer payment management system that provides integrated service delivery, enhanced management and accountability tools for recipients. FNITP provides electronic access to: funding agreement information such as terms and conditions cash flow and payment information, including halted funds reporting requirements and the status of submitted reports Provision of FNITP to INAC recipients with high speed internet access continues into 2011/12. Submitting duplicate reports may cause delays and impact funding due to resetting a report s accepted or detailed review status, and cause unnecessary, additional processing times. *2. Mail/Courier: Indian and Northern Affairs Canada Melville Street Vancouver BC V6E 4S3 * Submission Guidelines Be sure to include in the subject line: (example given below) Recipient #, Report name or acronym, DCI# (if applicable), numerical value of month the report is due (if applicable), IMPORTANT!!! To avoid misfiling of your report, make sure that the fiscal year for which the report is required is correct. Example: the March SDFSR was due April 15, If you sent the report on April 11, 2011, the fiscal year is since it is for the fiscal year, not the fiscal year. Use the subject line format shown above to facilitate correct routing and processing of your report, and type your FSO s and, if you know it, the Program Contact/Representative address in the CC line. 15 1 / General Information / Reporting Options Acceptable Electronic Formats Some reports are available in MS Word, MS Excel, and are acceptable as long as they report the information required in your agreement, amendment and/or the reporting guide. PDF forms are available for download from the Recipient Reporting Guide at where you will be asked to log in. Select the correct fiscal year, then British Columbia, then type in the password: bc. You may want to save this site as a Favourite, or a short cut on your desktop. Alternatively, PDFs can be completed by hand, then printed and faxed in, or scanned then ed. Reports Not Received Reports not received within 30 days of the due date may impact funding according to the Terms and Conditions of your Funding Agreement. Reports must be received, reviewed and Initial (Preliminary) Review accepted before halted funds will be released. As previously stated, submitting duplicate reports may cause delays that impact funding due to additional processing times. Ad-Hoc Reports Ad hoc report forms are not included in the Recipient Reporting Guide, either because they are new, or developed after publication of the Guide, or belong to a program which is unique to BC Region. Ad hoc reporting templates do not have a DCI number and are always attached to the Terms & Conditions of the Amendment for which the specific funding was allocated. They are available in FNITP for those with access. Your FSO can answer questions about ad hoc reporting. Rejected Reports Reports will be rejected if incomplete. You will be notified if a report is rejected. You can monitor your report s status in FNITP, or by contacting your Funding Services Officer or Agreement Administrator. Reports Deemed Unobtainable In FNITP outstanding reports are identified automatically as Deemed Unobtainable 180 days after fiscal year end for non essential programs, and 60 days after fiscal year end for programs deemed essential. Reports Deemed Unobtainable may impact the release of funds: it is important to contact your FSO or Agreement Administrator for follow up. Once a report is identified as Deemed Unobtainable, reasonable efforts will be made by INAC to have the recipient provide the required report. If it is not available, the whole of the funding provided for the program activity/service may be retracted and the report cancelled. INAC BC REGION PROGRAM GUIDE 2011/2012 / 9
16 1 / General Information / Reporting Options Auto Halted Funds and Manual Overrides Reporting by the due date is a condition of the funding agreement: therefore, national policy does not specify criteria for exceptions to reporting requirements. While supporting the national policy, BC Region also recognizes the need for operational flexibility to account for unique or exceptional circumstances such as community hardship or emergency, administrative error, or documented illness, accident, etc. If you think you may have cause to request an override process for halted funds, please speak with your Funding Services Officer. 17 1 / General Information / Policy on Transfer Payments Policy on Transfer Payments (PTP) In 2008, The Treasury Board Secretariat (TBS) created a new Policy and Directive on Transfer Payments which applies to all federal departments and will apply to all new INAC transfer payment agreements commencing April 1, The objectives of the new Policy on Transfer Payments (PTP) are to ensure that transfer payment programs are managed with integrity, transparency and accountability in a manner that is sensitive to risks; are citizen and recipient focused; and are designed and delivered to address priorities and achieve results. To apply the new Policy, INAC has implemented changes to department business processes, funding types available to Aboriginal recipients, and funding agreements. The following pages list the five big changes that recipients will see in fiscal year and a snapshot tool describing in brief the new contribution funding approaches. INAC developed a General Assessment tool as part of the phasing in of the new policy. For and future years, the Department will complete the General Assessment process for all recipients. The process works by taking a snapshot of the funding recipients past performance and current strengths and possible risks in managing the funding agreement. In the GA process, each funding recipient is assessed and rated as to having either a low, medium, or high level of risk. The General Assessment looks at the operating environment, governance, planning, financial management and program management to identify the strengths and weaknesses leading to low risk, medium risk or high risk rating. In fiscal year , the results of the General Assessment help to shape the duration of the funding agreement. In the Appendix to this Guide, the new Aboriginal Recipient Funding Agreement (ARFA) model is included, as well as an Agreement Crosswalk tool, which maps the sections of the CFA/CFNFA to the new sections of the ARFA. It is a community driven, community owned process that considers all aspects of the community, including social, environmental, economic, governance, and culture. Initial allocations for Tribal Council Funding (TCF), Band Support Funding (BSF), and Band Employee Benefits (BEB) will be set at 90% of last year s ( ) final allocations. Adjustments will be made during the July update of the Indian Government Support database, to reduce impacts from possible reductions. Initial allocations for Band Advisory Services (BAS) will be set at 100% of last year s ( ) final allocations as it is anticipated that funding levels will remain the same.
