2 Funding priorities Priorities set out in the Skills Funding letter apprenticeships, traineeships and English and maths (February 2015) Funding allocations protected investment in these priority areas (March 2015) Summer Budget and letter from Peter Lauener (July 2015) apprenticeship levy in-year savings resulting in changes to allocations commitment to fund all 2014/15 apprenticeship delivery commitment from EFA to fund all traineeship delivery in 2015/16 reiteration of simplification and decentralisation policy 2
3 Performance management Broad programme of work underway to simplify the end-to-end funding and performance management system Drivers for performance management simplification included: give greater financial predictability and stability for providers simplify the end to end process with fewer transactions ensure colleges and training organisations benefit from changes Spring 2015 we consulted with the sector on how to convert these principles into tangible changes for this year s rules: 2 performance management points in-year performance management of apprenticeships and traineeships only
4 Prioritisation Clear commitment to fund high-quality apprenticeship delivery to reach 3m target apprenticeships are therefore the priority for growth funding Traineeships for year olds considered once high-quality apprenticeships funded No growth on non-apprenticeship adult skills Recognise there are providers with immediate delivery pressures working with BIS officials on options to alleviate these

6 LEPs Work with LEPs has happened on a number of fronts ESF, City Deals, Local Growth Deals, Skills Incentive Pilots and devolution of apprenticeship grant Building on those SFA issued local influence document (February 2015) how LEPs can influence adult skills budget in their areas Formalised requirement (through funding agreements) for providers to respond to LEP priorities Accountability requirements are for providers and LEPs to agree
7 ESF LEP ESIF Strategies set priorities for ESF delivery Opt in to SFA services 38 LEPs Priorities for investment developed by LEPs ESF secured by SFA Specifications developed by SFA with LEPs Procurement rounds to be launched November to deploy 650m of ESF
8 Working with DWP Joined-up working with DWP weaved throughout Agency activity Joint Operations Group - development of MOU on data sharing and national toolkit for JCPs seeking to influence local provision Clarifying roles of National Careers Service Advisers and Work Coaches in local JCPs, and DWP input on learner engagement strand of 3m Apprenticeships Growth Plan Area teams - sharing information on employer engagement, e.g. via regular Business Development Updates and Merseyside/London pilots where JCP/Agency agree joint approach to target employers
9 Forward look Major reform programme underway to stabilise, simplify and localise the sector further decentralisation of nonapprenticeship budgets AELP key member of the Agency s Funding Reform and Localism Steering Group shaping all aspects of funding reform and local commissioning Spending review concludes end November and Skills Funding Letter will follow setting out policy and budgets for 2016/17 and beyond 9
