13 EFCA INTERNATIONAL ACTIVITIES: Mission and tasks (Art 4 of Reg. 768/2005) Tasks relating to the international obligations of the Community relating to control and inspection 1. The Agency shall, at the request of the Commission: a) Assist the EU and MS in their relations with third countries and regional international fisheries organisations of with the EU is a member. b) Cooperate with the competent authorities of fisheries regional organisations regarding the control and inspections obligations of the EU in the framework of working arrangements with such bodies 2. The Agency may, at the request of the Commission, cooperate with competent authorities of Third Countries in matters relating to control and inspection in the framework of agreements concluded between the EU and such countries. 3. The Agency may, within its field of competence, carry out on behalf of MS tasks under international fisheries agreements in which the EU is a party. Brussels 22 September 2014
14 CURRENT EFCA INTERNATIONAL ACTIVITIES ON IUU Evaluation missions: EFCA participates and supports the Commission in the preparation and conduct of missions to third countries (2014: Solomon/Fiji/Vanuatu, Ecuador, Cape Verde, Korea/Philippines, Thailand, PNG). Training: on request of the Commission, EFCA participates in capacity building events (July 2013 in Philippines, January 2014 in Curacao). Fulfilment of other specific tasks transferred to the EFCA under Commission Decision 2009/988/EU of 18 December 2009: sighting reports, notification of denials to RFMOs, etc. Brussels 22 September 2014
15 CURRENT EFCA INTERNATIONAL TRAINING ACTIVITIES (FPAs) On request from the Commission: Trainings provided in 2014 to 3 FPAs countries: Ivory Coast (July), Gabon (September), and Cape Verde (tbc). Training programme based on the FAO Port State control agreement and third country needs/deficiencies. Focus on hands-on inspection training (at sea/in port) as well as FMC/use of VMS. Sharing of expertise/use of a specific pool of trainers (Commission, Member States, and EFCA experts). Brussels 22 September 2014
16 CURRENT EFCA INTERNATIONAL COOPERATION WITH THIRD COUNTRIES AND RFMOs On request from the Commision: Cooperation with third countries (e.g. North Atlantic, Mediterranean); Cooperation with RFMOs (e.g. NAFO, NEAFC, and ICCAT). Capacity building events involving third countries (for ex. exchange of inspectors with Turkey in the Black Sea in 2013); EFCA participation (support to EU Delegation) to RFMOs annual meetings (NAFO, NEAFC, and ICCAT) Brussels 22 September 2014
17 EFCA INTERNATIONAL ACTIVITIES Art. 30 of the new CFP Regulation Compliance with international provisions The Union shall, including through EFCA, cooperate with Third Countries and international organisations dealing with fisheries, including RFMO, to strengthen compliance with measures, especially those to combat IUU fishing, in order to ensure that measures adopted by such international organisations are strictly adhered to. 18 POSSIBLE WAY FORWARD (1) Without prejudice of the continuation of current international activities carried out by EFCA (IUU, training, cooperation, etc.), the following steps might contribute to improve the efficiency pending appropriate legal basis and EFCA Administrative Board approval: Development of an uniform risk-based methodology (IUU risk grid) for the verification of imports at EU level; Development of a specific training/methodology on crosschecks of catch certificates information with other sources (e.g. Maritime Surveillance data).
