3 SHORT JUSTIFICATION The Commission proposal on the European Fund for Strategic Investments recognises in its Explanatory Memorandum that, as a consequence of the economic and financial crisis, the level of investment in the EU has dropped by about 15% since its peak in Accordingly, economic recovery, job creation, long-term growth and competitiveness are being hampered. The proposal also stresses that this investment gap poses risks to reaching the targets set by the Europe 2020 Strategy. The rapporteur recalls that Europe 2020 is the EU's growth strategy for this decade and thus the means by which the EU will become a smart, sustainable and inclusive economy. These three mutually reinforcing priorities should help the EU and the Member States deliver high levels of employment, productivity and social cohesion. Concretely in the EU2020 strategy, the Union has set five ambitious objectives - employment, innovation, education, social inclusion, climate and energy - to be reached by It is therefore essential that in the EFSI too, these objectives are equally addressed in an appropriate and satisfactory way. Today, investment is the most powerful tool that can help Europe to significantly reshape and modernise its economy, whilst ensuring social and territorial cohesion within the EU. What is important is not only the quantity of investments, but how the money is invested and where it is invested. Unfortunately, too much focus has been put on austerity, and too little on measures to stimulate growth. Major victims of these miscalculations have been both private and public investment, reaching levels too low to sustain a recovery, and too weak to underpin tomorrow s growth. Therefore, European and national policies must shift the economy from its current dismal trajectory onto a higher growth path, and one on which Europe's economic, social and environmental challenges can be addressed with equal force and determination. The rapporteur believes that the EFSI proposal can provide us with the opportunity to implement the much needed structural reforms that can help us transform our economy into a more sustainable and resource-efficient one. This can be our opportunity to strongly support innovation and R&D in both the environment and the health sectors by providing more focused funding for developing technologies, including ones that are at the demonstration phase. The rapporteur's vision is to have: 1. An infrastructure union based on a clear political commitment that prioritises renewable energy technologies and low-carbon energy investments, encompassing a massive investment programme to modernise and upgrade our power generation capacities and energy networks, establishing a new mandatory target for interconnections between Member States, creating European super-grids, and new storage solutions and gas hubs for securing our energy supplies. An energy union that sets sustainable, resource efficient and climate resilient economic growth as a top priority, that fosters competitiveness of European industries and economies; and that is based on the long-term socio-economic and environmental benefits of greenhouse gas emissions reduction, environmental protection and waste management. 3. A revolutionary approach towards mobility, to be able to reduce the environmental footprint of our transport systems, to have more eco-innovation in the mobility sector, reduce car emissions, promote the consumption of renewable fuels, invest in clean public transport, electric mobility and in sustainable alternatives for heavy load vehicles and maritime transport. 4. The overriding aim to achieve this, while ensuring a strong social element in the investment programme by incorporating into the transition to the new energy model the two essential elements of job creation and sustainable growth. In this context, the rapporteur believes that the EFSI can offer an opportunity, not just to restore growth and quality jobs, but to tackle in parallel the defining challenges of the 21st century, such as global competition and sustainability, fighting climate change and achieving an energy transition that decarbonises our economy. This needs to be done in line with the Europe 2020 Strategy and the EU s 2030 Energy and Climate Package. Therefore, we need to focus our investment strategy around our vision of the kind of Europe that we are trying to build. The rapporteur believes that the transition towards a sustainable, resource efficient and decarbonised economy is the overriding priority and policy goal for Europe s future development. It is an enormous challenge but there is no other way forward. Ambitious investment is needed for years to come, if we wish to successfully transform our economy. But investing in no matter what will not get Europe back on track. We have to channel the investment opportunities offered by the EFSI into these key EU priority areas. PE v /15 PA\ doc

(10) Svrha EFSU-a trebala bi biti pomaganje pri rješavanju poteškoća u financiranju i provedbi produktivnih ulaganja u Uniji te osiguravanje većeg pristupa financiranju. Namjera je da povećani pristup financiranju bude od posebne koristi malim i srednjim poduzećima. Primjereno je korist od takvog povećanog pristupa financiranju proširiti i na poduzeća srednje tržišne kapitalizacije, a to su poduzeća čiji broj zaposlenih ne premašuje 3000.Prevladavanje trenutačnih poteškoća u pogledu ulaganja u Eur opi trebalo bi pridonijeti jačanju Unijine gospodarske, socijalne i teritorijalne kohezije. All investments, which will form part of a European investment strategy involving public resources, should undergo thorough economic, social and environmental impact assessment studies, and should be in line with the EU's sustainability, resource efficiency, climate and energy targets. It must be ensured that only those investment projects that would stimulate growth in sustainable production and consumption should be selected. Amandman 3 Uvodna izjava 14. In order to ensure that new investments are directed towards Europe s commitments to a sustainable and energy efficient economy, the project list should only include those ventures that adequately match these aims. In this regard, it is crucial to ensure that the EIB will prioritise and lend its support sustainable projects with an emphasis on renewable and lowcarbon energy technologies, infrastructure and energy efficiency in line with the objectives of the Europe 2020 Strategy and the 2030 Climate and Energy Package. Investment levels are currently far too low to create quality jobs on the scale needed, and to transform this growth into sustainable production and consumption. 8 objectives, should have strong socio-economic added value and should support entrepreneurship, growth and quality job creation throughout the EU. In this regard we need to make sure that investments are directed towards forward-looking projects while ensuring geographical and thematic distribution. Amandman 5 Uvodna izjava 24. This addition is required to clarify that EIB policies should be respected in the context of the EFSI, such as transport, energy or climate policy, given that the EIB commits to apply its normal project appraisal process to every project that then goes through the EFSI. The EIAH should put a particular focus on projects that are in line with the EU's energy, climate and sustainability goals. In this regard, energy and resource efficiency have the biggest potential of multiple benefits for the EU: biggest potential to cut costs (enhancing the competitiveness of specific sectors), high job creation, excellent cost-effectiveness, and improved energy and resource security improving EU resilience and SME support. 10 Full transparency and accountability should be ensured for the development of investment policies and guidelines and for project selection, in order to improve project quality and ensure ownership and smooth implementation. All relevant information and assessment concerning each project should be publicly disclosed. Amandman 8 Članak 3. stavak 5. podstavak 2. 13 informacijske i komunikacijske tehnologije; EFSI investments need to give strong support to innovation and R&D and provide more focused funding for developing energy technologies in the EU, especially for technologies which are still in their demonstration phase. Should the upfront risk be taken over by EU and EIB grants, these projects would have the potential to create local jobs in Europe as well as a very high demand for local manufacturing capacities. Deep renovation of existing buildings is one of the most labour intensive activities where money invested has a very high return in terms of employment. Focusing on renewable and all other types of low-carbon energy sources and energy savings will enhance our energy security; it will allow us to take better control of our energy production and reduce greenhouse gas emissions. Resource costs make up a significant part of the cost structure of European businesses; resource efficiency investments have the potential to deliver around 270 to 630 billion per year in savings in terms of material costs for EU businesses.
