2 ABOUT This Fourth Regional Annual Meeting is brought to you by CUTS International, Geneva, and CUTS Africa Resource Centre Nairobi, in collaboration with other country partners of the PACT EAC project in the East African Community. CUTS International has been implementing this 4-year project titled Promoting Agriculture-Trade- Climate Linkages in the East African Community (PACT EAC) with funding support from the Swedish International Development Cooperation Agency (Sida). The overall two project objectives are to build capacity of relevant stakeholders to synergise policies and practices related to trade, climate change and food security, and to assist EAC delegates in the relevant WTO discussions. The two main objectives of this meeting is: Assessing the project implementation to highlight what has been achieved by the project beneficiaries and implementers of this project, in terms of knowledge, capacities and coordination of stakeholders, as well as policy impacts related to the linkages between climate change, food security, and trade in the EAC; Providing a networking opportunity to the relevant national, regional and international stakeholders that will be actively participating to this event. The results of PACT EAC project at national, regional and multilateral level will be demonstrated in different sessions, backed up with statistics and data, as well as testimonies from different project stakeholders. This 4 th Regional Annual Meeting (RAM) will also be the opportunity to highlight the lessons learnt from the project implementation as well as to draw some recommendations. Participants in this Meeting will include all relevant stakeholders from each of the EAC country, including national Ministries of East African Affairs, Trade, Agriculture and Food Security, Climate Change and Environment, the private sector representatives, media, CSOs; key regional actors such as the EAC Secretariat, trapca, EACSOF, EABC, EAGC; and relevant international organisations, such as FAO, UNFCCC, WTO, UNEP, etc. The PACT EAC project is based on the experience gained by CUTS International Geneva since its establishment in July 2008 with the aim to assist developing countries in their better understanding of trade and related issues, and strengthen Geneva-grassroots linkages.

CUTS International, Geneva team has worked on a final impact assessment of the project for the past few months to analyse the achievements, outputs and outcomes, of the PACT EAC project in the region and in Geneva. Through this analysis, the report also draws to some extent the lessons learnt and recommendations coming from the project s implementation. This session will be the opportunity to present the rationale of this project, and how CUTS has managed to reach the project s objectives, in particular the set of activities implemented in the region and in Geneva will be briefly presented to the audience. Based on this presentation and the final impact assessment report of the project, another objective of this session will be to draw lessons and recommendations. Chair: H.E. Through research, advocacy, networking and training activities, CUTS and its partners aimed to reach a maximum of project stakeholders to enhance their knowledge and skills on CCFST linkages, and hence allow them to adopt more coherent, coordinated and effective positions/actions. A forum of EAC WTO delegates that met on a bi-monthly basis for 4 years. Project research recommendations inspired national policy campaigns that engaged policy makers in achieving more coherence. In this morning sessions, the different impacts and success of the advocacy campaigns will be demonstrated by PACT EAC national partners, such as: integrating trade aspects in the new Kenya environmental policy; allowing the Rwanda environment ministry to sit on the National Trade Forum; and the revised Tanzania Forest Policy to address concerns related to the impact of charcoal trade on deforestation. Project stakeholders have been demanding for the continuation of the project activities. Moreover, through feedback in the sixth National Reference Group (NRG) meetings in August and September 2014, they have provided inputs on the relevance of including agro-industry as the new framework in which the climate change, food security, and trade linkages will be studied, capacities built and advocated.
