4 1. Publishable summary Renewable Energies and Energy Management are major issues for France which supports the European Commission energy and climate change policy. To realize this commitment, the ministry of Higher Education and Research proposed to organize under the French Presidency of the European Union a major event named "Towards a low carbon energy : The European Strategic Energy Technology Plan". It took place on October 28 th, 2008 in Paris at the Carrousel du Louvre. Based on the work launched by the European Summit in spring 2008, this event included a conference and an exhibition, with the aim to be a place for expression on the issues and challenges faced to industry and society by the European climate/energy policy, and the fundamental role of technology to solve them. In the general aim to prepare the launch of the SET Plan, the objectives were: To remind the background and objectives of the European energy and climate change policy, To agree on the objectives of low carbon energy technologies and rally the European players around a common strategy, To draft an agenda of the advances of these technologies, To include them in a common frame of reference in order to periodically compare their results to conduct a coherent change in the energy mix, To encourage managers to acquire and use the instruments provided by the SET- Plan in their strategic choices, To enhance recent European technological achievements, To enhance the work of Technology Platforms and support the implementation of the Joint Technology Initiatives. More generally, the aim of this event was also, as active component of the SET-Plan, to provide an opportunity to promote coordination of research organizations in the energy sector through the launch of the Alliance, to promote European industrial new initiatives and to prepare the work of the Steering Group for the "EU Energy Technology Summit" in EBC 2008 Project number: /17 Final Report 20 April 2009

Work progress and achievements during the period Summary of progress towards objectives and details for each task The event took place on October 28 th, 2008 at the Carrousel du Louvre in Paris, a prestigious place with a convenient access. A dinner was organized the previous evening for the speakers and the representatives involved in low carbon technologies of the European Bodies, of the Member States and of research and industry. A fringe meeting took place the day before the event, during which the representatives of the European Research Institutes signed an agreement to facilitate the creation of the European Energy Research Alliance (EERA) mentioned in the SET Plan. The event began at 8:30 am and ended at 7:30 pm. The conference took place in the "Gabriel" Complex, whereas the exhibition was held in the near "Delorme" Complex on 7100 m2 surface area. The conference After the opening session presided by Mr. Jean-Pierre Jouyet, Minister of State to the Minister of Foreign and European Affairs, with responsibility for European Affairs, three sessions were organized: - Perspectives of Research, introduced by Mr. Janez Potocnik, - Industry expectations, introduced by Mr. Andris Piebalg and Mr. Patrick Kron - Implementing the SET Plan, introduced by Mrs Edit Herczog The conclusions of the event were done by Mr. Piebalgs. The exhibition There were 13 stands from 9m 2 to 50m 2 settled in a total space of 500m 2. The lunch and the coffee breaks took place in the area in the centre of the exhibition. The exhibitors were mainly industries specialized in energy production and transports (Alsthom, GDF-Suez, EDF, Toyota, E.ON, IFP/Geogreen, IFP/D2T, Axens, Schlumberger, Air Liquide, Ademe, CEA/Paxitech). The European Commission held a stand where the European Research programs were explained. The following representatives attended the conference and the exhibition: - High representatives of French Government and French Presidency, - European Commission representatives (Presidency, DG Research and DG TREN), - Members of European Parliament, - Large scale facilities delegates from the Member States, - Government representatives from the Member States, - Managers and representatives from major European research organisations, - Operators of public and private infrastructures related to energy, - Industrial companies, - Industrial users and producers of energy, - Financing bodies and banking organisation. 6 There were 545 participants, including 325 from France, 205 from the EU and 15 from other countries. The attendance was possible only on invitations, addressed to people involved in decision-making processes related to the energy and climate change research and development, able to draw a special benefit from attending the conference and taking part in formal and informal discussions (at political and management level, mainly from Europe, but also from overseas) Achievements / Highlight clearly significant results As part of the French Presidency of the European Union, the " Towards a low carbon energy" event organized by the French Ministry of Higher Education and Research, the Ministry of Ecology, Energy, Sustainable Development and planning, with the help of the European Commission, was a real success. For the first time, the 500 major European players in energy research and innovation, research bodies, industrial companies and institutional leaders came together, in the presence of journalists, representatives of the members States and of the European Commission at the highest level and actors from business and finance. More than thirty countries were represented. The participation at the highest level (the French Minister for European Affairs, the European Commissioners for Research and Energy, the President of the European Investment Bank, several members of the European Parliament,...) showed the interest of policy makers for European energy policy. Their speeches sensitized listeners to the interest of low carbon technologies and to the economic and environmental benefits to invest in this area. They encouraged them to take into account in their projects the proposals of the European Strategic Energy Technology Plan adopted by the Commission on November 22 nd, 2007 and adopted by the Council in spring They ensured the promotion of energy policy aspects and reviewed the most operational provisions of the plan, in particular: - The European system of information on energy technologies, - The Alliance of European research in the energy field, - The European industrial initiatives. In parallel to the event, the 10 leading European research institutes in the field of nonpolluting energy sources have signed a formal declaration of their intent to commit to the development of the European Energy Research Alliance (EERA) to implement the R&D initiatives set out by the Set Plan, with the aim to accelerate the development and large scale application of low-carbon technologies in order to meet European targets set for 2020 and Since then, this essential tool for governance of the SET Plan has significantly increased and its implementation in accordance with the commitments made. Following the international repercussions, this event will be one of the first milestones of the establishment of the European policy on energy and climate change. The future Swedish Presidency has underlined its intention to take the model of this event to organize the 2009 technology Summit in Stockholm provided by the SET Plan. 10 4.2 - Detailed Work packages achievements Work package 1 Title: Governance, overall conception and achievement of the programme Objectives The main objectives of this work package were the definition of the programme, in accordance with the general aim of the event, and the selection of speakers and attendees. They include the management of the preparation phase of the event in view of the political and technical objectives realization, and the in-site monitoring of all the phases of the day. Description of the work The work of this work package was scientific and technical. It aimed at ensuring that the themes and subjects treated by the sessions were in concordance with the main defined objectives. The Commission took a major role in this work. The main decisions of this work package were: - to define the list of participants, divided in terms of importance, taking into account the balance between the scientific, industrial and politic aspects, - to define the strategy of the invitations, - to prepare the detailed definition of the programme, - to define the title and content of the sessions, - to check the complete coherence between the content of the sessions, - to choose the chairpersons, speakers and participants at the sessions, taking into account the diversity of the subjects, the repartition of nationalities and bearing in mind that even small countries should be strongly associated as important players in the energy/climate problematic, - to design and to publish the conference's programme, - to manage direct contacts with speakers and participants to prepare the interventions, - to launch and monitor the contacts with the cabinets of concerned ministries in order to insure that they themselves or their representatives will be present, - to check the coordination between the official French speakers. The information about the carbon free aspect of the event has been done in the general framework of French Presidency. 11 Work package 2 Title: Preparatory and operational logistics Objectives The objectives of this work package were to define and organise the logistical aspects of the conference venue. Description of the work The work concerned in particular: - Selection of the location, - Simultaneous translation (English, French, German), - Welcome protocol, - Management of the attendees, - Security constraints (in relation with ministries cabinets), - Conference tools ( bags, pen, pads, brochures, ), - Decoration (internal and external), - Use of the specific logo of the PFUE, - Relation with the Professional Congress Organiser, - Monitoring of the realization of a short film (lasting 6 minutes). The film The objective was to introduce the three working sessions after the opening ceremony. It highlights that Europe is already at work in the domain of new energy technologies. It starts with an introduction about the needs of society for economic and social development together with the necessity to accelerate the fight against climate change. The first part is a brief overview of outstanding EU recent achievements in the domain of new energy technologies. Some examples are chosen from various EU countries in the domains of Solar, Wind, Biomass, Clean Coal, Hydrogen, Transports Fission and Fusion energies. The last part is devoted to EU strategic energy policy. It shows the urgent need for a European strategy to solve the energy challenges we are faced with. Europe has excellent capabilities but these are widely dispersed. Only genuine coordination will avoid fragmentation of programs and dispersion of efforts. In conclusion, the SET plan is the response to this emergency. The accent is put on the interest of the six European Industrial Initiatives which aim to strengthen industrial energy research and on the creation of the European Energy Research Alliance which aims to implement joint research programmes. 12 Work package n 3 Title: Communication and dissemination Objectives The objectives of this work package were to ensure the sustainability of the information on the results and the outcomes of the conference. To inform the public of the most important issues of the event, several press briefings were organised in presence of representatives at the highest level. Description of the work This working package concerned all the aspects of the communication and dissemination : - Development of specific media lists (French and European) - Development of all media materials (press releases, press kits, press room on the conference web pages) - Installation and equipments for the press room - Organization of the press briefings - Logistics for individual interviews - Press clipping - Redaction and dissemination of the final report - Monitoring of the preparation of the conference website. To give the maximum publicity, this website included until the event: - The announcement of the event, the programme, the access to the area. - The presentation of the SET Plan, the links with other relevant websites such as those of the French Presidency of the European Union and of the European Commission. The content of these web pages were provided by the Commission. - The online registration for the conference. Only people and organization representatives who received invitations or "save the date" (by post or ) were directly validated (about s sent). A selection was done in the limits of the area (max 500 peoples together). The participation was validated once the personal data were registered in the accreditation system put in place in order to comply with the security rules of the General Secretariat of the French Presidency. Achievements of this work package All the tasks included in this work package were made in time and in results as planned. Project management Management of the activities All the aspects of the event preparation were under the responsibility of a Steering Group (EBC- SG) on behalf of the French Ministry of Research. The EBC-SG included representatives of the ministries and the instances the most involved in questions of research, energy and environment. Several working groups were created, dealing with all aspects of the organisation: programme, contacts with the speakers, establishment of the lists of participants, reservation and contact with the Carousel team, logistics, communication, security, exhibition, film, website, conference tools, etc. They met under the behalf of the MESR around twice a month and more for the most important subjects (security, film, website, etc) and once a week after the beginning of September. Decisions were made by consensus on the propositions expressed by the working groups. The direction of the Strategy of the DGRI and the diplomatic counsellor of the cabinet of the Minister in charge of Research were highly involved in the final decisions. Concerning the programme, the strong link between the CEA and the European Energy Research Alliance enabled a real optimization of the subjects, in relation with the objectives of the SET Plan. The different tasks were well defined, as the person in charge. So, no management problem appeared during the preparation of the event Use of foreground and dissemination activities during this period A particular attention was paid on the means to inform the public about the results of the event and to make known the different aspects of the Strategic Energy Technology Plan of the European Commission. The dedicated website used for the registrations will be open to the public and maintained upon the "EU Energy Technology Summit" scheduled in 2009 under Swedish Presidency. The interventions done by the speakers are in line and it is possible to download the introduction film and the press kit. Links with the websites of the exhibitors are provided. To complete the website, a DVD has been made, including the videos of the presentations by the speakers. This DVD will be provided to those who are concerned by the event, by the low carbon technologies, by the SET Plan or involved in the organisation of the next event. More, two posters have been made. They will be used for the other events the CEA will be involved, to illustrate the SET Plan and low carbon technologies and researches. EBC 2008 Project number: /17 Final Report 20 April 2009

14 6 - Explanation of the use of the resources Justification of major cost items and resources The final budget of the event is very close to the previsions. The main differences are the consequences of the decision to increase the part "communication and dissemination" before the event, to ensure a good transition until the next high profile event during Swedish Presidency. No conference fees were asked, and the participants paid their travel and accommodation costs, except the hotels charges for identified VIP speakers Brief description of work The work was shared out among three work packages: Work Package 1 (governance, overall conception) The objectives of this work package were the definition and the implementation of the programme, in accordance with the general aim of the event, and the selection of speakers and attendees. Several press briefings were organised in presence of representatives at the highest level to inform the public of the most important issues of the event.
