2 Competence Centre Administrative Capacity: who we are what are our priorities "We are a brand new small unit set up to enhance the capacity of the Commission services to help Member States and regions to overcome implementation bottlenecks linked to administrative capacity problems in order to accelerate the absorption of Funds and improve the quality of spending in the current and future programming period." (mission statement) 2

3 Scope of our work: Administrative capacity linked to the management of the funds Geographical: Member States and regions with weaker administrative capacity Horizontal: e.g. public procurement, environment, state aid, Land Registers Sectoral: sectors which lag behind in absorption like railways, waste water treatment, information society Knowledge development: WB, OECD, EIB/Jaspers, Interact, IQ Net, RSA : methodologies, indicators, training, networks Good practice database: exchange of good examples 3

4 WORK PROGRAMME Two short term objectives: Stocktaking: country fiches and analytical grid Guidance to country desks for negotiations on administrative capacity and use of technical assistance for institution building Two longer term objectives: Toolkits: tailor made solutions for specific Member States and regions Systemic solutions available for all Member States and regions 4

Guidance to Country Units : Recommendations on use of technical assistance Support to salaries, public buildings, e-cohesion, anti-fraud corruption, indicators etc. Guidance note on TO 11: institution building Common product EMPL/REGIO Active participation in screening meetings on PA/OP Comments on administrative capacity linked to ESI Funds Ad hoc requests coming from country desks E.g. support to salaries, real estate. 6

Toolkits: Concept note on Common Exchange of Experts System (CEES): exchange of experts: measures similar to 'twinning', 'twinning light' and 'short term expert' models, fire brigade joint actions with instruments available from International Financial Institutions (IFIs) customised interventions best suited for the identified weakness and for the particular Member State ("ownership") operational steps to be taken, national contact points, launch seminars, timetable, estimated costs ç 7

Systemic solutions: Horizontal solutions available for all Member States and regions COCOF meeting on administrative capacity, 26 June 2013 (REGIO/EMPL) Open Days Workshop: "the secrets of a successful administration for cohesion policy", 9 October 2013 Anti-fraud/corruption conference + workshops in MS Methodologies to measure administrative capacity Governance indicator for cohesion policy (with WB) Benchmarks for managing programmes (WB, OECD) Cooperation with external organisations like e.g. OECD, World Bank, EIB/Jaspers 8
