1 Government of India Department of Sports Office of Secretary (Sports) MINUTES OF THE 6 th WEEKLY REVIEW MEETING HELD WITH SR. OFFICERS OF DEPT. At the outset, Secretary (Sports) welcomed all the officers and conveyed his best wishes for the New Year He emphasised to give due attention to the issues of current financial year particularly expenditure planning against allocation' and outcome budget as 'measureable physical targets and tool for performance indicator'. He has outlined that for the dept. to be more result oriented, the divisional heads must present their respective plans. 4. A gist of deliberations held and decisions taken are mentioned below in the tabular format:- SN Particulars Status/Direction 1. Monthly Expenditure AS & FA mentioned that as per extant instructions, not more Plan (MEP) & Fund than one-third (33%) of the Budget Estimates may be spent in Utilisation the last quarter of the financial year. Besides, the stipulation that during the month of March the expenditure should be limited to 15% of the Budget Estimates was reiterated. It was emphasized that the restriction of 33% and 15% expenditure ceiling must be enforced subject to RE ceilings. Secretary (Sports) observed that therefore, all section heads attached/sub Sub-ordinate office of the Deptt. should prepare Monthly Expenditure Plan (MEP) for the last quarter of and strictly follow it. Secretary (Sports) informed that he will review the MEP for SAI separately and a meeting is to be convened by Secretary SAI in this regard immediately. 1
2 Football Academy: US(AKP) informed that under Mission-il- Million, out of budget allocated i.e Rs 30 crore for Footbil development, till now Rs 12.5 crore has been released leaving an unspent balance of Rs 17.5 crore. Secretary (Sp) directed SAl to expedite setting up of Football academy as part of legacy plan. In this regard, SE (Infra.) requested to submit the proposal. Secretary (Sports) observed that it would be appropriate to establish academy at Bangaluru due to its connectivity, weather and Sports Science & Sports Medicine support at SAl Regional Centre. SE(lnfra.) to submit detailed plan by today itself for one synthetic football pitch, one grass pitch, 100-bedded hostel facility, floodlight and change rooms. HRDS: US (VK) reported Rs 1.50 crore unspent balance, Secretary (Sports) directed that all the pending liabilities to be put up immediately. He further advised that possibility of deputing another batch of 30- Coaches (15-SAl Coaches, 15- State Coaches) to Birmingham University for the training to be explored within one week. SAl: All the proposals received from NSF5 for capacity building should automatically be routed through SAl. A separate internal meeting is to be convened immediately to assess the complete profile of Players, Coaches and Supports staff attached with the National Camp, to discuss the location of Camp, ACTC, action plan for AG/CWG and core probable for OG All YP5, POs are to attend the said meeting. Action: JS(Sp.)/JS(Dev.)/Secretary SAI/ED(T)/SE(infra.) 2. Priorities issues of the In response to Secretary(SP)'s remarks on listing out of priorities Department of each section for the year 2017 by JS concerned, JS(Sports) opined the following:- a) Perception about the Department: we should constantly remain in touch with current elite athletes to address their grievances if any. Secretary (Sports) suggested that JS(SP) & ED(T) to work out an effective mechanism for this. b) Actors in sports: lack of proper coordination among the several central sports promotion boards. Secretary (Sp) stated that as a first step, a meeting on at am is scheduled for all central sports control boards to have convergence. c) Lack of interaction with Ministries of HRD, Tribal Affairs, Social justice & Empowerment, Health, Consumer Affairs, MHA, Tourism, I & B, D0PT and Women & Child Development, etc.,: Secretary(Sports) suggested that we should have strong interface with these ministries. Sh Inder Dhamija, JS(Sports) to bring
3 out agenda notes to be taken up with each of these Ministries. He also outlined some agenda items that could be taken with them as below: (1) With Social Justice & Empowerment Ministry: We can seek for supplementing our grant for establishment of training centre for Para athletes; technical support for Para athletes; Scheme of Game and Sports for Disabled to restructure and we can make Disabled Commissioners as driving force; making all SAl Centres barrier free. (2) With Women & Child Development Ministry: We can take up the issues like child safety in sports; third party audit of training centres; prevention of sexual harassment of women at work place; promoting champion of gender equity; additional special efforts in talent hunting in women; encouraging more women championships. (3) With Tribal Affairs Ministry: Strengthening of SAG Scheme; Tribal games concept; Indigenous Games. (4) With HRD ministry: School Sports; university sports; integration of sports with education; development of play field & registration with Dist./State Association; research studies on how sports can increase the academic performance; vocational training & skill development training; stream of sports technology in colleges/universities; cost effective, affordable sports technology in tie-up with IITs etc., (5) With Health Ministry: Sports Science; Sports medicine. (6) With Consumer Affairs ministry; Standardisation of sports goods & equipment. (7) With MHA: Sports development in J & K and Naxal affected areas. (8) With Tourism Ministry: Adventure sports; Sports tourism. (9) With I & B Ministry: Exclusive broadcasting rights in Doordarshan on sports biopic; sports quiz etc. Action: JS(Sp.)/JS(Dev.) 3. NDTL-Review CEO NDTL is to submit a report on NDTL in terms of no. of samples being tested every year, in terms of diversification, in terms of proficiency test etc. Action: AS & FA/CEO NDTL 4. Indian Science Congress DG NADA informed that plenary session in sports science at ISC (ISC) held at Tirupati was a great success and more 1000 participants turned around. Secretary(Sports) desired that DG NADA to submit a complete report on the session including identification of potential partners, potential stakeholders etc., Action: DG NADA
4 5. Capacity Building in SAl Secretary SAl to prepare HRD plan for SAl Officials and Coaches in 15-days. Action: Secretary, SAl 6. Presentation on Task Secretary (Sp) informed that we have already send draft Force presentation to PMO and awaiting for the kind consent of Hon'ble PM to make presentation before him. 7. Mission-Xl-Million Secretary (Sports) desired that for M-Xl-M launch on 281h January, Celebrities such as P V Sindhu, Baichung Bhutia from sports field may be invited and other celebrities such as Amitabh Bachan, Deepika Padukone and Priyanka Chopra may be approached. Anthem for M-Xl-M may be released later on also for which we may also approach A R Rahman. 8. National Games at Goa Secretary (Sp) informed that National Games should be held at Goa after State Assembly Election and the matter has been discussed with Chief Secretary, Goa. 9. Overhauling of Sports MYAS will have to develop a template. JS(Dev.) will refer model of UK sports and will come up with the draft template. 10 Stadia Utilisation Secretary SAl to submit recent update of Stadia utilisation details to be obtained from ED (Stadia). Evaluation Report on Prof. Tripathi's interim report also to be submitted by ED (Stadia) within one week. Secretary, SAl/ED(S) 11 Third Party evaluation After QCI presentation, Secretary (Sports) made certain of SAl Centres observations which need to be incorporated. JS(Dev.) to take up the issue immediately and update. 12. NSF Evaluation On the line of UK model, a scheme to be developed. Action: JS(SP) 13 Govt. Observers The process of engagement of Govt. Observer to be completed within three weeks. 14 HRDS review The gap in the present structure of the scheme need to be addressed and more focus may be given for the capacity development within the field units of the WAS & talent development of budding athletes. 15 Upgradation of NIS Secretary (Sports) informed that Sh. M S Varughese, DD(Cg.) is Patiala preparing concept note. 16. National Physical On pilot basis, NPFP should be implemented in KVS and NVS Fitness Programme across the country besides the States already identified. (NPFP)
5 17 e-office Director (NIC) made a presentation on e-office. During the presentation, it is decided that all dealing hands and supporting staff are to be trained. Further, Director (NIC) also informed that most of the Deptt. such as Rural Development, Women & Child Development, Coal etc., have already started implementing e-office module. US(AKP) volunteered to implement e-office in SP-1 & 3 immediately. is (Dev.) assured that MD-SD and CDN section will also start implementing e-office immediately. NIC to provide all technical support including handholding support in the section. The entire Department should migrate to e-office by The requisite printer-cum-scanner as available in OC-BRICS FB, OC SAG may be transferred to MYAS. The appropriate specification to be provided by NIC in case of new procurement which will be carried by SAl. /JS(Dev.) The meeting ended with vote of thanks to the Chair.
