1 Pay Card & Direct Deposit Process Change As you probably know during the 2011 GM/UAW negotiations an agreement was reached with the union to replace hard copy checks with a Pay Card or Direct Deposit. Also it was agreed that Hourly employees will receive their pay statements on-line replacing the mailing of hard copies to employees homes. In April of 2012 the UAW asked for a pilot site to be operational and issues resolved before we go live with the rest of the population. Following a successful PayCard pilot, GM Payroll is ready to move forward with the PayCard implementation for all U.S. hourly employees currently receiving a paper payroll check. Simultaneously, the mailing of a paystub to all employees will cease. Listed below are process implementation dates: Citi PayCard ORION ASSEMBLY July 16, 2012 To employees w/o deposit - mail paycard info & deposit form August 1, 2012 Election Form due to Payroll (via fax for data entry) August 17, 2012 Pre-Note August 24, st Deposit to employee choice: Bank Account or PayCard ipay Pay Statement August 1, 2012 To ALL employees - info regarding end of stub sent in mail & how to register w/ipay August 24, 2012 Print of stub turned off. Employee will need to access ipay for pay slip info Additional information and process overview will be made available to employees. Copies will be available in Labor Relations. Pay Card is only for employees that don't have Direct Deposit. If employees choose not to participate in the Pay Card process, Direct Deposit sign up is required. This process applies to GM hourly employees as well as Orion LLC employees. Pay Card Process Overview What is a Pay Card? The Pay Card is a Visa payroll card issued in place of traditional paper payroll checks. Pay Card Distribution Employees who do not currently participate in Electronic Funds Transfer (EFT) of their payroll drafts will be issued a Citi Bank Visa Pay Card in lieu of a traditional weekly payroll draft. Employees may use the Pay Card in the same manner as a payroll draft, if they so choose. The Pay Card replaces the traditional weekly payroll draft.

2 Pay Card Purpose To get the Employee s net pay into their hands on payday o in a manner similar to how they obtain their funds today (if they so choose those methods). o in a manner that is secure. o in a manner that meets state and contractual time lines. o in a manner that gets Payroll to a single process. Basic Concepts General Motors deposits net pay to the Employee s Pay Card on pay day. The card cannot be overdrawn (it is not a credit card). There is a Card Agreement between Citi Bank and the Employee. Funds may be accessed in a manner similar to today s payroll draft without cost to the employee. o Cash or deposit Additional Citi Bank conveniences and features of the card are available, some of which include fees. Security Unlike a weekly payroll draft, the funds cannot get lost or delayed in the mail. Loss Protection upon employee notification, the Bank will promptly deactivate Card and transfer the unused balance to a replacement card. Customer service is available 24/7. Improved turnaround time as compared to the length of time required process a Stop Payment and reissue a traditional payroll draft. Attempted use of the card after employee notification to the Bank are not the responsibility of the employee. May Be Used Like a Payroll Draft Each pay period, the employee may cash or deposit up to the net pay amount, at no cost to the employee, by: o presenting a Pre-Check at any bank (or other check cashing location). o presenting their card at a Visa member bank. Pre-Check Citi Bank Pre-Checks will be distributed to the employee. Pre-Checks are pre-printed, made payable to the employee (pre-printed with the employee s name). The amount field is blank. The payable amount is filled in by the employee. The employee may enter the amount they chose, up to the amount available on the card (weekly net pay). Sample Pre-Check

3 Pre-Check The Pre-Check can be used just like today s regular weekly payroll draft. Employees may utilize one Pre-Check per pay period without a fee. Employees may use additional Pre-Checks per pay period (fee). Withdrawal Once per pay period, Employees may access the entire cash amount of net pay at a Visa member bank, at no cost, by presenting their Pay Card. 50,000+ Visa member banks. Additional Features provided by Citi Bank to Employee How does it work? Features More convenient for an employee than a regular payroll draft o Employee s weekly net pay is loaded on the Pay Card by 10 am EST on pay day. o Employee s may access their pay in multiple ways: Pre-Check Bank Withdrawal At a Point of Sale as a debit or credit transaction ATM withdrawal POS Debit / Credit Transaction Pay Card may be used as a debit or credit purchase at - o Retail stores o On-line o Phone transactions Debit transactions require a pin number and have a small associated fee. Credit transactions have no fees.

4 ATM Withdrawal Employees can make one ATM withdrawal per pay period at a Visa associated ATM at no cost. o Additional per pay period ATM withdrawals may be made (fee). o ATM withdrawals at a non-member ATM may be made ( additional fee). o Pin # required. Visa associated ATM s are located in virtually every community in the USA. Other Features Employees may request from Citi Bank additional pay card(s) for family members, etc. (fee). If a card is lost or stolen, Citi Bank Customer Service will promptly issue a replacement card (fee) and handle any transfer of funds issues. No minimum balance requirements. Other sources of funds may be directed to the card at the employee s discretion (e.g. personal tax refunds) Account information is available 24/7 and may be accessed in the following manner o IVR Citi Bank Interactive Voice Response (automated system via phone) o Citi Bank Call Center (speak directly with a customer service representative via phone) o On-line (via the web) o ATM inquiry (fee) Upon request, Citi Bank will send transaction notification text messages to your phone. Recap Pay Card replaces the traditional payroll draft and can be used at no cost to the employee. o Funds are always available on pay day - no waiting to receive your check in the mail. o Pay Card is secure. o Pay Card has additional features and conveniences which the employee may opt to use, that may or may not have associated Citi Bank fees.
