1 v1.0 Version date 6/3/2017 What this policy is about This document sets out our policy for collecting fees for enrolment in training that is funded by Certificate 3 Guarantee (C3G). Who this policy applies to This policy applies to you if you are accessing Certificate 3 Guarantee funding. Policy detail 1. How FFS fees are charged a) Co-contribution fees i) If you provide evidence at enrolment that you meet the relevant criteria for Certificate 3 Guarantee funding, then you will be charged the corresponding fee as shown here: If you meet the following criteria: Basic criteria only Basic criteria + Concessional criteria Basic criteria + Year 12 graduate criteria Foundation skills criteria Skilling Queenslanders for Work criteria You will be invoiced the following fee for training and assessment: Co-contribution fee Concessional co-contribution fee fees fees fees b) Criteria for funding i) You meet the basic criteria if you meet all of the following requirements: (1) You are a Queensland resident; and (2) You are aged 15 years or over; and (3) You are no longer at school; and (4) You are not enrolled and have not previously been enrolled in a Certificate III or higher qualification (not including qualifications completed at school or during foundation skills training); and (5) You are enrolling in an eligible qualification; and (6) You are either: (a) An Australian citizen; or (b) A New Zealand citizen; or (c) An Australian permanent resident (including a humanitarian entrant); or (d) You are a temporary resident with the necessary visa and on the pathway to permanent residency. ii) You meet the concessional criteria if you meet one or more of the following exemption categories: (1) You hold a heath care card or a pensioner concession card issued under Commonwealth law, or you are the partner or a dependant person of a person who holds a health care card or a pensioner concession card, and you are named on the card; and/or (2) You provide us with an official form under Commonwealth law confirming that you, your partner, or the person of whom are a dependent is entitled to concessions under a health care card or pensioner concession card; and/or (3) You are an Aboriginal or Torres Strait Islander person; and/or (4) You have a disability; and/or (5) You are an adult prisoner. iii) You meet the Year 12 Graduate Fee-free criteria if you meet all of the following requirements: (1) You completed year 12 in Queensland and hold a Senior Statement issued by the QCAA or equivalent certificate that confirms you have completed year 12 in Queensland; and FIN POL 8.07 Page 1 of 6

2 (2) You are commencing study within 12 months of completing year 12 (that is, by the end of the calendar year following completion of year 12); and (3) You are enrolling in a high priority qualification identified by DETE; and (4) You live permanently in Queensland. iv) You meet the Foundation Skills criteria if you meet all of the following requirements: (1) You are enrolling in a unit or course drawn from the approved foundation skills courses on the Queensland Training Subsidies List; and (2) We have developed a formal ET47 Training and support plan for you. v) You meet the Skilling Queenslanders for Work (SQW) criteria if you are enrolling at QATC via an organisation which has attained SQW funding specifically for that training program. You will be assessed by that organisation as to whether you meet the criteria for the program. c) Maximum number of times you can get C3G funding i) You can only receive C3G funding once. ii) If you have already accessed C3G funding, then unless you are assessed as eligible for another type of funding, you will be liable to pay the FFS Rate for training, which will be levied as per Fees Policy Full fee for service (FFS) training. d) Assessing eligibility for funding i) If you want to be assessed for funding, you need to submit your fully completed ENR11 Funding and/or concessional eligibility form, together with the supplementary evidence listed on the form, at the time of enrolment. ii) We use the answers provided by you on the eligibility form together with the supplementary evidence you provide to work out if you meet the relevant criteria. iii) As a part of our process for assessing whether you are eligible for funding, we will check with DETE to see whether you have accessed C3G funding before. iv) We will keep your eligibility documentation on file and we may provide it to external auditors, as required by law. v) If you are given the benefit of funding under this policy and you are later found to be ineligible for same, then unless you are assessed as eligible for another type of funding, you will be liable to pay the FFS Rate for training, which will be levied as per Fees Policy Full fee for service (FFS) training. e) Things we will not charge you for i) The co-contribution fee represents the total cost of training. ii) We will not charge you an extra fee for: (1) Enrolment charges. (2) Identification cards. (3) Tuition fees. (4) Services fees. (5) Materials fees. (6) Any other cost associated with delivering the training and assessment services and awarding the qualification. This includes costs associated with criminal history checks which may be a prerequisite for vocational placement and employment in certain occupations. iii) We will not charge you a co-contribution fee for the following: (1) Credit transfers. (2) Transitional gap training. f) Different fees for different offerings i) We may have different offerings for the same qualification. These offerings may arise because of different delivery methods (online, face-to-face etc.) or other factors such as vocational / work placement arrangements or high-cost electives etc. ii) We may charge a different co-contribution fee for each offering, as disclosed on our website. g) Fees cannot be waived or paid by QATC i) Your co-contribution fees may be paid on your behalf by your employer, your parent/guardian or another third party, however, your co-contribution fees cannot be: FIN POL 8.07 Page 2 of 6

3 (1) Waived (2) Paid back to you as a bonus or a referral fees etc. (3) Paid by QATC or another organisation related to QATC. 2. Fee discounts a) We do not offer discounts on your co-contribution fees. 3. Deposits a) If you are being charged a co-contribution fee or a concessional co-contribution fee then at enrolment we may charge a non-refundable deposit, in which case: i) Upon payment, the deposit will be offset against your first invoice for fee; and/or ii) If you cancel/withdraw from your enrolment in such a way that there are no fees payable for your course, then the non-refundable deposit will be forfeited (i.e. it will not be refunded). 4. Disclosure of fees a) We will disclose fees and deposits payable under this policy prior to you entering an agreement for enrolment, as follows: Fee: General disclosure: Individual disclosure to you: Co-contribution fee QATC website listing ENR01 Student enrolment form Concessional co-contribution fee QATC website listing ENR01 Student enrolment form n-refundable deposit (if any) n/a ENR01 Student enrolment form 9. Paying your fees a) Payment method i) You can pay your fees by way of: (1) An up-front payment method; and/or (2) An approved payment plan. ii) For information about up-front payment methods, see Fees Policy Up-front payment methods. iii) Payment plans are available to approved applicants. For more information about payment plans, see Fees Policy Payment plans. b) Fees must be paid by the due date i) You must make sure your fees are paid either: (1) In full by the due date written on the tax invoice; or (2) For each instalment of fees, by the date each instalment is due under an approved payment plan. c) Effect of non-payment of fees i) We will only issue your Statement of Attainment or Qualification of Testamur and Record of Results once all and any of your invoices owing to QATC have been paid in full. ii) If your fees have not been paid by the due date, then: (1) We may refuse to provide training and assessment, residential accommodation and/or other goods and services to you until such time as your fees are bought up to date; and/or (2) We may apply interest to your account at the rate of 7.05% per annum, and the account will need to be paid in full within seven (7) days; and/or (3) We may refer your account to a credit reporting agency. This will result in additional costs being incurred by you and may affect your credit rating. 10. How changing your enrolment will affect your fees a) When does a enrolment take effect? i) For the purposes of working out your fees, we will count your change to enrolment as taking effect at the time you tell us that you want to make the change. 4 b) Will you be charged for changing your i) We will not charge to change your enrolment if you are funded by Certificate 3 Guarantee. c) Will you get a refund? i) Refund payments (if any) are calculated and paid as per our Refund Policy. d) How can you request a Request by phone Request by enquiries@qatc.edu.au Submit this form Request an extension to the end date of study Yes Yes n/a Request a credit transfer Yes CT01 Application for credit transfer form Advise you are withdrawing from study Yes Yes ENR04 Variation to enrolment form Make a request to add a unit to your enrolment Yes Yes ENR04 Variation to enrolment form Make a request to swap a unit Yes Yes ENR04 Variation to enrolment form Make a request to swap qualifications Yes ENR04 Variation to enrolment form AND ENR01 Student enrolment form e) Extensions to the end date of study i) The end date of study for a unit is written on your ENR01 Student enrolment form. ii) If you are unable to complete your assessment by the end date of study, you can request an extension. iii) We will consider your request and advise you in writing whether we approve of your extension. iv) Sometimes we may be unable to offer an extension due to funding/contractual obligations and/or because of operational factors (e.g. we may not have machinery / crops available to assess you at a later date). v) Sometimes we may extend your end date of study due to operational reasons (e.g. when there has been a bad weather event which has held up training etc.). We will tell you when this happens. We will not charge you an administration fee to process your change to enrolment in this circumstance. f) Credit transfers i) If you have already completed other accredited units of competency, then you may be able to transfer these in to your qualification thereby reducing your workload. ii) To be eligible for credit transfer into your qualification, your intended unit must be relevant to the field of study and must comply with the current packaging rules for the qualification, as listed on the TGA, which you can find here: g) Withdrawing from study i) You need to tell us if you do not want to continue training. This is called withdrawing from study. ii) Whether you are entitled to a credit for your fees will depend on when you tell us that you want to withdraw: (1) If you tell us before 5pm on the date 5 days before training starts in a unit, then you are entitled to a credit for your fees in that unit. (2) If you tell us after 5pm on the date 5 days before training starts in a unit, then you are not entitled to a credit for your fees in that unit. The Executive Director of Education and Training may authorise a waiver to this in exceptional circumstances. iii) The date training is due to start, is the start date as listed on the ENR01 Student enrolment form. iv) If the end date of study passes and you have not submitted all your assessment and you have not obtained an extension, then we will withdraw you from the unit of study. At that point, if you wish to continue the unit, you will need to re-enrol in the unit and pay fees at the FFS Rate for the new enrolment. h) Adding units to your enrolment i) If you ask us to add a unit to your enrolment, we will consider your request and advise you in writing whether we are able to add the unit. 5 ii) Sometimes we may be unable to add a unit to your enrolment because of operational factors (e.g. we may not have resources available to deliver that unit) or because the unit is not on our scope of registration. iii) To be able to add a unit into your qualification, your intended unit must be relevant to the field of study and must comply with the current packaging rules for the qualification, as listed on the TGA, which you can find here: iv) Sometimes (due to funding rules) you may not be funded for a unit added to your enrolment, and in that case you will be liable to pay the FFS Rate for training, which will be levied as per Fees Policy Full fee for service (FFS) training. i) Swapping units and/or qualifications i) If you swap units, then you are in fact withdrawing from the first unit and adding the replacement unit and our policies around adding and withdrawing from units still apply. ii) If you are requesting to swap qualifications (e.g. changing from Certificate III in Agriculture to Certificate III in Horticulture) then you are in fact withdrawing from all the units in the first qualification and you are enrolling in the units in the second qualification and our policies around adding and withdrawing from units still apply. Cooling off period for unsolicited agreements a) In the event that you enrol with us as a result of negotiations from unsolicited selling as set out in the Competition and Consumer Act 2010 (Cth), then you can terminate your enrolment during the statutory cooling off period of ten (10) business days and you will not be liable to pay fees for your enrolment unless you have already commenced your training during such cooling off period. 12. Publication of this policy a) We will publish this policy on our website. Policy definitions In this policy, all words and/or phrases have the meaning given to them in POL 8.00 Fees Policy - Definitions. Where any word or phrase is given a definition, any other part of speech or other grammatical form in respect of that word or phrase has a corresponding meaning. Policy authorisation This policy is authorised by the Chief Operating Officer of QATC and comes into effect on the date it is published on our website.
