12 Table 5 OTHER INSPECTION AND RELATED FEES 1.1 The fees payable by an applicant for a permit, other than an annual permit or an owner/farm permit, are those set out in Table 1 or Table 2 of this schedule, as the case requires. 1.2 The calculation of any fee specified in Table 2, is subject to the following conditions: (a) The fee assessment pursuant to Table 2 does not apply to electrical installations specified in Table 1; (b) (c) (d) Where labour and material for an electrical installation is to be provided by an applicant, the permit fee shall be based on the charge to the customer for applicable electrical material and equipment used and all electrical work performed; Where labour only for an electrical installation is to be provided by an applicant, the permit fee shall be based on the charge to the customer for all electrical work performed plus the cost of applicable electrical equipment supplied by the customer; The following costs are not included in calculating a permit fee: (i) The cost of vehicle rails or structural steel when they are not used as electrical raceway; (ii) Subsistence and hotel costs; (iii) Hydro-vac and excavation when no electrical work is performed; (iv) Replacement of asphalt or concrete after excavation or trenching; (v) The cost of utilization equipment, other than electric light fixtures, that has been approved in compliance with the regulations; (vi) The cost in excess of $100,000 of each of the following: (A) metering equipment; (B) transformers; (C) factory assembled unit of switchgear or panel board; (D) motor control center (vii) The cost in excess of $10,000 of each of the following: (A) fire alarm control panel; (B) capacitor assembly; (C) rectifier assembly; (D) programmable logic controller (PLC); Electrical Fee Schedule - Revision June 2018 Page 12 of 14

13 (E) current conversion D.C. to A.C. system; (F) phase conversion system; (G) variable speed frequency drives; (H) generators; (I) wind turbines; and (J) solar panels. (e) (f) (g) where the total cost of the electrical installation cannot be determined at the time the permit is submitted, the permit fee is to be calculated on the basis of an estimated cost of the electrical installation; where the electrical equipment used on an electrical installation is provided free of charge or below fair market value or is obtained from salvage or is relocated, the cost of such equipment is, for the purpose of calculating fees in accordance with Table 2, to be an approximate retail value determined at the time of installation; and if labour is provided free of charge or below fair market value, the cost of labour is, for the purpose of calculating fees in accordance with Table 2, to be an approximate market value determined at the time of the installation. 1.3 The fees payable by an applicant for a permit for work of electrical installation to be performed under the authority of an owner/farm permit are those set out in Table 3 of this schedule. 1.4 Where any person has a delinquent account with the Corporation, any permit fee credits subsequently may be applied first to the delinquent account with the balance, if any, then refunded. 1.5 For purposes of section 1.2, utilization equipment means equipment that utilizes electric energy for mechanical, chemical, heating or similar purposes but does not include electric light fixtures of the kind mentioned in sub clauses 1.2(d) (v). 2.1 As per the Electrical Inspection regulations, an applicant for a permit shall pay any required fee to the Corporation at the time they deliver the permit application. 3.1 Where the inspector is satisfied that the total value of the installation could not be determined at the time that the permit was issued, a supplementary fee may be assessed on the original permit. 3.2 The supplementary fee mentioned in subsection 1.2(e) shall be based on the total accumulated costs less the fees already paid in respect of the installation. 4.0 An inspection fee, as set forth in this schedule, plus reasonable out of pocket expenses such as traveling and living costs is payable for: (a) each inspection of corrective work ordered where it is found that the corrective work has not been done or has been done in a manner unacceptable to an inspector; Electrical Fee Schedule - Revision June 2018 Page 13 of 14

14 (b) (c) (d) (e) (f) (g) each inspection of corrective work on an electrical installation that is done under a contractor s guarantee bond; each inspection of corrective work on an electrical installation required to authorize the reconnection of power supply to premises, where the power supply was disconnected; each trip an inspector makes as a result of an incorrect address being recorded on a permit or notice of completion by an applicant; each visit requested by a contractor or other person that is made by an inspector to inspect an electrical installation or electrical equipment; each inspection or investigation, including any time spent in correspondence or communication, related to work not reported in a permit or notice of completion; and each inspection or investigation including any time spent in correspondence or communication related to work under-reported in a permit. 5.0 An inspection fee, as set forth in this schedule, is payable for an inspection of repairs or alterations performed on damaged or substandard electrical equipment and electrical installations for which no inspection fee is otherwise prescribed, and the minimum time charge for an inspection is one hour. 6.0 The following guidelines are to be used when calculating permit fees: (a) Trenching work in conjunction with the laying of electrical cable. It is the policy of the Division that trenching is included within the labour and material costs and calculation of the permit fee. The trenching is necessary for the laying of electrical cable and is regulated under the Canadian Electrical Code. (b) Driving time charged to a customer for work performed in outlying areas. Such charges do not constitute any form of work of electrical installation and therefore are not to be included in the calculation of permit fees. (c) Room and board charges. Many contractors charge hotel rooms and other miscellaneous charges for performing work in certain outlying areas. Such charges do not constitute work of electrical installation and therefore are not to be included in the calculation of permit fees. (d) GST Tax. Permit fees are not to be based on the tax portion of charges to a customer. (e) Administrative Overhead. Administrative charges for such items as filling out paperwork are not included in labour charges. (f) Where the electrical equipment or material is provided free of charge or below fair market value, the permit fees shall be calculated on the approximate retail value determined at the time of the installation.
