Depending on the purpose of the account, balances may fluctuate substantially throughout the year, particularly during collection season. Please see balance chart for the Treasurer's estimate of balances. With the exception of the Collector accounts, balances are fairly constant throughout the year. The DuPage County Treasurer utilizes a combination of CD's, MMA, Managed Fixed Income accounts, and government agency bonds for Investments. Managed Fixed Income accounts are not included in this. For Collateral in the form of US Government Securities and Obligations for Federal Agencies, Federal Instrumentalities and State of Illinois, coverage is % of deposits. Current policy does not allow for this practice however the Treasurer has plans to review her Collateral Policy within the next year. The banking services detailed in the section will be performed for the County Treasurer on a contractual basis for three (3) years, with an option to renew for an additional two (2) year period. Will this same term period apply to each of the services described in Attachments 6.1 through 6.6? The three (3) year term and two (2) year option will apply to all services described in Attachments 6.1 through 6.6 With respect to the County Treasurer s right to award contracts in items 7) and 8), would the County consider pricing which reflects award based upon multiple contracts (bundled) versus 8) individual award of contracts? In the introductory section on page 7, Section 5.3 Evaluation Criteria, the Treasurer s Office requests that the Bank, through their branch network, provide real estate tax collection services for the county taxpayers. Would the Treasurer s Office entertain alternative solutions, utilizing the latest technology, to provide tax collection services? With banking needs and transaction methodology changing with customer behavior given advances in technology, banks are also changing their branch model to accommodate these changes. We would like to recommend alternative processing methodology for these transactions. We would accept pricing based on multiple contracts versus individual ones. Please submit a second Excel spreadsheet to reflect pricing based on the award of multiple contracts. Yes For the 2012 and 2013 collecting years 80,761 and 75,878 payments, respectivley, were collected by bank branches. Branch collection of real estate tax payments is not a requirement in order for a Bank to provide either depository or non-depository services to DuPage County. However the County Treasurer shall consider willingness to do so as part of the evaluation criteria. The County Treasurer does not currently make use of mixed payment files but may consider doing so as processes become more integrated under the future ERP. Not at this time. Fraud Prevention Do you have interest in utilizing additional fraud protection controls in addition to Positive Pay and Payee Name Match, such as Stale Date controls, or a Maximum Dollar Amount limits? No. Regarding the on-line banking platform, would the County Treasurer like to receive information on the bank s mobile reporting and system alert Online Banking capabilities? No. Please expand on the County s inquiry regarding the usage of unique organizational identifiers, by tax identification. Would this be for reporting We are looking for the capability to view and manage our accounts under On-Line Functionaliof incoming deposits or outgoing payments? one identifier. Regarding the accumulation of charges and credits throughout the year to be settled on December 31, should the total be a credit due the Treasurer s Office. Is the Office looking to receive a hard dollar credit or a carryover of a Compensating Bala balance credit for the following year? Can the Treasurer s Office describe, in detail, the current retail branch collection process including process flow, information reporting, and the Depository Servicesvolumes association with the various acceptable payment types. 12 armored car pick up's annually.
