Apportionable Vehicle Apportionable vehicle generally means any power unit that is used or intended for use in 2 or more member jurisdictions for the transportation of persons for hire or designed, used, or maintained primarily for the transportation of property, that: has 2 axles and a gross vehicle weight or registered gross vehicle weight in excess of 26,000 pounds (11,793.401 kilograms), or has 3 or more axles, regardless of weight, or is used in combination, when the gross vehicle weight of such combination exceeds 26,000 pounds (11,793.401 kilograms). 7
Apportionable Vehicle A recreational vehicle, a vehicle displaying restricted plates, or a government-owned vehicle, is not an apportionable vehicle. A vehicle or combination having a gross vehicle weight 26,000 may be registered under the Plan at the option of the registrant. Note: Effective 1/1/2016 Charter buses that travel interjurisdictionally are considered apportionable vehicles. What s The Plan? now how does it work? Member Jurisdiction Responsibilities Three general categories of responsibility: Administrative Audit Enforcement Member Jurisdiction Responsibilities Administrative: 1) Administer the basic concepts: a) Provide base license plate b) Single registration cab card c) Inter- and intra-jurisdiction operations 2) Maintain uniformity 3) Calculate and collect IRP fees 10
Member Jurisdiction Responsibilities Administrative (cont d) 4) Disburse fees to member jurisdictions 5) Notify the IRP Repository of changes 6) Assist member jurisdictions cooperative agreement (Plan 1200) Member Jurisdiction Responsibilities Audit: 1) Provide audit findings to all affected parties 2) Adhere to the APM (Audit Procedures Manual) 3) Perform audits equivalent to at least 3% of the annual IRP fleets renewed Member Jurisdiction Responsibilities Enforcement: 1) Grant a 120-day grace period for new member jurisdictions 2) Notify law enforcement personnel regarding the extent of reciprocity for non-apportioned vehicles 3) Allow inter or intra-jurisdictional operation for properly registered vehicles 11
