The following members were present: Mayor Matt Dukes, City Manager Guy Henson, Assistant City Manager Tim Lyon, Councilmember Pat Byrne, Councilmember Rick Dawkins, City Attorney Philip Anderson, Director of Human Resources Catherine Wilson, Health Benefits and Wellness Coordinator Tiffany Lucas A. CALL TO ORDER. B. B. DISCUSSION ITEMS. 1. Discussion and consideration of a brief historical review of the Retiree Health Plan participation and cost discussions with the City s consultant Kristy Ventimiglia from Gallagher Benefit Services. ) Kristy Ventimiglia presented committee with a summary of The City of Midwest City Health Plan from 2013 to current. Summary included enrollment, claim cost, trend, and contributing factors. Summary attached. 2. Discussion and consideration of a brief review of the legal opinion of the definition of a Municipal Retiree from Katherine Bolles former Midwest City Attorney. Tim Lyon presented the committee with Kathy Bolles legal opinion regarding state statute passed in 2014 regarding the definition of a Municipal Retiree. Findings attached. It was concluded that plan would be updated to reflect 8 years, regardless of age. 3. Discussion and consideration of a brief review of a survey of Municipalities in the Oklahoma City area with regard to how they offer Retiree Health Insurance. Catherine Wilson presented the committee with the results of a survey, which included 10 Oklahoma Municipalities, with regard to how they offer fund and Retiree Health Insurance. Survey Results attached. 4. Discussion and consideration of a brief review of the Retiree enrollment per network and per tier of coverage as of December 2016. Kristy Ventimiglia provided a review of current enrollment numbers by plan type and tier. Kristy also provided clarification on the use of premium equivalents in Self-Funded plans, as well as the way that premiums are calculated. Enrollment data attached. 5. Discussion and consideration of a brief review of distribution of the funds that were allocated to the departments to assist in payment of the City s portion of the Retiree Health Plan Premiums. Mayor Dukes presented the committee with a brief discussion on the Hospital Authority distribution of funds to subsidize retiree health premiums. C. ADJOURNMENT.
