Question #1: Are there any residences at the locations listed under the scope? Answer #1: No, only four (4) Administrative Facilities. There are 100 units at 1621 Harrison Street (above 1619 Harrison Street), but 1621 Harrison Street has a separate entrance and these units are not a part of this contract. Question #2: The RFP states that bi-lingual security officers are preferred. Would this be strictly Spanish/English or are the other language pairings administrators had in mind? Answer #2: Yes, the Authority encounters visitors who speak many languages. Please specify which languages contract staff speaks in your proposal, Question #3: How frequently are as-needed services requested by the Authority? Answer #3: In 2017 it occurred twice. In both cases 24-hour service was required for more than one week. In one of the two cases less than 24-hour notice was provided. 1
Question #4: The RFP provides two possible uniform types as complaint to the contract. Does the Authority expect us to make a case for providing one type of uniform in our proposal response? Answer #4: No, the Authority merely expects compliance with the RFP. Either uniform or both would be sufficient. Question #5: What type of visitor management system (for sign-ins) does the Authority operate? Is it electronic? Answer #5: No, for now it s a hand-written log, with hand-written visitor ID s. Question #6: Can you provide a copy of the current security contract? Answer #6: No. Question #7: Are employee wages required to include benefits and/or in lieu cash payment rates? Answer #7: For RFP 18-004 vendors must pay at least the Oakland Minimum Wage Rate of $13.23 per hour (Oakland Municipal Code section 5.92.020) PLUS comply with the City of Oakland s Paid Sick Leave (Oakland Municipal Code section 5.92.030) law. Each year, the minimum wage will increase, effective January 1, by an amount corresponding to the prior calendar year s increase, if any, in the Consumer Price Index for urban wage earners and clerical workers for the San Francisco-Oakland-San Jose, CA metropolitan statistical area. Question #8: What were the hours for the guard during 2017? Answer #8: The Authority is closed every other Friday. The hours are 7:30 AM to 5:00 PM, total of 81 hours every two weeks. 45 hours the first week, 36 hours the second week. Question #9: What are the hours of operation at each of the locations where service will be required? Answer #9: The hours are 7:30 AM to 5:00 PM; the locations are specified in the RFP. Question #10: Who is the current guard company? Answer #10: Cypress Security. Question #11: Is this a Union contract and if so what Union and Local is it? Answer #11: It is not a Union Contract. Question #12: Which local wages apply to this contract, living wages, minimum wage, or prevailing wage? Answer #12: The Oakland Minimum Wage law (Oakland Municipal Code section 5.92. 020) applies to RFP 18-004. Question #13: Do guard s two way radios require a dedicated frequency for the police dept. and/or others? If required to have a dedicated frequency, please specify which agencies, if other than just police dept., must be included? Answer #13: Not required. 2
