QUESTIONNAIRE 1. Do you support the right of concealed carry permit holders to carry concealed in government buildings? Please answer: Yes or No _Y The EI Paso County Commissioners have set a favorable policy regarding concealed carry in County buildings and I am happy to report that the Clerk and Recorder's Office has fully embraced the practice. Over half of the senior management team has a concealed carry permit, as well as a healthy number of our employees. I am happy to include myself in that category as I believe that it promotes public safety. If elected, I will continue the Clerk Office's current policy that is friendly to both employees and customers exercising their right to carry concealed. 2. Do you believe the Second Amendment to the U.S. Constitution affirms every individual's right to keep and bear arms and that the Colorado Constitution reaffirms that right? Please answer: Yes or No Y 3. Do you believe there are reasonable limitations that government should place on lawabiding sane individual citizen's right to keep and bear arms? Please answer: Yes or No N I firmly believe that any law abiding sane citizen should be allowed to exercise their second amendment rights. While I support common-sense protections that keep guns out of the hands of criminals, I have seen how some anti-gun groups have defined liberal anti-gun policies as "reasonable" in an effort to advance an agenda that runs counter to my respect of the second amendment. I am cautious when anti-gun groups use the word "reasonable" when discussing gun policy. 4. Do you belong to any firearm-related organizations such as the NRA, PPFC, RMGO, or GOA? Please answer: Yes or No No If "YES" please list those memberships and how long you have been a member. I have been a member of the Pikes Peak Firearms Coalition on and off over the years. The last time I recall being a member was from 2010-2011. 5. Federal studies have shown that citizens with concealed carry permits are more law-abiding, as a group, than the general public or even law enforcement officers. Will you oppose the creation of a Colorado state wide database of concealed carry permit holders and the
creation of any local, state, or federal database that in any way mingles any information about permit holders with that of criminals or suspects: Please answer: Yes or No Y I oppose the creation of any federal or state government database that could be used to track guns or their owners. 6. Will you oppose any law that limits lawful citizens from owning a specific firearm based on its appearance, cosmetic features, or caliber? Please answer: Yes or No _Y I don't believe that the appearance, cosmetic features, caliber, or any factor of a firearm should be used as justification for legal limits for law abiding sane citizens. I respect that gun owners buy their tools for their individual needs, and I don't presume to tell someone that their need isn't warranted. 7. Do you own a firearm? Please answer: Yes or No Y I have a Springfield Armory XD 9mm and I have my sights on others. 8. Do you believe gun owners should be required to register their firearms? Please answer: Yes or No N Not just no, but ABSOLUTELY not. Registration is a dangerous step towards confiscation. 9. Do you believe there should be a limit on the number of firearms anyone individual may purchase in any specific time period? Please answer: Yes or No N I believe that the only limiting factors on the number of firearms anyone individual may purchase or own should be their spouse, the amount of money in their bank account, and the room in their gun safe. 10. Do you believe there should be a limit on the number of firearms anyone individual may own? Please answer: Yes or No N Please see my answer to question 9.
11. Do you support upholding the state law that prohibits localities, even Home Rule entities, from limiting the rights of citizens to purchase, possess, or carry firearms (including open carry)? Please answer: Yes or No Y I believe the second amendment trumps state law and home rule entities. 12. Do you support the passage of "safe storage" laws or ordinances that make it difficult for a law abiding citizen to keep a firearm in a condition ready to defend their family? Please answer: Yes or No I\J --- I believe that responsible gun owners are in the best position to determine how best to balance safe gun storage with ease of access in defense situations. 13. In some jurisdictions, stolen firearms that have been used in crimes are often ordered destroyed, rather than returned to the rightful owner. Will you support a law that will require stolen firearms be returned to the lawful owner? Please answer: Yes or No _Y I believe that the owner of the stolen firearm should have the right to decide what should be done with their property. In addition, I believe that firearms confiscated from criminals should be sold to the public. 14. Sportsmen/women in Colorado face a problem of not having access to forest land where hunting and other recreational activities are allowed. Would you support legislation to increase access to publicly owned lands for all recreational purposes, including hunting? Please answer: Yes or No Y --- 15. School shootings have demonstrated the failure of gun free zones. Will you support a bill/law that authorizes the school district/institution to train and arm personnel as a first line of defense in the protection of our children? Please answer: Yes or No _Y As a father with children in school, I absolutely believe that personnel in our schools should be allowed to receive proper training and be armed to protect our children ifthey wish to do so. The Clerk and Recorder's Office-of which I am Chief Deputy-is not a gun free zone, and I believe that keeps both our employees and citizens safe. If the Clerk Office's policy works for us, I believe it would work in our schools.
16. Will you support a state law strengthening the "Make My Day" law to include businesses, motor vehicles and private property? Please answer: Yes or No _Y 17. Do you support the current law mandating background checks for private sales and transfers of firearms? Please answer: Yes or No _N I believe mandating background checks for private sales and transfers is bad policy made by lawmakers that don't understand guns or their owners. The background check for a transfer portion of the law is bad as it criminalizes the temporary procession of firearms by military commanders, family members and trusted friends that may have legitimate reasons to quickly take a firearm out of a situation. The background check for the private sales portion ofthe law is a financial and record keeping burden on gun retailers and private sellers. 18. Currently, CBI has thirty days to investigate and respond to a denial for the purchase of a firearm. Many of these denials are later reversed. Will you support a law that mandates CBI be forced to refund the tax on firearms known as the CBI Background Check for those individuals whose decision has been reversed? Please answer: Yes or No _Y I believe that such a financial incentive will give the CBI motivation to get the information right in the first place. 19. Many citizens commit legal transgressions during their youth; these transgressions follow them for life. Will you support a bill/law that will restore an individual's right to firearm ownership? Please answer: Yes or No _Y Yes, depending on the nature of the crime committed as a youth. I have reservations with a youth offender who committed crimes such as murder, rape or armed robbery later being eligible to legally purchase and own a firearm. 20. Will you support a bill/law that mandates that public school resources be available to the Division of Wildlife to conduct Hunter's Safety Course? Please answer: Yes or No _Y 21. Do you support the repeal of the ban on magazines that hold more than 15 rounds? Please answer: Yes or No _Y
While some people have committed heinous crimes with large capacity magazines, I believe that the government should punish law abiding citizens for the actions of a criminal few. I believe that the best way to address gun violence is through better education, economic opportunity and mental health services available to those struggling with mental illness. 22. Do you support the current state law prohibiting concealed carry permit holders from carrying concealed within public schools? Please answer: Yes or No _N 23. The $10 mandatory background check fee was implemented in 2013. Many gun owners consider this a tax on firearm ownership. Will you support the repeal of the mandatory background check fee (tax)? Please answer: Yes or No Y_ If offered, will you accept: _X_ A PPFC Endorsement _X_ A PPFC Contribution to your campaign Any further comments you would like us to consider: I certify that the above responses are mine and reflect my true position on the stated issues: _Chuck Broerman -- 3/26/2014 f!lmj &i2 4mVI t\ Signature Printed Name Date
