THE COMMUNITY Located 14 miles north of downtown Seattle along the I-5 corridor, this friendly community with big mountain views is known for its convenient location, transportation connections, parks, trails, and first-class schools. Within its four square miles, the City boasts 355 acres of recreational attractions, including parks, play fields, year-round swimming, sports pavilion, and public open space, along with a beach and dock at Lake Ballinger which allows fishing, quiet boating, and waterfront play for over 21,000 residents. A revitalizing Town Center with new mixed-use and wide sidewalks creates a traditional downtown feel, which includes shops, restaurants, offices, clinics, a library, and a variety of housing options. Snohomish County Community Transit, Regional Sound Transit and King County Metro provide bus service from the Mountlake Terrace Transit Center and adjoining Freeway Station linking the city to the University of Washington, Seattle and Everett, and major employers including Amazon, Boeing and regional hospitals. The Transit Center has pedestrian and street connections to the Town Center and nearby mixed-use developments. In addition, the City will be served by Light Rail in 2023 with up to two stations. THE CITY Incorporated on November 29, 1954, Mountlake Terrace is a non-charter Optional Code City that operates under a Council/Manager form of government, with a City Council known for its cohesive nature and clear focus on economic development, financial stability, downtown revitalization, and community outreach. The City Council consists of seven Council members who are elected at large to staggered four-year terms. The Council elects the Mayor from its members every two years. The current Mayor has served in the role since 2004. Services provided by the City include: police protection, animal control, streets, storm water management, sanitary sewer services, water services, building inspection, planning and zoning, park maintenance, recreation programs, and general administration. The Snohomish County Public Utility District (PUD) delivers electric services to the City, and Community Transit supplies public transportation services. The City employs 151.5 regular FTE's and will employ up to 280 workers throughout the year. Mountlake Terrace s has a total budget of $25.5 million for 2017. In June 2016, the Mountlake Terrace City Council appointed Mr. Scott Hugill as the City Manager. Mr. Hugill has served in the role of Administrative Services Director and Assistant City Manager in Mountlake Terrace since August 2004, has been the interim City Manager since September of 2015, a was previously the City Administrator for the City of Leavenworth, WA for over six years. Scott has been a leader in the Mountlake Terrace organization for over 12 years. THE DEPARTMENT The mission of the Public Works Department is to guard the health, safety and welfare of the citizens by designing, operating and maintaining the water, sewer, street and storm systems in accordance with applicable codes, policies and laws established by the City, County, State and Federal Government. The department is comprised of six divisions that include Engineering Services, Equipment Rental, Sewer, Storm, Street and Water. The Engineering Division plans, designs and contracts for construction, rehabilitation, and reconstruction of the City s streets, traffic control systems, water, sanitary sewer, and storm drainage infrastructure, and manages the City s streets by adjusting traffic signals and modifying traffic signs and lane markings to increase safety and reduce congestion. The Engineering Division also plans, designs and constructs capital infrastructure projects for street, storm, water, and sewer systems. The M&O Division maintains and operates the City's street, storm, water, and sewer systems. M&O also oversees a shop which maintains a fleet consisting of Public Works, Engineering, CED, Admin Services, Police, and Parks vehicles. The Public Works Department budget for 2017 is over $14.7 million. THE POSITION Working under the direction of the City Manager, the Public Works Director is responsible for the planning and organization of the engineering, operations, and maintenance functions of the City s Public Works Department. The Public Works Director is also responsible for directly supervising an Operations Manager, City Engineer, Contracts and Capital Projects Manager, and Administrative Assistant. Responsibilities include: Manage employees by determining, assigning, and supervising workloads and assignments via supervisory staff; conduct employee performance evaluations; recommend and perform formal personnel actions (i.e. hiring, firing, disciplinary measures and promotions) with authority from the City Manager. Develops, administers, maintains and oversees the Departmental budget including outside funding and revenues. Support other departments in reviewing and approving plans for new developments to assure they meet requirements for streets, traffic, sewers, drainage, and water systems. Administer agreements with other local agencies for water, sewer, and drainage systems. Assist as contract administrator; negotiating, preparing and administering capital improvement contracts and change orders. Act in an engineering advisory capacity to the public, developers, contractors, and various City officials. Oversee the preparation of applications and administer federal and state grants for capital improvement programs. Develops action plans and metrics analyzing operational results and ensures the effective allocation and utilization of resources. Attends and participates in professional group meetings maintaining awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate and ensures related processes, policies and practices are applied consistently and effectively. Provides leadership and knowledge on emergency response/emergency operations and recovery activities. Provides technical expertise, information and assistance to the City Manager regarding assigned functions; communicates with other administrators, personnel and contractors to coordinate activities and programs, resolve issues and conflicts and to exchange information; provides input and review on capital improvement projects and participates in special projects as directed. The ideal candidate will have a proven track record in operations, services, and activities of a public works operation and maintenance program that includes surface water and related operation, maintenance, and repair programs and regulations. The new Public Works Director will know or be willing to quickly learn the regional players in transportation, utilities systems and regional planning with the Puget Sound Regional Council. The successful candidate must demonstrate success as a leader, with a history of progressive, proactive and innovative program development, as well as a track record of successful follow-through and implementation. OPPORTUNITIES & CHALLENGES Aging M&O Work Force: Many employees of the City will be eligible for retirement in the next 5-10 years. There is a need for new employees to be brought in before institutional knowledge is lost. Sound Transit: ST2 is providing a new station by 2023. The Public Works Director will be responsible for coordinating developer agreements, plan review, and construction inspection. Main Street Project: Phase 1 construction is underway in 2018. The department will need an additional 1-2 inspectors to handle this project inhouse, while The Village at MLT aka Gateway Project is going on. The Public Works Director must prepare grant applications and State legislature requests for funding to complete Phase 2. Maintenance Funding for Roadway Preservation: Due to budget constraints, there is limited funding for roadway preservation, and fewer grant availability due to increased City valuation. Rate Studies: Rate studies will be under way for all utility services including water, sewer and storm. Increased rates will be necessary to adequately fund M&O, and capital projects. Currently, rates do not fully fund M&O. He or she should have experience with business and management principles involved in strategic planning, resource allocation, leadership technique, production methods and coordination of resources. The new Director will be expected to establish priorities, manage workloads and resources while working with commitment to build a strategic plan. The ideal candidate will have previous experience managing an organized labor work force. He or she must demonstrate strong budgeting skills and be able to prepare a budget which clearly reflects and communicates department activities, projects, and goals. The ideal candidate must demonstrate a history of progressive, proactive and innovative program development and administration, as well as a track record of successful follow-through and implementation. The preferred candidate will demonstrate that he/she can manage talented professionals, communicating in real time both orally and in writing and effectively advocate for the department and the city s objectives. EDUCATION & EXPERIENCE A Bachelor s Degree from an accredited college or university in Civil Engineering, Public Administration or related field and eight years of increasingly responsible experience in public works managing or supervising operations, programs and services in one or more public works specialty areas that includes four years of staff supervisory, budgetary, and management responsibility; preferably in a municipal or public sector environment. A Masters Degree in a related field is preferred. Candidates must be registered as a professional engineer (PE) with the State of Washington or be able to obtain same within six (6) months of hire. Any combination of education and experience may be substituted as long as it provides the desired skills, knowledge, and abilities to perform the essential functions of the job.
