Carrier Optimal Ruting, COR & CDRAAP When available, COR will be jintly used by the team as a tl fr rute ptimizatin and adjustment, prvided the data preparatin has been prperly cmpleted and is current. The district lead team will determine whether additinal data preparatin fr the zne is needed. COR technicians (ne USPS selected and ne NALC selected) will be made available t cmplete all COR adjustments. N adjustments will be implemented between Nvember 15 and January 1. The use f COR by the rute evaluatin and adjustment team must be cnsistent with the applicable prvisins f Handbk M 39, and their applicatin f the COR prcess must als cmply with the parties natinal settlement which is reprduced belw. The district lead team will crdinate with the USPS district ffice and NALC NBA ffice(s) t ensure COR technicians ne USPS member and ne NALC member will be made available t cmplete all COR adjustments. There is n plicy prhibiting a district lead team member, rute evaluatin and adjustment team member, r lcal ffice cntact frm perfrming adjustments while serving a dual rle as a COR technician. Case by case bjectins will be prcessed thrugh the issue reslutin prcess. The NALC is permitted t have a rute evaluatin and adjustment team member serve as the NALC COR technician in cnjunctin with, r in lieu f, the rute evaluatin and adjustment team member assigned t a zne when COR is used. In situatins where an NALC COR technician is unavailable, the NALC rute evaluatin and adjustment team member can be replaced by anther rute evaluatin and adjustment team member fr the rute adjustment phase when COR is used. COR is cnsidered available in any zne where the COR data preparatin is cmpleted befre the adjustment and where NALC and USPS COR technicians are available. If changes have ccurred in a zne related t the data prep, updates t the data files fr the zne will be made as apprpriate. When transferring territry, the back f the PS Frm 1840 will indicate by sectr segment, any change in street credit frm the actual street time used fr that sectr segment n PS Frm 3999, including all relay, travel, allied time, etc. Any such prpsed adjustment t the carrier's street time must be dcumented and explained by apprpriate cmments n the reverse f PS Frm 1840. 1

Fr example, territry transferred frm Rute C002 t Rute C004 wuld be nted, by sectr/segment, in the "Relief' Clumn n the PS Frm 1840 Reverse fr Rute C002. The same territry wuld be nted, by sectr/segment, in the "Additin" Clumn n the PS Frm 1840 Reverse fr Rute C004. Allied times assciated with that territry will als be reviewed t determine if they shuld be transferred t the gaining rute C004, r left n the lsing Rute C002. Old relay times frm the existing 3999 (recrded as EXR) and new relay times (recrded as ADJ) fr the prpsed adjustment n each rute are identified n the reverse f PS Frm 1840 by relay as well as ttal relay time fr the rute. The difference between these tw ttal times is nted in the relief r additin clumn f the PS Frm 1840 Reverse. The rute evaluatin and adjustment team will be prvided the relevant reprts generated by COR t review the specifics f the prpsed changes regarding relays and relay times s that they can jintly make decisins regarding the prpsed changes, and then have the necessary dcumentatin fr the adjustment cnsultatins regarding any agreed t changes. Sme f the reprts t be reviewed include, but are nt limited t: Existing Rute Summary This reprt shuld be printed first, as it is a summary f the zne and each rute in the zne as they existed befre any changes are made. Yu will cmpare this t the adjusted rute summary after COR ptimized the zne. Territry Transfer Summary Reprt This reprt shws the number f deliveries that were n the existing (ld) rute and the delivery time this represents, hw many f these remain n the mdel (adjusted) rute, and what percentage f the ld rute this represents. Adjusted Rute Summary This reprt cntains the same infrmatin fr the rutes in a zne after a COR adjustment as the Existing Rute Summary has fr rutes in a zne befre the adjustment. The Existing and Adjusted Rute Summary reprts 2

are the befre and after pictures f the adjustment. Allied Time This reprt shws the parcel and accuntable times that were mved frm a rute and the parcel and accuntable time that stayed n the rute. This reprt lists all the rutes in a zne separately. COR des nt autmatically transfer parcel and accuntable time. The COR tech has t mve this time manually at the rute evaluatin and adjustment team's directin. Similarly, ther allied times that d nt shw up n this reprt may be adjusted at the rute evaluatin and adjustment team's directin. Sme examples are relay time, replenish time, travel times, etc. Line f Travel Reprt This reprt shuld be used t verify the rute's line f travel. It shuld als be used t validate the travel t, travel frm, and travel within times as discussed belw. Travel T, Travel Frm, and Travel Within times must be validated, dcumented, and discussed during the adjustment cnsultatin. If there is a different credit f time prpsed fr travel within r travel t and travel frm the rute ther than what existed as reflected by PS Frm 3999, such new time will be validated and a decisin made by the rute evaluatin and adjustment team regarding the prpsed change prir t the adjustment cnsultatin with the carrier. It is nt necessary that the validatin itself be dne jintly in rder t satisfy the rute evaluatin and adjustment team. Fr example, all travel t, travel frm, and the ttal f all travel within times frm the 3999 (recrded as EXR) are identified n the reverse f the PS Frm 1840 and new travel times are identified as an adjustment (recrded as ADJ) n the reverse f PS Frm 1840. The difference between these tw times will be nted in the relief r additin clumn n the reverse f PS Frm 1840. The rute evaluatin and adjustment team will be prvided all relevant reprts generated by COR t review the specifics f the prpsed changes regarding travel times s they can jintly make decisins regarding the prpsed changes, and then have the necessary dcumentatin fr the adjustment cnsultatins regarding any agreed t changes. Any change in travel times frm the 3999 due t a prpsed new travel pattern must be validated and then reviewed by the rute evaluatin and adjustment team s they can 3

jintly make decisins regarding the prpsed change. The Rute Summary Reprt will be used as a tl t aid in the validatin prcess. The evaluated ffice and street times selected by the rute evaluatin and adjustment teams will be transferred t the tp left hand crner f the PS Frm 1840 Reverse. The initial prpsed adjusted ffice and street times frm the COR prcess will appear n the tp right crner f the PS Frm 1840 Reverse. The difference between these tw times must be identified n the 1840 Reverse by sectr segment (when applicable) fr each rute. The difference in these times that must be specifically identified includes items such as prpsed changes in relay times, travel times, allied times, delivery times, miscellaneus times, and eliminated/added rutes (eliminated/added rutes can impact the ttal time difference due t demnstrated perfrmance, selected street time, and fixed time such as travel t, travel frm, lading time, street breaks, etc.). The rute evaluatin and adjustment team will be wrking with COR technicians wh knw the system. The COR technicians are there t make the necessary inputs and t explain any aspect f the COR prgram/prcess that the team needs t make decisins regarding the prpsed adjustments. The COR technicians will cnduct such duties at the jint directin f the rute evaluatin and adjustment team. All decisins regarding the evaluatins and adjustments f rutes, including deductins and/r changes prpsed by COR, r manually, are made jintly by the rute evaluatin and adjustment team. Any items f disagreement will be identified and dcumented by the rute evaluatin and adjustment team and immediately referred t the district lead team. When transferring territry in COR and nn COR sites, the rute evaluatin and adjustment team may agree t change the time credit fr a sectr segment. Such changes will be nted n the reverse f the PS Frm 1840 with the team's explanatin f the time that was added r deducted and the reasn. If a PS Frm 3999 was changed after being dwnladed int the Delivery Operatins Infrmatin System, fr either a COR r nn COR site, the parties will jintly review the Delivery Operatins Infrmatin System 3999 Audit Trail Reprt. 4
