TOWN OF CUMBERLAND, RI BID # 2014-0710-06 The Town of Cumberland is seeking competitive bid proposals for SITE CONSTRUCTION DESIGN AND CONSTRUCTION SUPERVISION FOR RENOVATING VALLEY FALLS VETERANS MEMORIAL PARK on Broad Street in Cumberland, Rhode Island. GENERAL INFORMATION 1. Bid Proposals will be received at the office of the Finance Director; Town Hall (First Floor), 45 Broad Street, Cumberland, RI 02864 until 11:30 a.m. on Thursday, July 10, 2014, and then said bids will be publicly opened and read aloud in the Town Council Chambers (Second Floor). 2. Envelopes containing the bids must be sealed and designated as bids for: SITE CONSTRUCTION DESIGN AND CONSTRUCTION SUPERVISION FOR RENOVATING VALLEY FALLS VETERANS MEMORIAL PARK --Cumberland, Rhode Island. Please include five (5) copies of your Bid Proposal. 3. Each bid must be submitted on the prescribed form. All blank spaces for bid prices must be filled in, in ink or typewritten, in both words and figures. Erasures or other changes in the bid must be explained or noted over the signature of the bidder. The Town may consider incomplete any bid not prepared and submitted in accordance with the provisions hereof, but may waive any informality or reject any and all bids. 4. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within 30 days after the actual date of the opening thereof. 5. No telegraphic bid or telegraphic modification of a bid will be accepted. 6. The Town may make such investigations as deemed necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish to the Town all such information and data for this purpose as the Town may request. The Town reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the Town that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. All applicable industry and equipment licenses are required of the successful bidder.

SPECIFICATIONS: BID # 2014-0710-06 SITE CONSTRUCTION DESIGN AND CONSTRUCTION SUPERVISION FOR RENOVATING VALLEY FALLS VETERANS MEMORIAL PARK -- Cumberland, Rhode Island. The Town of Cumberland is seeking competitive bid proposals from qualified landscape architecture and/or civil engineering firms to provide services for all necessary site design, engineering, construction design, and construction supervision for renovating the area known as Valley Falls Veterans Memorial Park on Broad Street, being designated as Assessor s Plat 3, Lot 176, in Cumberland, Rhode Island. The Town applied for a $400,000.00 RI DEM Recreational Acquisition and Development grant in order to make substantial improvements to the subject area. In preparation for the application, the Town engaged an engineering firm to create a rendering of a potential design. A copy of the design is attached to these specifications. The grant requires a 50% match; at the time of submission, the Town planned for an $800,000.00 project. The Town was awarded $200,000.00 from the RI DEM Recreational Acquisition and Development grant; the Town will contribute approximately $350,000.00 towards the match, which will be allocated from the Town s Open Space Bond account, donation(s) and staff labor. The entire project will total approximately $550,000.00. The Town has prioritized the following for inclusion in the project: 1. Girl s softball field. 2. Park lighting. 3. Access from Broad Street. 4. Signage for Valley Falls Veterans Memorial Park. The Town expects that the consultant will participate in at least one staff meeting, one public meeting, and one town council meeting. A walk-through will be conducted on Tuesday, July 1, 2014 at 10:00 a.m.
Interested firms must be registered and licensed to do business in Rhode Island and be experienced in the design of athletic fields, lighting, recreational elements and their construction. The Town reserves the right to accept or reject any and all bids, to waive any informality or defects, and to accept the bid deemed in its best interests. If the bid is awarded to any other than the apparent low bidder, a statement will be issued giving the reason for the award. INSURANCE All bidders, upon award of contract, shall furnish an insurance certificate naming the Town of Cumberland as certificate holder, and as additionally insured, with the following minimum limits: Item Workers Compensation and Employer s Liability General Liability, including Contractors Protective, Products and Completed Operations and Contractual Liability (c.u., collapse and underground coverage to be included. Blasting and explosion coverage required if there will be blasting under the contract.) Minimum Limits Statutory workers compensation coverage as required by law in the State of Rhode Island. Best Company of at least A. The Town of Cumberland must be named as an additional insurer and as a certificate holder on the policy. Bid bonds, supply bonds, and performance bonds will be required as necessary.
LABOR REGULATIONS & WAGES Attention of Bidders is called to the requirements concerning the payment of not less than the Prevailing Wages and salary rates. Information regarding prevailing wages may be obtained through the Rhode Island Department of Labor. Bidders must, if required, submit a copy of all applicable labor-related compliance reports concerning their employment practices and policies in order to maintain their eligibility to receive award of the Contract. SALES & USE TAX The Town is exempt from the payment of the Rhode Island Sales Tax under the 1956 General Laws of the State of Rhode Island, 44-18-30, Paragraph 1, as amended. Materials and equipment purchased for installation under this contract are exempt from the Rhode Island Sales Tax. The Contractor, during bidding, shall take the exemption from the Sales Tax into account. FEDERAL EXCISE TAXES The Town is exempt from the payment of any excise tax or federal transportation taxes. The price bid must be exclusive of taxes and will be so constructed. QUALIFICATION OF BIDDERS The Town may make such investigations, as it deems necessary, to determine the ability of the bidder to perform the work. The bidder shall furnish the Town with all such information and data for the purpose as may be requested.
ADDENDA AND INTERPRETATIONS No interpretation on the meaning of the Plans, Specifications, or other Contract Document will be made to any bidder orally. Every request for such interpretations should be in writing, addressed to the Finance Director, 45 Broad Street, Cumberland, Rhode Island 02864, and to be given consideration must be received at least seven (7) days prior to the date fixed for the opening of the bids. Fax transmissions will be accepted with written follow-up by bidder. Any and all interpretations and supplemental instructions which, if issued, will be mailed by regular mail to all perspective bidders (at the respective address furnished by the bidder for such purpose), not later than 48 hours prior to the date fixed for the opening of the bids (unless such addenda postpones the opening of bids) and will be posted on the Town s website, Planning Department page. Failure of bidder to receive any such addendum or interpretations shall not relieve any bidder from obligation under his bid as submitted. All addenda so issued shall become part of the Finance Department. REFERENCES 1.
