Organizational Context: The Budget Department within the Ministry of Finance (MoF) is responsible for the preparation of the national budget and for monitoring and reporting on its implementation. The national budget activities, at present, are largely donor/aid co-ordination function with considerable liaison and involvement of international partners. The budget is used as a major coordination mechanism of the Government through which it consults, agrees and articulates to all national and international stakeholders the expenditure programmes and priorities of the Government for the year ahead. The National Budget is also the primary instrument for the Government to allocate and manage its financial resources (both internal and external revenues) in a balanced, transparent and accountable manner within a short to medium term framework. The Budget Team is composed of Directorate General Budget, Budget Execution Sectors, Budget Policy, Coordination & Reporting Unit, Provincial Budgeting Unit and Program Budgeting Unit. In addition, the Project Management, Office Management and IT Units provide administrative support to the Budget Department including plan development trainings and office and logistics management. The Project Management, Office Management and IT Unit also coordinate and implement a public information strategy on the National Budget and develop mechanisms to measure and monitor the effectiveness of
the delivery of Budget Department s products and services to key stakeholders and clients. Position Objectives: The main objective of the Transportation Infrastructure and Communication Advisor is to provide technical support and policy level recommendations to the Directorate of Transportation Infrastructure and Communication. Additionally, the Advisor is expected to develop strategies to conduct regular sector research and analyses to ensure that both the national as well as community level development priorities are addressed throughout the provincial planning process, budget execution, implementation, and monitoring and evaluation of government development projects. Terms of Reference : Assist the Sectoral Directorate in developing annual work plan for all the activities of the directorate in close coordination with the General Directorate of Design and Consolidation (GDDC); Review and critically analyze the concept notes of the new proposed development projects received from the Provincial Development Committees (PDCs) through the GDDC and share them with the relevant budget entity (Ministry and/or Independent Directorate) to be considered in their next year plans/projects; Review and critically analyze project concept notes, and proposals received from the budget entities taking in to consideration the evaluation criteria and to assess to what extent the PDP projects are aligned with the proposed development plans of budget entities; Prepare a thorough report from the assessment process of the new and carry-forward/ongoing projects to the GDDC in close coordination with relevant department; Conduct technical, economic and financial analyses of the Transportation Infrastructure and Communication programs and projects. Conduct financial analyses, technical analyses and economic analyses of Transportation Infrastructure and Communication programs and projects. Coordinate and communicate sector activities, findings and recommendations with key counterparts and partners such as government line ministries (Ministry of Public Works, Ministry of Communication and Information Technology, Ministry of Energy and Water) and international agencies and donors working in the relevant fields. Coordinate and communicate effectively between sector Ministries and the Ministry of Economy in terms of regular progress reports, implementation of development projects and budget execution. Liaise between the MoEC s General Directorate of Design and Consolidation and relevant line
Ministries (budget entities) through the Sectorial Directorate in relation to planning, implementation, and monitoring and evaluation. Assist the Sectorial Directorates in preparing quarterly and annual reports of development projects of the relevant budget entities after a critical analysis of the development projects of the sector; Review provincial plans, analyze them and share them with line Ministries to incorporate them in the development plan of the sector. Provide capacity building programs to different departments of the relevant sectorial directorate. Conduct nation-wide social, economic, development assessments and analyses to determine the role and contribution of Transportation, Infrastructure and IT in the overall economic growth of the country. Supporting Transportation, Infrastructure and IT director to identify the potentials of the Transportation, Infrastructure and IT sector for better planning and future investment purposes. Provide technical recommendations and feedback to the Transportation, Infrastructure and IT regarding the Directorate s mandates and activities that may require modifications to further improve its performance. Conduct secondary research, desk review and literature review in the field of Transportation, Infrastructure and IT. Based on the data analysis and research, provide insights, inputs and feedback to the Transportation, Infrastructure and IT staff for better understanding of the sector s priorities, challenges, achievements and future activities. Technically review and analyze the Terms of Reference (TOR) Transportation Infrastructure and Communication including the TORs of the key employees of this Directorate. Provide capacity building programs to different departments of the relevant sectorial directorate; Any other tasks as assigned by the leadership of the Ministry of Economy. Reporting Relationship: Transportation, Infrastructure and IT Advisor reports to the Sectorial Directorate of Transportation, Infrastructure and IT and General Directorate of Design and Consolidation of the Ministry of Economy (MoEC) and will be based at the MoEc, Kabul, Afghanistan. Impact of Results: A thorough assessment of the Transportation, Infrastructure and IT Sector and a report from it during the first 4 months; An effective communication and coordination strategy among the economic sector institutions established and maintained; Capacity Building Trainings on the Policy Analysis and Infrastructure and IT Development
conducted; Reports of the critical reviews of the existing Transportation, Infrastructure and IT policies prepared and published; Regular reports on the successful execution of the given tasks are provided. Recruitment Qualifications: Master degree in Industrial Economics, Engineering, Public Administration,, Industrial and engineering management and other relevant disciplines (Ph.D in the relevant field is preferred); 4Years Relevant Working Experience in higher positions (policy analysis, policy development and capacity development); Experience in advising senior government officials on economic policies.
Strong interpersonal and teamwork skills; Computer Skills is required. Language Requirements: Excellent written and oral communication skills in English and working knowledge of national languages i.e. Dari and Pashtu.
